Background

The Blueprint initiative is a 3-year project that sought to promote the inclusion of refugee and returnee children into the nationally led systems and accelerate progress to achieve increased access to education, clean water and sanitation, and child protection services for 10 million refugee and host community children. The Blueprint leveraged the capacities UNICEF and UNHCR to bring about change in policy and practice to achieve more inclusive systems and services. Since the initiation of Blueprint in 2020, the project has achieved notable results in the 10 blueprint pilot countries (Bangladesh, Cameroon, Ecuador, Ethiopia, Honduras, Iraq, Lebanon, Libya, Indonesia, Rwanda) resulting in transformational shifts in how both of our UN agencies protect the rights and address needs of refugee children and children in refugee like situations.

In 2023, the Blueprint will be scaled up globally, moving beyond the original 10 pilot countries to a Strategic Collaboration Framework that will be implementable globally in countries with UNICEF and UNHCR presence.

Purpose

To support in final stages of development and the rollout phase of UNICEF-UNHCR Strategic Collaboration Framework.

Scope of work

The consultant will provide support in following activities that contribute to the development and rollout phase of joint UNICEF-UNHCR Strategic Collaboration Framework (SCF).
  • Editorial review of the SCF core documents, technical annex and compendium (10%)
  • Compilation and analysis of the feedbacks/input from blue line and red line review (15%)
  • Support the development and implementation of SCF rollout plan including training packages (20%)
  • Online platform design and content management for the global launch (25%)
  • Event management support for the engagements across UNICEF and UNHCR in relation to the SCF (30%)

  • Online platform design and content management for the global launch (25%) Online platform layout designed and content development/management as an ongoing activity.

  • Event management support for the engagements across UNICEF and UNHCR in relation to the SCF (30%) Event management of JCT, E-JCT, Steering Committee, regular engagement with UNHCR and global/regional focal points in support of SCF.

Consultant’s Work Place and Official Travel

The Consultant will be home-based.

Estimated Cost of the Consultancy & Payment Schedule

Payment will be made on submission of an invoice and satisfactory completion of the above-mentioned deliverables. Please provide an all inclusive lumpsum to undertake the terms of reference based on an estimated 90 days of work.

To qualify as an advocate for every child you will have…
  • Master’s degree in relevant field of International Relations, Humanitarian Affairs, Development Studies, with minimum 1 year of experience in supporting development of partnerships and global frameworks in the context of refugees children and mixed migration settings.
  • Work experience with UNICEF or another UN agency is considered an asset, ideally at Headquarters location.
  • Excellent analytical skills with strong drive for results and capacity to work independently.
  • Excellent English communication and writing skills. Samples of previous work will be required.
  • Experience in collecting, compiling and analysing feedback/ inputs from regional, global and technical leads on framework documents.
  • Experience in copy editing and formatting documents.
  • Experience generating content for briefing notes, advocacy pieces, talking points, online publishing.
  • Experience in organizing and managing events, invitation management, note taking and action tracking.
  • Experience with Knowledge management and document archiving.
  • Experience Using Microsoft 365 and SharePoint for online collaboration and document management.
  • Knowledge of UNICEF-UNHCR Blueprint Initiative and technical workstreams of collaboration across both organizations will be an asset.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
