Org. Setting and Reporting

This position is located in the Planning and Performance Team (PPT) of the Strategic Planning, Performance and Governance Section (SPPG) of the Office of the Executive Director (OED) at ITC Headquarters in Geneva, Switzerland. The PPT is responsible for ITC’s corporate results-based-management (RBM) system. This includes ITC’s corporate strategic and operational planning, monitoring, reporting, and risk management; building and improving tools and processes that facilitate RBM at all levels in ITC; supporting senior management with data and analysis; assisting projects and programmes in development, planning and reporting, risk management; and providing information to ITC’s governance and oversight bodies. The Programme Officer reports to the Senior Programme Officer, Planning and Performance.

The focus of this job is to contribute to ITC’s planning, monitoring and reporting, through quantitative and qualitative data analysis, development and maintenance of planning and monitoring systems, and production of corporate planning and reporting documentation.

Responsibilities
Under the direct supervision of the Senior Programme Officer, Planning and Performance, and the general guidance of Chief, SPPG, the Programme Officer will be responsible for the following duties:

  • Participates in the development, implementation and evaluation of assigned programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
  • Supports development, deployment, maintenance and continuous improvement of ITC’s planning and monitoring processes, tools and documentation.
  • Researches, analyzes and presents information gathered from diverse sources, including ITC’s ERP SAP/Umoja and ITC’s monitoring systems.
  • Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.
  • Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
  • Prepares various written outputs, e.g. drafts for the ITC Operational plan, for reports to the Consultative Committee of ITC Trust Fund, sections of the Annual report, monthly and quarterly monitoring reports, contributions to UN reports etc.
  • Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
  • Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
  • Participates in or lead field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
  • Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
  • Performs other duties as required.
Competencies
• Professionalism: Demonstrated knowledge of: Results-based Management principles and their practical applications in strategic and programme management; excellent knowledge of Office tools – Word, Excel and PowerPoint; proficient user knowledge of ERP SAP or Umoja (modules: ECC, BI, IPMR/SMA, BPC); ability to work with large volumes of data/datasets; and ability to extract, analyze and visualize data in an accurate and convincing manner.
Working knowledge of: IPSAS accounting standard; familiarity with development finance monitoring requirements and standards, such as OECD-DAC, TOSSD, IATI; familiarity with the UN Programming cycle requirements and UN data standards desirable. Ability to identify issues, analyze and participate in the resolution of issues/problems. Ability to conduct data collection using various methods. Conceptual analytical and evaluative skills to conduct independent research and analysis, including familiarity with and experience in the use of various research sources, including electronic sources on the internet, intranet and other databases. Ability to apply judgment in the context of assignments given, plan own work and manage conflicting priorities. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Education

Advanced university degree (Master’s degree or equivalent) in business administration, management, economics or a related field, such as accounting, controlling or finance. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Job - Specific Qualification

Professional accounting qualifications are desirable.

Work Experience

A minimum of five years of progressively responsible experience in programme management, administration or related area is required.

Experience in corporate planning, monitoring and reporting is desirable.

Experience in the UN common system or other development cooperation organization is desirable.

Languages

For the position advertised, fluency in English is required; and knowledge of French or Spanish is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.
