OBJECTIVES OF THE PROGRAMME

The Department of Information Management and Technology (IMT) has an operational and strategic role. On the one hand, the Department provides relevant, quality, reliable, and cost-effective IT services for the Organization to achieve its health mandate. On the other hand, it aims to be a strategic enabler for WHO by creating partnerships with business units (administrative and health technical), capturing business needs, establishing and managing projects to address these requirements.

WHO current version of Oracle EBS (12.1.3) and some of its allied systems will have to be replaced as soon as possible. WHO is reviewing the options of replacing the current EBS on premise solution (GSM) with a cloud SaaS based Best-of-Breed and vertical solution - with a modern set of tools using standard best practice business processes and cutting-edge technology. A new standard solution with minimum customizations will allow WHO to avail of modern technology including mobile access, artificial intelligence and business process automation.

DESCRIPTION OF DUTIES

  • Support the Head of Business Stream, Lead Business Analyst and the Business Analyst Supply (P4) to ensure that the functionality of the new ERP meets the policies and standards mandated for WHO in the area of Supply.
  • Participate in and support process optimization for the procurement and supply function - analyse procurement related information, such as spend, vendor data, pricing and market trends, to support decision-making, forecasting and planning.
  • Contributeto the realisation and achievement of measured improvements in ERP business operations for Supply, and support the team to use analysis to identify opportunities for operational improvements.
  • Contribute to the development and revision of business needs, existing policies and processes, draft or update standard operating procedures related to procurement and supply.
  • Translate business requirements into ERP solutions.
  • Perform business systems and workflow analysis, and disseminate business requirement communications.
  • Assist in the design and prototype, test scenarios and liaison with Training team for allocated projects.
  • Collaborate with the IMT team, external consultants, end users and other stakeholders.
  • Provide timely application support to end users and working with other support groups to establish proper integration of business applications.
  • Contribute to creation of user guides, training curricula, pertinent documentation for internal and external partners, and all project related documentation.
  • Research, troubleshoot and mitigate transactional and other ERP issues.
  • Perform other duties as required.

REQUIRED QUALIFICATIONS

Education

Essential: A first-level university degree in Supply Chain, Procurement, Logistics, Business Administration, Management, or in another related field.
Desirable: Chartered Institute of Purchasing & Supply (CIPS) qualification or equivalent


Experience

Essential:

  • At least 5 years of relevant experience in the area of procurement or supply chain management, some exposure of which must be at international level.
  • Experience of working with ERP systemsSome experience in translating user requirements into business requirements for technology implementation purposes.
  • Experience in designing and documenting business processes.
  • Experience working within a team environment across business functions.


Desirable:

  • Experience in WHO rules and procedures.
  • Experience in WHO computing environment.

Skills

Essential:

  • Knowledge of procurement and supply chain policies and procedures, such as purchasing, sourcing goods and services, inventory or warehouse management, distribution.
  • Knowledge of business process engineering required to innovate, design, change and implement new business processes, policies and procedures, and technological solutions.
  • Analysis skills, with aptitude/sound judgment for creative problem solving, and ability to assess a problem and determine an effective course of action.
  • Experience soliciting, gathering, and analyzing user input and requirements.
  • Strong interpersonal skills to work with people across the Organization, ability to instill confidence, negotiate, and implement change.

Desirable:

  • Project Management expertise (Prince 2, PMP,or similar)

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 62,120 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4307 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
