Result of Service
  • The consultant shall prepare a report based on the research and critical analysis of the process for development and implementation of Member State counter-terrorism strategies, which includes item delineated above;
  • The consultant shall design a set of tools (delineated into key policy areas) for Member States, which includes item delineated above;
  • The consultant shall participate in consultations with UNOCT, CTED, UNICEF, UN Women, UNDP, other relevant implementing entities of the Global Compact, and civil society organizations at the global level and in-country to inform the research/critical analysis (above) and to build UN system wide buy-in for the project as a whole.

Duties and Responsibilities
• Carry out research and produce a critical analysis of the process for development and implementation of Member State counter-terrorism strategies. This research and analysis shall include:
  • Identification of a series of countries for study/diagnosis, bearing in mind geographic diversity, that, to the extent possible, collectively reflect the range of terrorism and counter-terrorism challenges faced by Member States globally;
  • Assessment and comparative study/diagnosis in the selected series of countries of the process of development and implementation of Member State counter-terrorism strategies, in particular mapping examples of how human rights are included or not included in national counter-terrorism strategies, from States’ framing of the terrorist threat to national counter-terrorism strategy formulation, funding, implementation, and oversight; and
  • Inclusion of impact and effects of counter-terrorism laws and policies on the human rights of marginalized groups, such as women, girls, young people, civil society actors, persons with disabilities, and racial/religious communities;

  • Based on the research and critical analysis of the comparative study/diagnosis:
  • provide recommendations on how and when human rights, gender equality and racial inclusiveness, can be included in counter-terrorism policy action, for instance regarding the scope of State counter-terrorism action; the regulatory and political framework; assignation of lead responsibilities within a State structure; State coordination mechanisms; the extent to which human rights is included in Cabinet-level reviews of counter-terrorism; provisions for judicial and other oversight; budget allotments; and
  • good practices and gaps and key inflection points where the inclusion of human rights in State strategy development can contribute to more effective/successful counter-terrorism responses and where absence of human rights undermines counter-terrorism responses;

  • Carry out the research and critical analysis through:
  • Comprehensive survey and analysis of existing literature, including, in particular, desk research of existing human rights and counter-terrorism reports, tools and programmes of the UN, civil society, and the Global Counter-Terrorism Forum (GCTF);
  • In-country research in selected countries, including research of national counter-terrorism laws, strategies, and policies and in-person (Covid-19 permitting) engagement with the relevant national authorities, UN system entities, and civil society;
  • Consultations with UNOCT, CTED, UNICEF, UN Women, UNDP, other relevant implementing entities of the Global Compact, and civil society organizations on areas in the formulation and implementation of Member State counterterrorism strategy where/when the inclusion of human rights is crucial to inform the research/critical analysis (above) and to build UN system wide buy-in for the project as a whole; and
  • Any other suitable methods.

  • Based on the research and critical analysis and consultations, develop a set of tools (delineated into key policy areas) for Member States, which include:
  • Inflection points, mechanisms, and processes through which human rights can be more effectively and practically included at the core of Member States’ counter-terrorism strategies and actions and the positive outcomes that could result for Member States counter-terrorism action;
  • Means to use these points, mechanisms, and processes to include human right; and
  • recommendations, and rights-based approaches to inclusion of marginalized communities such as women, young people, racial/religious communities, civil society actors, and persons with disabilities in counter-terrorism responses;

  • Participate in consultations and collaborate with the Global Compact (including, particularly, UNOCT, CTED, UN Women, UNDP, UNICEF, and UNODC), in the design and testing of the tools we well as with different parts of OHCHR, at HQs and field presences;

  • Participate in early discussions with CTED and UNOCT on integration of the tools into their activities;

  • Participate in early engagement with national authorities, Resident Coordinators and UNCTs in pilot countries to increase acceptance of tools and support development of advocacy strategy with national authorities;

  • Identify and provide advice on the selection of three countries to roll-out the tools;

  • Collate and assess all information obtained, preparing written notes and briefs upon request; and

  • Prepare and deliver regular oral and written briefings and presentations on progress made, results achieved and the final release of the report.
Qualifications/special skills

Academic Qualifications: Advanced university degree in law, political science, international relations, social sciences or related field.
Experience: A minimum of seven years of progressively responsible experience in human rights, political affairs, international relations, law or related area is required.
Language: Fluency in oral and written English is required.
