OBJECTIVES OF THE PROGRAMME


The mission of WHO’s Health Emergencies Programme (The Programme) is to help countries, and to coordinate international action, to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies. Within The Programme, the Health Care Readiness team is involved in readiness and response activities. This includes providing technical and operational support to the Incident Management Support Team on a daily basis; for example, technical guidance on clinical management, and technical input into strategic priorities and activities.


DESCRIPTION OF DUTIES


During deployment, the duty station may change, and duties may be modified, based upon the technical needs of the Programme.

1.Provide crucial support IMST case management pillar for emerging infectious disease (EIDs) to ensure that resources from across the organization can be accessed.

2.Organize provision of clinical support to Member States on prevention and management of EIDs, either remotely or as in-person country deployment, within the context of WHO’s Emergency Response Framework.

3.Provide technical support to development of clinical guidance for EIDs and dissemination products, such as educational products, toolkits, etc.

4.Advise on integration of emerging clinical evidence into WHO weekly updates on clinical characterization and management of COVID-19.

5.Build and establish external partnership with relevant interagency and international fora involved contributing to development and implementation of public health responses to COVID-19.

6.Undertakeneeds assessments and liaise with technical units in establishing needs of the affected population regarding case management including referral pathways, thereby supporting incident management.

7.Provide technical advice on all issues related to case management, critically reviewing, analysing and using evidence-based data for setting up or adapting case management tools, interventions and approaches.

8.Support the response teams in instituting appropriate case management measures; provide training to the healthcare workers, hospital management and auxiliaries.

9.Support to the national and local health authorities to develop and communicate messages with the medical and health communities on clinical features and effective behaviours.

10.Provide technical advice to the logistics team in the specification and quantity estimations supplies, medications and PPE etc.

11.Coordinate with HQ desks and technical unit (Epidemic Clinical Management, WHE/IHM/EXN and Emergency Medical Teams) and other clinical partners to document clinical features and case management of the patients, identify gaps and recommend corrective actions.

12.When applicable, contribute to coordination and case management meetings with MoH and clinical partners/EMTs, including case reviews and quality assurance meetings and visits.

13.Ensure close coordination between clinical management and laboratory response.

14.Contribute to maintaining an overview of the health related situation in the country, analyse and synthesise incoming field information on treatment, health facilities, and health workers, ensure that updates are provided on a regular and timely basis to all levels of the response.

15.Where required, provide technical advice on the establishment/strengthening of isolation facilities based on standard guidelines and principles for infection prevention and control as deemed necessary.

16.Perform any other incident-specific related duties, as required by the functional supervisor. Other related duties will be assigned as needed.


REQUIRED QUALIFICATIONS


Education


Essential:

  • Advanced level university degree (Master’s level or above) in the Medicine or Nursing field, depending on the context of the emergency e.g. emergency medicine, trauma care, surgery, toxicology, infectious diseases, tropical medicine, from an accredited/recognized institute.


Desirable:

  • Qualification in specialised medicine or nursing.

  • Advanced university degree in Public Health/epidemiology and/or clinical research.

  • Additional professional training/specialization in health systems, hospital management, training & education, and/or other related area.

  • Completion of the WHO Emergency Medical Team coordination cell training course.


Experience


Essential:

  • A minimum of ten years of experience in tropical medicine and disaster/emergency management/humanitarian response, including design, implementation and coordination of clinical programmes, management of clinical staff, and collaboration with national and international organizations.

  • Experience in elaboration of clinical guidelines for case management during infectious disease outbreaks.

  • Considerable international work experience.


Desirable:

  • Experience in epidemiology, research and analysis, and/or the development of training tools and databases for monitoring and evaluation purposes.

  • Previous experience with WHO, other UN agencies, Emergency Medical Teams, health cluster partners, recognized humanitarian organizations or nongovernmental organizations is desirable.

REMUNERATION


WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 89,837 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 6094 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
