Head, Professional Services Unit (PSU) - GL F Reporting directly to the Inspector General (IG), the Head of Professional Services Unit (PSU) leads the development, implementation, and monitoring of the strategic priorities of the Office of the Inspector General (OIG) and deputizes for the Inspector general in the management of division-wide activities.

Key Responsibilities

Under the direction of the Inspector General, the Head of the Professional Services Unit:

  • Leads the development of a multi-year strategy, following consultations with key internal and external stakeholders; the development of detailed and time-bound action plans to implement each component of the strategy; the design of effective operational Key performance Indicators to track progress against the strategic priorities and related action plans; and the implementation, tracking and reporting on progress;

  • Leads the development, in consultation with both the Secretariat and relevant Board Committees, of long-term assurance planning processesto better align the planning and execution of critical audit and advisory engagements with the key milestones in the cycle of Global Fund strategy implementation as well as the timing of major corporate initiatives;

  • Leads the engagement with other second-line management oversight functions and third line independent evaluation functions to co-develop comprehensive mapping of assurance activitiesacross the different lines

  • Leads the development, implementation and streamlining of a robust Knowledge Managementprocesses, tools and overall framework, including: new and innovative processes for capturing and sharing knowledge both within the OIG and between the OIG and the Secretariat; new reporting products designed to capture and disseminate lessons learned and best practices identified across the broad range of OIG audits, investigations, and other engagements; implementation of new KM systems and tools, and analytics platforms, to support knowledge capture and dissemination across OIG and the Global Fund.

  • Leads initiatives to achieve better process integration and leverage between the Office of the Inspector General and the Secretariatfor relevant processes, such as IT infrastructures or common analytics platforms and applications, whilst effectively maintaining appropriate levels of independence and confidentiality unique to the OIG’s mandate.

  • Leads the development of comprehensive human capital strategies, leveraging broader Global Fund HR strategy but effectively tailored to the context and mandate of the OIG staff needs.

  • Leads the development and ongoing implementation of proactive communication strategiesfor key stakeholders of the OIG (including in-country partners, Board committees, individual Board constituencies, and relevant internal Secretariat stakeholders)

  • Develops structured partnership engagements with external assurance peers,including Supreme Audit Institutions and Anti- Fraud Institutions in implementing countries, and Offices of Inspector General and other oversight institutions in key donor countries.

  • Leads all Front Office functions of the OIGand manages multi-disciplinary teams with experience in business process analysis, risk management, quality assurance, strategy, analytics, policy development, finance, information technology, and other fields.

  • Serves as de facto Chief of Staff of the Inspector General, deputizes for the IG as needed in terms of both internal oversight of the Division and interactions with key stakeholders such as the Management Executive Committee, Board Constituencies, the Audit and Finance Committee, and various donors and implementers.

Qualifications

Essential:

  • Advanced university degree in business, management, accounting, finance or related fields.

  • At least 15 years of experience, including a minimum of 10 in a leadership role over an Audit or Investigative unit (preferably both)

  • Combination of detailed experience in both Big-4 Accounting/Consulting, private sector & international organizations.

Experience

Essential:

  • Proven leadership managing diverse teams in international setting;

  • Strong knowledge of both Audit and Investigation concepts, methodologies, processes and empirical experience in these fields;

  • Experience in developing world and international health sector;

  • Experience in formulating and implementing strategic priorities for Audit and Investigative functions;

  • Experience leading multi-disciplinary teams in a culturally diverse setting;

  • A track record as a leader and a developer of talent.

Competencies

Languages:

Impeccable written and verbal communications in English and preferably in French. Knowledge of other languages would be an asset.

Operational Management Skills

  • The ability to oversee the development, implementation and monitoring of divisional strategic priorities;

  • The capacity to translate strategic priorities into actionable plans and to closely monitor the execution of those plans;

  • Strong leadership and team building skills, the capacity to create a culture that values knowledge, optimism, determination and engagement;

  • The ability to develop the capability of members of the team, bringing a focus on talent management and professional progression;

  • The advancement of learning and knowledge exchange within the OIG and across to the Secretariat and external stakeholders.

Relationship Building and Influencing Skills

  • Effective stakeholder management skills, and the ability to influence internally and externally;

  • An appreciation of the differences (professional, political, and cultural) of a multi-stakeholder Board such as the Global Fund’s.

Special Travel requirements:

The position requires approximately 10-20% travel as part of either OIG work program-related missions or as part of ongoing engagement with stakeholders and professional networks.
