The Role

In this role, the Manager of Trade Compliance will ensure the import/export of products and materials complies with the regulations within the region. Act as a key knowledge point for all customs and trade compliance issues, you will lead process optimization initiatives, system implementation, training, and be responsible for monitoring and reporting any risk areas to senior management.

Here’s What You’ll Do
  • Oversee all imports and exports of manufacturing raw materials, drug substances, equipment and commercial drug product; prepare customs documentation satisfying requirements of the authorities in the country of export and at destination.
  • Ensure integrity of the trade data (EU and Swiss tariff codes, country of origin, Export classifications) and maintenance in SAP and broker’s database.
  • Own relationships with customs brokers and authorized agents to ensure accurate, compliant and timely filing of export declarations and import customs entries. Audit, escalate discrepancies, document findings and follow through on corrective actions internally and externally.
  • Address all trade compliance related commercial documentation requirements with international raw material suppliers.
  • Determine applicable customs methods of appraisement on exports/imports without transaction value. Ensure alignment with tax/finance organization on related entity transfer pricing policy and its acceptability as customs value in applicable intercompany transactions.
  • Audit preparedness: Develop risk-based routine surveillance of trade activities, documented self-auditing/testing methods to meet compliance requirements and to mitigate risks. Manage external import and export compliance audits, regulatory agency inspections, and investigations.
  • Determine drug product export licensing applicability/dual use export classifications. Screen all imports and exports for additional governmental agency authorization requirements, oversee restricted or sanctioned destinations checks and engage relevant departments; obtain export licenses from the EU trade authorities; ensure exports are executed by the 3rd party distribution center with the right information and documentation.
  • Liaise with International Supply Chain, Planning, Global Procurement, Logistics, Quality, Finance, Legal, Corporate Compliance departments and contract manufacturers on complex transactions to ensure the shipment and transaction details align with all regulatory requirements.
  • Develop, provide training and oversee implementation of and adherence to the cross-functional trade compliance procedures. Contribute to the Moderna’s global trade compliance program implementation, deliver necessary training to other functions.
  • Apply for binding rulings with customs on country of origin, classifications or valuation decisions
  • Maintain current knowledge of relevant trade measures, other government regulations through participation in relevant professional organization and participation in seminars, webinars and information sessions on regulatory related topics.
  • Monitor emerging trends regarding industry regulations to determine potential impacts on Moderna in order to ensure that our policies remain compliant and up-to-date.

Here’s What You’ll Bring To The Table
  • Education: University degree in management/business administration, supply chain, technology, or engineering
  • Experience: 8-10 years in Trade Compliance (strong preference towards Pharmaceutical and Biotech experience)
  • Proficiency in tariff classification specific to Chapters 29, 30, 38, 84, 85 and 90
  • Taking initiative, ability to build relationships with external and internal stakeholders quickly and independently.
  • Being comfortable with a very fast paced changing environment and growing needs of the organization
  • Effectively keeping track of multiple process optimization initiatives in a dynamic, cross-functional matrix environment.
  • Knowledge of European customs regulations (EU and Switzerland) and ability to interpret and apply them to various business scenarios
  • Experience working with countries outside of Europe to understand/consider their local trade compliance requirements
  • Experience and knowledge of various automation tools specific to trade compliance.
  • Analytical mindset, creative problem-solving ability and exceptional attention to details
  • Intermediate to advanced skills in Microsoft Office
