For every child, protection from violence

UNICEF launched its Operational Guide on Gender-Based Violence in Emergencies in May 2019 and reaffirmed its commitment to prevent and respond to GBV in emergency settings. This commitment includes mitigating GBV risks across UNICEF sections and UNICEF-led clusters. Clusters are key actors in humanitarian response and even in emergency preparedness, therefore UNICEF appointed a programme specialist who provides technical support to UNICEF-led clusters at both global and country level. Since then, UNICEF-led clusters have made significant progress to institutionalize GBV risk mitigation in their work. However more efforts are needed to consolidate and make GBV risk mitigation a norm for all humanitarian response i.e. at the country level. It also requires inter-agency efforts as UNICEF alone cannot mitigate GBV risks in humanitarian responses.

UNICEF has also led rollout of the IASC Guidelines for Integrating Gender-Based Violence Interventions in Humanitarian Action 2015 (IASC GBV guidelines) through the IASC GBV guidelines implementation support team (GBVIST) and the inter-agency reference group. UNICEF will continue funding the IST’s work in 2020 and strive to raise more funding for this work to continue after that.

How can you make a difference?
  • Support UNICEF inter-agency efforts to implement the IASC GBV guidelines
  • Contribute to development of strategies and priorities of the IASC GBV guidelines Implementation Support team (GBV IST) and the Reference Group jointly with the coordinator and the team.
  • Help advance implementation of the GBV IST’s work plan including providing technical assistance/advice to the IST members.
  • Lead the implementation of the UNICEF GBViE Operational Guide and the IASC GBV guidelines with UNICEF-led clusters
  • Provide technical assistance/advice to UNICEF-led clusters to further institutionalize GBV risk mitigation in each cluster’s system.
  • Provide technical assistance/advice at both global and in-country level to implement GBV risk mitigation.
  • Coordinate with UNICEF GBViE team (PD, Child Protection) to ensure alignment of all UNICEF GBV risk mitigation work across clusters and programming.
  • Develop and implement a plan to document and disseminate good practices of UNICEF-led clusters on GBV risk mitigation.
  • Lead and coordinate technical support on GBV risk mitigation for HNO/HRPs and other key humanitarian appeals.
  • Liaise with relevant humanitarian reform discussions to include GBV risk mitigation into core humanitarian documents and policies.
  • Work with UNICEF standby partners team to strengthen the relationships and availability of quality GBViE specialists among the standby partners to respond to UNICEF’s human resource needs in emergencies.
  • Representing UNICEF at Geneva-level GBV related forums
  • Support the GBViE Manager in NY to liaise with GBV AoR including participating in strategic discussions held in Geneva.
  • Participate in relevant fora to present UNICEF’s interests related to GBV and identify entry points to expand strategic partnership.
  • Support resource mobilization for UNICEF GBViE programme.
  • Supervise consultants and stand-by partners
  • Supervise a consultant for CP and GBV AoRs framework agreement.
  • Supervise a consultant who will support the GBV risk mitigation work.
  • Supervise other staff including stand-by partners who will be reporting to this post.
To qualify as an advocate for every child you will have…
  • Master’s degree in social work, political science, human rights and international law or other related degree, or equivalent programming experience.
  • At least 8 years professional experience in GBViE prevention and response in humanitarian settings (with UN agencies and/or NGOs).
  • Demonstrated knowledge and application of the Guiding Principles for GBViE programming.
  • Knowledge of the IASC GBV Guidelines required, experience overseeing GBV risk mitigation across multiple sectors preferred.
  • Demonstrated skills in planning and facilitating trainings, workshops, and other capacity-building modalities.
  • Ability to work independently and productively, with multiple stakeholders in a fast-paced environment.
  • Flexible work attitude: the ability to work productively in a team environment and independently, and to handle requests or issues as they arise.
  • Excellent interpersonal and communication skills: the ability to liaise with people successfully and effectively in a wide range of functions in a multi-cultural environment.
  • Strong analytical and writing skills.
  • Fluency in English. Knowledge of either Arabic, French or Spanish considered an advantage.
