What we do

The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and, at the same time, promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

Purpose of the position

The Learning and Development manager role is to design and deliver engaging training programs for our COMMUNICATION experts. They will be directly responsible for driving the knowledge management priorities and strategies for the ICRC Communications specialists worldwide. They will design and lead the training, development, and knowledge management strategy for Communications. They will contribute to the development of a positive workplace learning and performance cultures.

Main duties and responsibilities

Develop and implement the training, development and knowledge management strategy and plans for the COM métier and management roles in more than 70 countries and at Headquarters.
Define strategies and programmes related to onboarding new staff, coordinate mentoring, advise on career development and individual learning paths.
Co-design a specific and innovative training program to increase the diversity among communications experts and managers.
Evaluate the effectiveness of training programs and make recommendations for improvement.
Develop and update all relevant capacity-building materials and activities
Manage the COM métier competency framework and its use for relevant training and development definitions, performance indicators, and advise on recruitment tests.
Support the continuing development of all organization-wide courses.
Co-design with the concerned units/departments the delivery of specific training for senior ICRC staff and custom-built programmes for senior leadership; leverages external expertise, for instance within academia, for the benefit of métier development in the ICRC.
Stay up-to-date with latest trends and best practices in communication skills training

Bring relevant impactful know-how and expertise and forward thinking.
Manage the COM profession Learning and Development internal processes.
Supervise a L&D officer and a network of occasional functional trainers.
Have global geographic remit.

Relationships

Internally: interact with the whole range of professions/roles experts and units/divisions at headquarters and at regional or delegation levels. Also interact with all other divisions, and in particular the Learning and Development Division and other Functional Learning and Development Managers (peers).
Externally: interact with counterparts from the Red Cross and Red Crescent Movement, academic institutions, UN agencies or NGOs, national institutes, foundations or communications agencies, consultants, learning and development providers, etc.

Education and experience required

University degree
Typically, 10-15 years of relevant work experience, ICRC experience or in another humanitarian organisation an asset.

Desired profile and skills

Fluent knowledge of English and French/Arabic/Spanish/Russian an asset.
Computer proficiency.
Strong people and team management experience.
Knowledge of RC/RC Movement and of the ICRC Partnership objectives.
Strong knowledge of adult-learning approaches and practices, assessment and evaluation.
