The Analyst, Risk Management provides support in risk oversight of key grant management portfolios by ensuring operationalization of risk management across the grant lifecycle by Country Teams.
Key Responsibilities
Supporting the Global Fund in maintaining leading practice operational risk management through the following activities:
Support risk oversight of key grant and non-grant facing risks:
  • Develop templates for risk management monitoring and reporting at grant, country and corporate levels.
  • Contribute to the provision of guidance offered to Country Teams by Risk Specialists to further improve risk management during stages of grant making, implementation and closure, in accordance with relevant Operational Policy Notes and Standard Operating Procedures.
  • Support the review of developed and updated Key Risk Matrices and Country Dashboards with Country Teams and risk
  • Provide analytical support to assigned Risk Specialists in monitoring Country Teams’ use of relevant assurance activities.
  • Support the development of materials and organization of periodic monitoring meetings with Department Heads/Regional Managers, global risk owners, and any other relevant stakeholders (i.e. related to country risk profiles, progress status of implementation of mitigating actions and assurance activities, and exceptions).
Development of analyses and guidelines:
  • Provide Risk Specialists and Managers with quantitative and qualitative risk analyses.
  • Contribute to and possibly coordinate the development/revision of risk guidelines and policies.
  • Document the outcomes of Risk Committees (Portfolio Performance Committee and Key Issues Meeting) and develop and maintain an appropriate tracking system.
  • Update the Risk Management Department’s SharePoint.
  • Annually update the External Risk Index.
Reporting:
  • Develop and maintain databases as required and assist with producing (periodic as well as ad-hoc) risk reports in collaboration with IT and risk owners.
  • Facilitate and perform analyses of IRM data for the production of organizational risk management reports.
  • Support in the coordination with Risk Owners.
Information Technology responsibilities:
  • Contribute to the design of Integrated Risk Management (IRM) and Organizational Risk Register (ORR) tools, integrating them into other grant management IT tools as much as possible.
  • Advise and support Country Teams and 2nd line teams on the use of IRM and ORR tools.
  • Participate in the development of training and briefing materials for internal and external stakeholders.
  • Support the implementation of improvements through the provision of on-the-job training to Country Teams.
Provide project management support, including:
  • Organize consultations with relevant stakeholders
  • Contribute to the development of a consolidated progress update, allowing tracking and steering of deliverables and budgets, management of delivery risks, proactive monitoring of issues for resolution and potential escalation and timely decision making
  • Prepare materials for presentation to senior leaders within the organization, including the Management Executive Committee and other Senior Management.

Qualifications
Qualifications
Essential:
  • University degree in economics, business administration, law, public health, public administration, management, development studies, finance, or social sciences
Desirable:
  • Training or certification in quantitative and or qualitive data
  • Project Management certification
  • Business process improvement or organizational change experience and/or qualification
Experience
Essential:
  • Relevant post-university work experience in performance measurement and management, data analytics and or project management
  • Proven analytical skills turning data into meaningful business insights and actionable recommendations
  • Proven data management skills and proficiency in Excel, PowerPoint and Word – and willingness to learn other technology platforms
  • Proven written and verbal communication skills
Desirable:
  • 0-2 years of post-university work experience in performance measurement and management, data analytics and or project management
  • Use of one or more statistical and or data visualization tools eg. Tableau, Stata, R
  • Risk management experience
  • Experience working in a multi-cultural environment
  • Experience working in a complex organization
