Result of Service
The objective of this consultancy is to improve UNDRR RBM approach through enhanced UNDRR evaluation functions by developing the UNDRR Evaluation Policy, Evaluation Plan and related operationalization plan and documents for 2022-2025 and providing strategic advice on effective implementation modalities.

Key deliverables of the consultancy will be:

  • Deliverable 1: UNDRR Evaluation Policy which describes the principles and framework for UNDRR’s evaluation function, outlines how evaluations will be planned, conducted and used and define applicable coverage criteria in line with UNDRR’s profile, mandate, size, budget and programme objectives.

  • Deliverable 2: Evaluation Plan for the 2022-2023 Work Programme, quantifying resource requirements, identifying concrete evaluation options in line with coverage criteria defined in the policy. The plan will take into account management needs, UNDRR Risk Register, programmatic priorities and other current issues.

  • Deliverable 3: implementation plan describing the evaluation process from inception to quality control and response by management, and recommending management arrangements factoring in the Organization’s organizational structure and resource constraints. The plan will be accompanied in annexes by support documents to operationalize the processes described in the plan itself, including Standard Operating Procedures, templates for terms of reference and inception reports..


In order to effectively deliver the above-mentioned products, the consultant will be required to:
  • Review existing UN relevant rules, regulations, policies, guidelines and standards.
  • Review UNDRR strategic documents and programmatic areas of intervention and portfolio.
  • Analyze UNDRR organizational structure and functions.
  • Consult with relevant UNDRR staff.
  • Draft the required products, present to UNDRR staff and incorporate feedback in the final outputs.

Duties and Responsibilities

Organizational Setting and Reporting

Created in December 1999, the United Nations Office for Disaster Risk Reduction (UNDRR) is the designated focal point in the United Nations system for the coordination of efforts to reduce disaster risks and to ensure synergies among the disaster risk reduction activities in both developed and less developed countries. Led by the United Nations Special Representative of the Secretary-General for Disaster Risk Reduction (SRSG), UNDRR guides, monitors, analyses and reports on progress in the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030, supports regional and national implementation of the Framework and catalyzes action and increases global awareness to reduce disaster risk working with UN Member States and a broad range of partners and stakeholders, including civil society, the private sector, parliamentarians and the science and technology community.

The Sendai Framework for Disaster Risk Reduction 2015-2030 (Sendai Framework) is the agreed global blueprint for reducing risk and building resilience. It urges Member States to take action based on seven targets and identifies four priorities:
i. understanding disaster risk.
ii. strengthening disaster risk governance to manage disaster risk.
iii. investing in disaster risk reduction for resilience.
iv. enhancing disaster preparedness for effective response, and to Build Back Better in recovery, rehabilitation and reconstruction.

Closely aligned with the Sendai Framework, the UNDRR Strategic Framework for 2022-2025 focuses on four strategic objectives and one enabler to contribute to the above priorities. The UNDRR Work Programme 2022-2023 further operationalizes the Strategic Framework into concrete results and, through a detailed results framework, provides the basis to implement UNDRR results-based management approach during the upcoming biennium.
In his report A/72/492 on “Shifting the management paradigm in the United Nations: ensuring a better future for all”, the Secretary-General committed to strengthening the evaluation capacity of the UN Secretariat to better inform programme planning and design and enhance reporting on programme performance. In line with this, the Administrative Instruction ST/AI/2012/3 dated 6 August 2021 mandates that “all entities are required to have an evaluation policy.”
UN Secretariat entities are mandated to adopt an evaluation policy, develop an annual evaluation plan and ensure adequate allocation of funds for evaluation capacity to deliver the plan. The norms and standards for evaluation of the United Nations Evaluation Group provide additional non-binding advice on the conduct and management of evaluations.

Within this framework, and as an essential step in UNDRR results-based management approach, UNDRR intends to use evaluations to provide evidence-based information that is credible, reliable and useful, enabling the timely incorporation of findings, recommendations and lessons into the decision-making processes to achieve better results, enhance accountability and promote organizational learning.

The consultancy has three main deliverables:

1. Developing the UNDRR Evaluation Policy;
2. Support in developing an Evaluation Plan for the 2022-2023 Work Programme;
3. Developing an implementation plan, enabling UNDRR to effectively operationalize the Evaluation Policy and Plan.

The consultant will work from home, engaging with UNDRR through virtual meetings as required. The consultant will work directly under the supervision of the Head of the Programme Planning and Monitoring Unit in the Resource Planning and Management Section of UNDRR, who in turn will regularly update the Chief of Section on progress on these deliverables.

Qualifications/special skills

Skills: Excellent written communication skills is required.
Strong knowledge of Microsoft Office package and strong presentation and drafting skills are required.
Academic Qualifications: Advanced university degree (Master’s degree or equivalent degree) in business or public administration, international relations, social sciences or a related area is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Experience: A minimum of ten (10) years of experience in results-based programme management, project management, monitoring and evaluation or related field is required.
At least five (5) years of experience in managing or conducting programme and project level evaluations, drafting evaluation policies and SOPs is required.
Knowledge of UN RBM system is desired.
Language: Fluency in English is required.
