Background

UNICEF has COs in 22 countries in the Europe and Central Asia Region ,(ECARO) and several country teams in support of the ongoing refugees’ response. Virtually all these teams are supporting governments to improve health and nutrition outcomes for children and mothers. Areas of work cover immunization, nutrition, maternal and child health, adolescent and mental health, structured support to health systems, efforts for social, behavioural, and cultural change… Unfortunately, the breath, complexity, and relevance of UNICEF contribution in these areas is not always adequately perceived by partners and donors. This can be partially corrected with improved documentation of the most relevant efforts and achievements in countries, and their dissemination.

During the last health and nutrition network meeting (October 2022), two things became clear: UNICEF programming in Health and Nutrition in the region needs to be more deliberately focused on the Thrive agenda (with the aim of supporting children in reaching their full potential), and UNICEF is already achieving a lot in countries towards such agenda, that needs to be documented and disseminated systematically. An initial list of mayor achievements worth documenting was provided by most COs, which needs to be consolidated.

The aim of this consultancy will be to consolidate a list of major achievements in the region, document them systematically by programme area and subregion, and present them in an appealing and easy to access way. This will help UNICEF ECARO to document and disseminate country achievements and lessons learnt in health and nutrition programming, and will be leveraged to contribute shifting the perception of UNICEF role in the region among partners and donors.

Objective

The objective of this consultancy is to document systematically UNICEF contribution (with achievements, best practices and lessons learnt) in supporting governments to enhance the coverage and quality of child cantered Health and Nutrition services in ECAR countries, contributing to maternal and child survival and supporting children to reach their full potential.

Scope of work

This Consultancy Is Designed
  • To document the main achievements in UNICEF ECAR countries, in a standardized format, providing insight on the most significant initiatives in countries by programme area and sub-region
  • To produce a document presenting the findings for internal and external use, to be disseminated among partners and donors
Key Tasks and Methodology
  • Inception phase: creation of a final list of initiatives in country by programme area, with a suggestion of which should be documented more in depth and how this can be done best. This will require interaction with COs and with programme area leads in the RO health team.
  • Documentation phase: creation of short notes, capturing the essential information on each selected initiative/effort (with highlight achievements, best practices and lessons learnt). This will require interaction with COs and with programme area leads in the RO health team.
  • Sharing phase: development of a report presenting all the evidence gathered, a brief for donors and extracts for broad dissemination. This will require interaction with RO communication team.

Education

Minimum, a Bachelor’s degree in Public Health, Health Communications, or a related field.

Knowledge/Expertise/Skills Required
  • Demonstrated expertise and previous experience in gathering and packaging evidence for broad audiences
  • Excellent writing skills
  • Strong expertise in writing reports/dissemination documents
  • Demonstrated ability to produce high quality, concise, analytical and insightful documents in English, in a timely manner;
  • Good facilitation and communication skills.
  • Proven familiarity and experience working with the UN (ideally with UNICEF) is preferred.
  • Knowledge of Russian language is an asset

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
