OBJECTIVES OF THE PROGRAMME

The Department of Operational Support and Services is comprised of several services: Infrastructure Support Services (ISS), Logistics Support Services (LSS), Security Services (SEC) and the Global Conference and Training Centre in Tunis (GCT). The Work of OSS is included under the scope of Category 4: "Safe and secure environment with efficient infrastructure maintenance, cost-effective support services and responsive supply chain including duty of care". Logistics Support Services (LSS) isresponsible for: i. Conference and events management at WHO/HQ and other locations as necessary ii. Logistics (including catering, printing, storage, transportation, mail & pouch services) at HQ iii. Corporate travel policy and related processes globally, and corporate travel operations at HQ iv. Records and historical archives policy globally, and management of records and archives at HQ v. Internal road safety and vehicle management policy global

DESCRIPTION OF DUTIES

Key duties include the following:- Responsible for management of the receipt, storage (onsite and offsite) and dispatch of all goods at WHO/HQ in Geneva;-Provides input to the Administrative Services Officer in managing and implementing operations linked to logistics, mail and transport services and other related operations and activities that will ensure smooth and efficient running of operations. -Responsible for managing outsourced service providers for day to day storage management on the WHO/HQ campus, including providing recommendations on storage onsite versus offsite in commercial storage facilities and ensuring goods are stored in accordance with good storage management practices with appropriate inventory management and stock reporting;- In liaison with the onsite Pharmacist, ensures that proper pharmaceutical management and storage practices are implemented at WHO/HQ pharmacy store on site, including cold storage facilities;- Ensures that all relevant quality assurance documentation is meticulously maintained to ensure compliance with established pharmaceutical storage and management practices; - Manages the operations of incoming and outgoing mail and diplomatic pouch, including liaising with external providers on contractual arrangements for outgoing mail/dispatch of goods and outsourced services for internal mail and stationery distribution; Responsible for the transport services at WHO/HQ, including managing driver service, the fleet management and contractual arrangements with external service providers for the ad hoc rental of vehicles - Liaises with relevant technical units on dispatch of all shipments and ensure adequate packaging and shipment mode, especially for cold chain shipments;- Provides into revising and updating of Standard Operating Procedures (SOPs) for all areas covered by MTS, including pharmaceutical storage management and ensure the timely and correct implementation of such SOPs accordingly; -Manages a small team staff that ensures efficient support of LLS services.- Prepares reports related to receipt, storage and dispatch of goods at HQ to management at established intervals; Support Team Leader CLS for the establishment preparation of Requests for Proposals (RFPs) - Performs other logistics related duties as assigned.

REQUIRED QUALIFICATIONS

Education

Essential: A first level university degree in Logistics or related field.
Desirable: Qualification or training in one or more aspects of logistics/supply chain.

Experience

Essential: At least five years of experience working in logistics management. Demonstrated experience managing teams. Demonstrated exposure at the international level.
Desirable: Experience in humanitarian assistance, storage and overall logistics of medical items

Skills

Good knowledge and skills in logistics support in shipment, conducting inventory, storage of supplies, stock management, transport. Mailing and related activities, Strong skills in coordination and organization. Good skills in managing teams. Solid knowledge of pharmaceutical and medical items and supplies.Excellent skills in Microsoft excel and able to prepare logistics/storage related spreadsheets and reports.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 62,120 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4519 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
