OBJECTIVES OF THE PROGRAMMEThe objective of the Evaluation Office (EVL) is to contribute through its strategic evaluation programme to the achievement of WHO’s objectives and promote the use of evaluation at all levels of the Organization. Through this programme, EVL aims to provide accountability for achieving results and promote organizational learning at all levels.Description Of DutiesUnder the overall guidance of the Chief Evaluation Officer, the incumbent will:- Manage or conduct selected evaluations on the Organization-wide evaluation workplan, including Organization-wide thematic evaluations, evaluations of WHO’s contribution at country level, humanitarian/emergency evaluations, corporate evaluations and joint evaluations, in accordance with established standards and ensuring effective use of available resources;
- Provide advice, information and guidance on the planning, design and management of decentralized evaluations;
- Proactively promote a culture of, and ensure a coordinated approach to, evaluation across the three levels of the Organization;
- Promote the use of evaluations, including through enhanced stakeholder engagement throughout the evaluation process;
- Engage in the development and review of evaluation policies, strategies, frameworks, operational guidelines and tools and promote their application;
- Actively participate in inter-agency evaluation meetings and in external professional evaluation networks and fora to keep abreast of developments in the area of evaluation.
- Advanced university degree in social sciences, public health or a related field.
- Professional evaluation qualification or specific training in evaluation and research methodologies.
- Post-graduate degree in public health.
- At least seven years of professional and progressive experience of both managing and conducting evaluations.
- Work experience in an international or multicultural environment.
- Professional experience in public health or related sector.
- Work experience in developing countries.
- Design evaluations and manage evaluation processes, applying appropriate evaluation methodologies;
- Identify appropriate professional skills in selecting evaluation teams;
- Exercise systematic, independent and impartial assessments in the planning and conduct of evaluations;
- Communicate effectively both orally and in writing;
- Exercise mature judgment, tact, integrity and discretion;
- Manage and maintain effective working relationships with people of different national and cultural backgrounds.
- Evaluations principles, norms and standards, methodologies and latest evaluation trends;
- Gender equality and human rights, disability inclusion and environmental sustainability issues and the overall “Leave No One Behind” principle and how to incorporate them into evaluation practice;
- Evaluation quality assurance and assessment mechanisms.
