The Global Fund aims to accelerate the end of AIDS, tuberculosis (TB) and malaria as epidemics. We invest more than US$4 billion a year to support programs run by local experts in countries and communities most in need. Since 2020, through the COVID-19 Response Mechanism (C19RM), additional funding has been made available to support countries to mitigate the impact of COVID-19.
As part of our mandate to fight the three diseases and increase access to quality-assured health products and services at affordable and sustainable prices, the Global Fund plays a leading role in global markets for medicines and technologies that prevent, diagnose, and treat HIV, Tuberculosis and Malaria. Every year, more than half of the Global Fund’s investments is used to procure key health products, ensuring they are available to those who need them most.
The Global Fund’s Supply Operations Department, in collaboration across the Global Fund Secretariat, is responsible for the overall management of sourcing, procurement, quality assurance and supply chain related matters, including strategy formulation and implementation, development of policy guidelines and ensure compliances, drive innovation, sustainability agenda and new product introduction, and importantly support country capacity building contributing to a more resilient and agile national health care supply chain.
To implement the Global Fund’s 2023-2028 Strategy, Supply Operations has recently introduced a new operating model, aiming to achieve accelerated value contributions to the communities and people we serve more effectively and efficiently.
The Global Fund invest in more than 100 countries, often in very difficult operating context with under-developed in-country supply chain infrastructure and management approach. Supply Operations In-country Supply Chain team plays critical functions, working with countries to build and strengthen the national supply chain management system, which includes strategy, policy governance, Logistics Information System (LIM), and related 2nd line of defense matters.
Under the supervision of the Senior Manager, Supply Chain, the Manger, Supply Chain will oversee Supply Chain engagement with at least two Global Fund Grant Management (GMD) Departments in addition to overseeing a subset of Countries and serving as a business and thought partner of GMD’s Department Heads, Regional Managers, HPM Managers as well as Country Teams on a range of supply chain topics.

As a subject matter expert, this role will support the Senior Manager, Supply Chain to ensure effective oversight of commodities procured through the Global Fund grants, stored and distributed, as well as support compliance to organizational policies to drive down overall organizational in-country supply chain risk levels. This role will be responsible for the management and development of a team of Specialists, Supply Chain under their direct supervision.

The Manager, Supply Chain, for the GMD Departments under his scope, will notably be responsible for:
  • Thought Partnership to GMD leadership (Department Heads, Regional Managers), and in close collaboration with Health Product Management (HPM) Managers and Country Teams over the grant management cycle
  • Oversee in-country supply chain activities, in coordination with Supply Chain Specialists and HPM Managers and Specialists
  • Management of Catalytic Investments to Accelerate Grant Priorities
  • Oversight on the compliance and adherence to Supply Operations Advisory policies, procedures and performance management frameworks
Key Responsibilities
Thought Partner to GMD leadership over the grant management cycle
  • Proactively provide thought leadership and strategic advice to GMD leadership on complex supply chain priorities to reduce levels of risk and ensure supply chains effective drive programmatic performance.
  • In partnership with Global Fund Country Teams, advocate for increased funding for supply chain priorities and ensure funding requests are aligned with TGF’s strategy, priorities and standards
  • Actively oversee the effective contribution of supply chain to respective Departments and country portfolios, such as contributing to the Secretariat Briefing Note on SC components, addressing TRP specific comments, providing advice & expertise on SC components of the Implementation Arrangement Map, reviewing SC components of budgets, and grant related performance metrics for monitoring and oversight
  • Identify, monitor and identify mitigating actions for grant implementation, in coordination with the Manager, Supply Chain, Risk Department and HPM Managers to drive programmatic performance and reduce risk levels.
