BACKGROUND

The International Trade Centre (ITC) is a joint agency of the United Nations and the World Trade
Organization for trade-related technical cooperation in developing countries. ITC’s mission is to foster
inclusive and sustainable economic development and contribute to achieving the United Nations Global
Goals for Sustainable Development. ITC works towards creating ‘trade impact for good’.

The Sector and Enterprise Competitiveness (SEC) section in ITC provides products and services knowledge
and advice for sustainable market driven solutions. In sector development programmes ITC helps developing
country stakeholders and poor communities turn opportunities in emerging markets into actual sustainable
new business with higher incomes and increased employment along value chains.

In September 2021, The Government of the Netherlands and the International Trade Centre (ITC) signed a
four-year partnership agreement aimed at enhancing the trade competitiveness in selected African countries,
through the strengthening of digital and agribusiness services and especially the connection between the
two.

As part of this programme, in Ethiopia, ITC will implement the “NTF V Ethiopia: Building Alliances for Action
in coffee from seed to cup” project, a value chain development project with the objective of improving the
competitiveness of farmers and agribusiness MSMEs in the coffee sector with focus on digitalization.

Through the project, ITC aims to promote more efficient and sustainable agri-business and support services
that will lead to increased trade, better incomes and livelihoods opportunities especially for the smallholder
coffee farmers.

The main objectives of the action in Ethiopia are:
  • Understand market trends and identify resilient and sustainable business and production models for
the coffee sector and associated crops
  • Strengthen Public-Private alliances to support the development of more solid ecosystems including
through digital applications. Build capacities of support institutions and stakeholders along the coffee value
chain (producers, SMEs, Social Enterprises) for more competitive and resilient commercialization and
production, with a focus on digital and other support services (market access and market intelligence tools,
product development/innovation, compliance with quality standards, certification, sustainability principles,
access to finance)
  • Facilitate linkages for SMEs, SEs and Producers Associations with international, regional and
domestic partners, business and investment opportunities

NTF V in Ethiopia will be implemented according to the principles of the Alliances of Action approach and
will build on previous work by the ITC Alliances for Action (A4A) team that focused on the generation of
sustainable sourcing partnerships in coffee. The focus was upon building alliance platforms for enhanced
market linkages and sales, whilst building capacity of MSMEs and producer cooperatives.



Alliances for Action (A4A) is a multi-stakeholder initiative that brings together private and public actors with
the aim to promote competitiveness and income-risk diversification for smallholder farmers and MSMEs.
Above all, A4A improves commercial linkages and participation in trade by targeting VC operators and
focusing on several product-market combinations. The various VC stakeholders, including lead firms and
support institutions, work together and form market-led partnerships that enhance VC integration, technical
support, policy alignment, and local institutional capacity building.

A4A focuses on bridging the knowledge, sustainability, and inclusiveness ’gaps’ faced by VC operators at
local, national, and international level. The players employ collective action in problem-solving, market and
product diversification, and inclusive participation in trade. The process results in adapted locally owned
solutions and partnership systems for the VC operators from farm to fork . An essential requirement of A4A
success is investment and in-kind as well as monetary contribution by all participating stakeholders – or
Alliance partners – for the funding of operational costs and support activities.


FUNCTIONS/DUTIES

Under the direct supervision of the Senior Programme Officer (Alliances for Action) and the general guidance
of the NTF V Programme Manager and in close collaboration with other members of the A4A and NTF V
teams the incumbent will be responsible for the following duties:, the Programme Officer will be responsible
for the following duties:

  • Develops, implements and evaluates “NTF V Ethiopia: Building Alliances for Action in coffee from seed
to cup”, etc.; monitors and analyzes programme/project development and implementation; reviews
relevant documents and reports; identifies problems and issues to be addressed and initiates corrective
actions; liaises with relevant parties; ensures follow-up actions.
  • Performs consulting assignments according to the Alliances for Action approach, in collaboration with
the client, by planning facilitating workshops, through other interactive sessions and assisting in
developing the action plan the client will use to manage the change.
  • Researches, analyzes and presents information gathered from diverse sources.
  • Coordinates policy development, including the review and analysis of issues and trends, preparation of
evaluations or other research activities and studies,
  • Generates survey initiatives using NTF V and A4A data collection tools; reviews, analyzes and interprets
responses, identify problems/issues and prepares conclusions.
  • Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and
studies, inputs to publications, documents for NTFV project steering committee, operational and
coordination meetings, PPT presentations, MOUs and implementing partner agreements etc.
  • Provides substantive backstopping to consultative and other meetings, conferences, etc., to include
proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
  • Initiates and coordinates regular outreach activities; conducts training workshops, seminars, etc.; makes
presentations on assigned topics/activities.
  • Leads and/or participates in large, complex field missions, including provision of guidance to external
consultants, government officials and other parties and drafting mission summaries, etc.
  • Coordinates activities related to budget funding (programme/project preparation and submissions,
progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work
programme, programme budget, etc.).
  • Performs other duties as required.

KEY DELIVERABLE AND MONITORING / PROGRESS CONTROLS (OUTPUTS)

Develops, implements, evaluates, effective leadership and management of “NTF V Ethiopia: Building
Alliances for Action in coffee from seed to cup”; demonstrates timely delivery of outputs in accordance with
overall objectives and policies. Plays a lead role in identifying significant issues and develops well-reasoned,
innovative approaches to deal with these issues. Serves as an effective spokesperson internally and
externally and forms strong partnerships with relevant parties.


RECRUITMENT QUALIFICATIONS

Minimum education and qualifications (level and field of study)
Advanced university degree (Master’s degree or equivalent) in business administration, management,
economics or a related field.

Note: A first-level university degree (Bachelors or equivalent) in business administration, management,
economics or a related field in combination with an additional two years of qualifying experience may be
accepted in lieu of the advanced university degree.

Minimum experience (nature, length and field of experience)
A minimum of seven (7) years of progressively responsible experience in project or programme
management, administration or related area.
Desirable experience
Previous work experience in sustainable development and project implementation desirable. Experience of
working with international/donor organizations or in national development agencies desirable.


Minimum language requirement
Advanced knowledge of English. Knowledge of local language is desirable.
