Job Description

As Senior Director, Governmental Affairs, Biogen Intercontinental Region (BIR) you will be responsible for:
  • Developing a comprehensive governmental affairs strategy at regional, area and country level with the Governmental Affairs Value & Access VP, Area VPs and country managers
  • Supporting Health Policy shaping for our main therapeutic areas (TAs) working closely with the Global TA leaders
  • Partnering with Regional and Global V&A TA leads to ensure that the governmental affairs strategy is aligned to the access strategy.
  • Working closely with the Global teams to ensure that BIR strategy is aligned with the broader corporate Governmental strategy and reciprocally.
  • Representing BIR in any internal PPGA meeting globally (inc. US & EU)
  • Engaging externally with stakeholders at country, area and regional level based on demand
  • Developing relationship with global players such as foundations, professional or patient associations, and health organizations.
The Biogen Intercontinental Region includes Latin America, Australia, Asia, Japan, the Middle East and Africa, as well as Turkey and Russia/CIS.

In this role you are reporting to the VP of Governmental Affairs VA in BIR and will be based in Baar, Switzerland. You will be the Government Affairs contact of reference for any questions related to BIR for the Global and Regional teams. Here you can demonstrate ability to build relationships, collaboration, and teamwork across functions as well as display business confidence to constructively challenge marketing and clinical colleagues. In your day to day you demonstrate your sense of urgency and delivery orientation. Here you can collaborate with your agile leadership style with global, regional and country teams.

What you'll do:
  • Work jointly with counterparts in Global and Country Government Affairs function to develop the Government Affairs strategy and the overall Biogen footprint in BIR.
  • Coordinate at the regional level research projects to generate data to support Biogen overarching value story in BIR, and TA-specific value story.
  • Coordinate regional advisory boards, policy research, focus-groups and other research programs.
  • Develop and deliver high quality and relevant government affairs tools to Affiliates such as stakeholder mapping and analysis, stakeholder engagement and specific narratives.
  • Effectively communicate and train Local Affiliates on policy and public health issues in BIR as well as on stakeholder engagement.
  • Provide support to Local Affiliates to create and implement their stakeholder engagement plan.
  • Engage external stakeholders with the local affiliates based on local needs.
  • Provide effective environment shaping activities to support launch of new products.
  • Support Biogen presence in BIR by developing excellent relationships with thought leaders and researchers and/or publishing position papers, when appropriate.
Qualifications
  • Masters and/or relevant doctorate (PhD) in discipline including Economics, Public Health, Health Care, Health Policy or Health Services. Preferred education: Medical degree as well as degree in Political Sciences
  • Deep knowledge of BIR and experience in the region this includes experience in supporting negotiations with payers and governments.
  • More than 10 years of relevant Governmental Affairs Value & Access industry experience.
  • Proficient leadership, influencing, strategic planning and organization, decision making and problem-solving skills.
  • Proficient technical skills, including health policy shaping, narrative building, development of global partnerships, development of global and regional strategy and experience preparing affiliates to engage as Biogen and across the TA’s
  • Deep understanding of the external stakeholder environment including payers, government bodies (e.g. MoH, HTA agencies), patient associations, HCPs, public figures, etc across the BIR region
  • Experienced in developing government affairs strategies and good understanding of pharmaceutical product development and/or commercialization.
  • Ability to develop deep therapeutic area expertise.
  • Effective project management skills.
  • Strong written and verbal communication skills to effectively convey strategic and technical value and access information/issues to key stakeholders.
  • You speak one or more BIR language (Arabic, Spanish, Chinese, Russian, Turkish) preferred