  • Effectively support the vision, development and implementation of the Global Fund’s supply chain strategy to accelerate impact at country-level in the fight against HIV, Tuberculosis, Malaria and other pandemics such as Covid-19
Overseeing in-country supply chain activities
  • Contribute to the development of the In-Country Supply Chain (ICSC) Strategies
    • Advise countries on SC priorities (e.g., network design & optimization, in-country funding, etc.) in coordination with RSSH (Resilient and Sustainable Systems for Health), and Disease teams
    • Provide support to develop and monitor comprehensive ICSC strategy in line with broader HPM strategy
    • Analyze supply chain functions in-country (maturity level owned by SC and evaluated annually, governance structure…) & identify gaps
    • Engage with implementers and stakeholders to drive ICSC strengthening activities and provide technical support
  • Lead ICSC planning & monitoring
    • Assess potential risks along the In-Country Supply Chain & help develop mitigation strategies, leveraging various data sources (e.g., partners, LFA), and providing inputs for Integrated Risk Management (IRM) tools
    • Support warehousing & distribution planning through grant implementation as required in specific countries
  • Contribute to ICSC execution
    • Provide support on SC arrangements (storage, distribution, inventory management., etc.), in line with the in-country planned procurements
    • Ensure capability building for warehousing & distribution sustainability
    • Provide support to design outsourcing models, assessing costs, conditions and contracting efforts where applicable, and integration with other Ministry of Health models for long term viability
    • Ensure adherence to supply chain related policies and standards for a range of functions including storage, distribution and need for reverse logistics (waste management)
    • Advise and support on corrective actions regarding ICSC performance management, leveraging performance data (KPIs) if needed
  • Contribute to the development of ICSC enablers
    • Support the in-country stakeholders to develop, update, implement & monitor SC standards & procedures
    • Support the review of existing structures and skills related to SC
    • Advise/advocate for improvements (e.g., structural changes, training for critical SC skills…) in line with national policies
    • Provide guidance on assets management, including adequate financing, processes and maintenance of Warehousing and distribution facilities and infrastructure, to meet required standards
    • Support the development of investment plans to match country ambition and needs
    • Develop in-country capacity for contract drafting & performance management (e.g., contract with suppliers for product & services, fourth and third party logistics providers (4PL/3PL)
    • Provide support to review contracts & ensure efficient and cost-effective contracting
    • Support planning & implementation of data systems (e.g., LMIS, ERP…), and provide support to improve existing systems, incl. cost/benefits analysis before investments
    • Ensure timely & effective reporting on supply chain performance and risks
Management of Catalytic Investments to Accelerate Grant Priorities
  • In collaboration with Country Teams, lead the design of supply chain related interventions to accelerate programmatic priorities for HIV, TB and Malaria and catalyze Procurement Services Management (PSM) related investments in country grants
  • Identify country needs for critical enablers requiring catalytic investments funding
  • Oversee the Departments and country specific management and implementation of Catalytic Investments, providing routine progress & performance updates
  • Manage country specific PSM Strategic Initiatives in close coordination with Country Teams
  • Facilitate, oversee and monitor the quality of ICSC technical assistance support to countries to ensure it supports grant objectives
Management and development of Specialists, Supply Chain
  • Co-lead, in coordination with the Senior Manager, Supply Chain, the planning and SC goal setting for countries and Department of accountability
  • Translate SC objectives into individual goals for Specialists, Supply Chain, overseen through comprehensive workplans
  • Ensure quality delivery from the Specialists SC by supporting them to resolve roadblocks or arbitrate key decisions using tact and diplomacy
  • Coach, develop capabilities, monitor and ensure high performance of the Specialists SC
  • Conduct regular performance reviews of the Specialists SC and regularly share progress update with the Manager, Supply Chain
  • Support the transformation of the SC team as part of the Supply Operations To-Be Operating Model implementation.
  • Ensure all team vacancies are covered with adequate skills and competencies and retain talents
  • Effective onboarding and ongoing capacity building of team members through technical and corporate trainings, upskilling as required.
  • Manage recruitment, learning and development, performance management and career development of team under responsibility
  • Act as a role model for the values and behaviors of the Organization, in particular focusing on collaborative relationships within the Organization.
Oversight on the compliance and adherence to Supply Operations Advisory policies, procedures and performance management frameworks
  • Support development of comprehensive performance framework and related key performance metrics for in-country supply chains, continuously enrich that framework and regularly report on performance while ensuring targets are met
  • Add value in the Supply Chain through delivery of in-country improvements on: Improvement in Availability of Health Products, Reduction of product wastage (Expiries and Diversion) and/or Improvement of operational cost of delivering the related health products.
  • Oversee and sign off on the proposed continuous improvement on data collection in-country. Based on KPIs results, ensure adequacy of mitigating actions and risk ratings
  • Generate a report on KPI results to track progresses, trajectory and emerging risks
  • After aligning and signing off on supply chain risks, support Country Teams to develop and monitor supply chain assurance activities for assigned portfolio according to the corporate risk and assurance framework.
Overall
Work closely with other SC team members, GMD, Finance, IT, Risk, TAP and other Supply Operations team members throughout the tenure of employment to ensure optimal coordination on Global Fund priorities.
Qualifications
Essential:
  • Advanced degree in health, science, business field or any other degree
Desirable:
  • Qualification in Business and/or engineering and/or Supply Chain
Experience
Essential:
  • Extensive experience in the area of supply chain at international level
  • Relevant experience focused on public health supply chain, program design and implementation, leadership and / or advisory roles
  • Extensive leadership experience in implementing or managing complex supply chain operations including:
    • Demand / supply planning
    • Warehousing / distribution / shipping
    • Order management
    • Supply chain finance operations
    • Digitizing supply chains
  • Proven experience in managing large diverse teams in complex organizational environments
  • Experience designing, developing and executing a team or organizational transformation to step up performance
  • Extensive publications in various thematic areas of supply chain management
Desirable:
  • 15+ years of experience in the area of supply chain at international level
  • At least 5 to 10 years experience focused on public health supply chain, program design and implementation, leadership and / or advisory roles
  • Experience in Private and Public-Sector Supply Chain in Pharma, Retail, Warehousing & Distribution and/or FMCG
  • Work experience for multiple years on the African continent
  • Well-recognized publications record, demonstrating the ability to articulate clear appraisal of evidence base
