OBJECTIVES OF THE PROGRAMMEThe mission of WHO’s Health Emergencies Programme (The Programme) is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations.The WHE Response division (WRE) is responsible for rapidly detecting and responding to health emergencies while leveraging relevant national and international partnerships, ensuring that emergency-affected populations in acute and protracted emergencies have access to essential health services and that systems are maintained and strengthened in fragile, conflict and vulnerable settings while implementing at scale, proven prevention strategies for priority pandemic/epidemic-prone diseases.The Alert and Response Coordination Department (ARC) is responsible to provide end-to-end capacity for the detection, management, coordination and monitoring of acute public health emergencies, as well as the generation and dissemination of public health information around such events. It identifies potential acute events through early warning, provides risk assessment of such events, and delivers on the management, coordination and ongoing monitoring of acute events that require activation of an incident management structure at HQ. These include epidemics and acute humanitarian emergencies.Description Of DutiesUnder the guidance of the Director and Deputy Director and in close collaboration with Unit Head, the incumbent will perform the following duties:

• Participate in the organization-wide event management system of WHO’s alert and response operations to epidemics, pandemics, and other acute public health events and health emergencies;
• Assist in developing appropriate tools and indictors for monitoring implementation of programmes on surveillance and response for emerging and re-emerging infectious diseases;
• Participate actively in the development of an early warning and response system for epidemic and pandemic-prone diseases;
• Support collection and dissemination of health information related to the acute phase of public health emergencies, within the framework of the Public Health Information Services (PHIS) Standards;
• Support in collection and verification of information on reported outbreaks or rumor from emerging and re-emerging infectious diseases and prepare consolidated reports on disease outbreak situations;
• Assist in the preparation and dissemination of disease outbreak news, updates and assessments to key decision makers in the organizational hierarchy;
• Coordinate the organization of training courses for health care workers on field investigation, surveillance and response to outbreaks;
• Provide operational and logistics support for organizing technical missions for field investigation of outbreaks as required;
• Participate in the development of rapid field assessment, risk assessment and investigation protocols for specific priority diseases, as required;
• Participate in the elaboration of guidelines for epidemic control;
• Perform all other related duties as assigned

Required QualificationsEducationEssential: A first level university degree in epidemiology, medicine and/or public health; specialization in epidemiology.Desirable: Training in epidemiology.ExperienceEssential: At least 2 years of experience working in epidemiology conducting monitoring and evaluation of diseases and public health issues.Desirable: Relevant international work experience in the areas of communicable disease control.SkillsDemonstrated knowledge, competency and professional skills on the public health aspects of infectious disease control, and the use of monitoring and evaluation of descriptive epidemiology and principles of public health in communicable disease surveillance and response. Ability to write reports on outbreaks and interpret epidemiological surveillance data. Intermediate knowledge of WHO Language.REMUNERATIONWHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 49,254 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3345 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.Additional Information
