OBJECTIVES OF THE PROGRAMMEThe mission of the HGF department is to support Member States to develop and sustain health system governance and health financing systems that ensure more equitable access to needed health services while avoiding catastrophic expenditure and impoverishment as a result of seeking care. This will be achieved through support to countries to develop sound national health strategies and plans, including development of tools and information to feed into the policy process, and with appropriate capacity development activities to help achieve universal health coverage (UHC). Within the HGF department, the mission of the IHP unit is to promote greater coordination around health systems strengthening initiatives, under the umbrella of UHC2030. UHC2030 provides a multi-stakeholder platform to advocate for increased political commitment to UHC, facilitate accountability and knowledge sharing as well as promote collaborative working at global and country levels on health systems strengthening. The IHP unit provides the Secretariat to UHC2030 jointly with the World Bank and implements the UHC2030 programme of work.Description Of DutiesOverall: contribute to implementing the IHP work programme, as part of the IHP+ Core Team.More specific duties include: advise on the development of strategic approaches to implement UHC2030 activities, particularly in the areas of advocacy and political influencing for UHC. This includes influencing relevant global health decision-making processes and mobilizing high-level political leadership to drive action on health systems strengthening and implementation of UHC commitments in line with the Political Declaration adopted at the UN High-Level Meeting on UHC in September 2019.Advise on advocacy activities and strategic engagement of UHC2030 within WHO and with other UN agencies and multilateral development banks, government ministries, philanthropic foundations, civil society organisations, private sector entities and parliamentarians, and promote consistent messaging on UHC in different global forums and in other global health partnerships and initiatives.Coordinate and bring strategic direction/engagement with UN agencies and global health initiatives constituencies in UHC2030 and liaise with other partnerships and networks in the field of health.Contribute to communications and dissemination of knowledge and findings from UHC2030 activities, meetings and publications, including through the website and social media.Support planning, arranging and running of UHC2030 events and meetings.Perform all other related duties as assigned.Required QualificationsEducationEssential: An advanced level university degree (Master’s level or above) in health policy, management, or financing; public health; or social sciences.Desirable: Post-graduate training in related fields.ExperienceEssential:
  • Minimum of seven years of progressive and relevant experience working in the area of public health with an emphasis on health policy, systems development, and civil society engagement.
  • At least three years of experience in coordinating multiple partners and stakeholders through health partnerships, and collaborative networks focusing on advocacy and accountability at national and international levels.
  • Demonstrated experience at the international level.
Desirable
  • Experience in working with WHO, the United Nations system, other international development agencies, or civil society organizations.
Skills
  • Extensive knowledge of health policy and systems, including planning, financing, and management as well as experience with partnerships and networks.
  • Ability to provide technical advice and guidance to stakeholders and partners in the subject area, with demonstrated ability in the production of high-quality documents.
  • Political insight, sound judgment, tact, and diplomacy.
  • Excellent project management skills, including demonstrated ability to develop clear goals consistent with agreed strategies; appropriate prioritization of activities and assignments.

Use of Language SkillsEssential: Expert knowledge of English.Desirable: Intermediate knowledge of UN Language.REMUNERATIONWHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 75,602 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4845 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.Additional Information
