Lead, Talent Acquisition - GL D The HR Department is committed to hiring the right talent and
leveraging internal talent pools to ensure the Global Fund has the best staff resources possible to contribute to the Global Fund’s mission.

The Lead, Talent Acquisition is responsible for excellence in the end-to-end talent acquisition and hiring processes of diverse top talent for the Global Fund and facilitating the internal mobility of employees.

This role will co-design and implement the organization’s talent acquisition strategy and advise key stakeholders on all talent and internal mobility matters.

The Lead, Talent Acquisition will work in close collaboration with the Manager, Communities of Expertise (CoE) team to ensure the design of a diverse and inclusive talent acquisition strategy focusing.

The Lead, Talent Acquisition will lead the sub-team composed of an Associate Specialist, Talent Acquisition and an HR Administrator, Talent Acquisition Support, and will work closely with hiring managers and HR Business Partners (HRBPs) to provide expert advice and source appropriate candidates for vacant positions within the Global Fund.

The Lead, Talent Acquisition will work in close collaboration with the HR People Experience sub-team to ensure the smooth onboarding and transfers of employees.

Key Responsibilities

Under the direction of the Manager, HR Operational Services:

  • Co-design, in close collaboration with HROS, HRBP and CoE managers, a talent acquisition & mobility strategy, with the creation of targeted internal and external talent pools responding to the future skillsets required by the Global Fund.

  • Provide expertise in the sourcing and selection of global talent.

  • Operationalise and lead the implementation of the talent acquisition & mobility strategy;

  • Develop and implement and approach to talent pipelines, with a focus on hard to fill and technical roles

  • Contribute to and implement the Intern program, and build and maintain relationships with selected universities, ensuring diversity is maintained

  • Ensure the integrity of the Sourcing, Selection, Hire, Onboarding and Employee Transfers processes;

  • Collaborate with the Lead, HR Operational Excellence and HRBPs to redesign processes and delivery working closely with the HR Business Partners and other stakeholders to improve the quality of candidates, streamlining of selection process through automation, and improved candidate and new hire experience.

  • Manage approximately 50 selections annually on their own, proactively planning and including:

    • Liaising with the hiring manager to understand the role profile and vacancy requirements in order to match candidates against this;

    • Gaining agreement and buy in from process stakeholders on recruitment strategy for each vacancy;

    • Managing attraction campaigns and candidate sourcing;

    • Managing short listing of applicants;

    • Carrying out assessments such as skills and personality testing;

    • Coordinating and leading panel interviews

    • Gather, evaluate and interpret compensation and benefit information, define current earnings and negotiate the final offer;

  • Optimise due diligence processes, such as background and references checks for new joiners, to improve the new joiner experience whilst safeguarding the Organization;

  • Oversee and ensure completion of due diligence on candidates for employee positions.

  • Define and implement metrics and methodology to measure quality of recruitment;

  • Collect feedback and monitor processes to identify areas for improvement as part of the drive for continuous improvement;

  • As per mandate from the Global Fund Board, ensure diversity of workforce through talent acquisition.

  • Manage relationships with 3rd party vendors for recruitment, sourcing, selection and on-boarding. Lead RFPs for selection and renewal of vendors (e.g. Temporary agencies, approved headhunters).

  • Conduct analysis and report on process performance, transactions and trends, with recommendations for improvement to policies, processes, systems & tools;

  • Ensure delivery against all talent acquisition KPI’s and targets related to assigned vacancies and that vacancies are filled on time with the highest calibre of candidate;

  • Ensure a smooth transition between selection, hire and onboarding with excellent new employee experience.

  • Embed workforce planning as part of or into recruitment planning in ways of working to ensure effective and timely filling of roles

  • Ensure all vacancy and candidate records are accurately maintained in the recruitment management system, ensuring that all data and information is accurate and up to date;

  • First point of escalation for recruitment and hiring issues;

  • Design and deliver recruitment and training workshops for hiring managers.

  • Participate in defining and implementing a suitable HR-Global Fund branding strategy. Promote the GF brand internally and externally.

  • Responsible for managing the team including managing performance and employee motivation.

  • Management of third party suppliers relevant to talent acquisition and selection services.

  • Manage and develop ad hoc talent programs as needed

  • Undertake any other duties as directed by the Manger, HR Operational Services.

Qualifications

Essential:

  • Master’s degree in a behavioral science, Human Resources Management, Business or other relevant discipline or equivalent combination of education and experience.

  • Knowledge of Human Resource best practices in recruitment and talent acquisition is required.

Desirable:

  • Accredited professional qualification in Recruitment or HR. Certified to administer and provide feedback on psychometric testing

Experience

Essential:

  • Previous experience in leading transformation of talent acquisition processes

  • Experience in managing the full talent acquisition cycle for vacancies within an in-house HR department, dealing with a range of roles across various disciplines and seniority.

  • Developed/designed HR strategic initiatives in recruitment and talent acquisition, managing small projects and implementing HR initiatives.

  • Experience of working to performance and process KPI’s within a fast-paced environment.

  • Experience of using a Recruitment Management System and/or HR Management System.

  • Strong experience in using LinkedIn as sourcing and EVP tool and ability to find and leverage other sourcing platforms, to ensure global outreach

Desirable:

  • 2-5 years of management experience

  • Experience with Workday Recruitment

  • Experience recruiting across geographic region

  • Experience across both the public and private sector

  • Experience contributing to HR policies and procedures

Languages:

An excellent knowledge of English and preferably a good working knowledge of French. Knowledge of other languages would be an asset (to be amended as per job requirements).
