OBJECTIVES OF THE PROGRAMME

The Department of Noncommunicable Diseases globally leads a strategic, evidence-based, country-centred, coordinated action to strengthen health systems to respond to NCDs, including sensory functions, disability and rehabilitation; and to achieve SDG target 3.4.1 and contribute to SDG 3.8. The Noncommunicable Diseases Management Unit’s main mission is to provide leadership and technical guidance for development, implementation, and evaluation of policies, plans and programmes for management of Noncommunicable Diseases (NCDs) including cardiovascular diseases and diabetes, in collaboration with Member States and internal and external partners. The objective of the programme is to support delivery of the Global Action Plan for the Prevention and Control of NCDs including the strengthening of cardiovascular disease and diabetes management as a component of integrated management of NCDs through the life course.

Description Of Duties

• Provide technical leadership and managerial support to the office in the area of Cardiovascular Diseases (CVD) and Diabetes, ensuring that the activities in this area are carried out efficiently and effectively.2. Develop and coordinate implementation of new action plans for interventions in high-risks groups and environments and recommend measures for special attention.3. Coordinate the development of national strategies and policies through authoritative policy advice and recommendations on plan of action for improvements in the existing health systems for prevention and cure of CVDs and Diabetes.4. Analyze and evaluate a diverse range of data and information related to CVD and Diabetes treatments; identify disease sources and provide recommendations concerning appropriate response to identified risks, and implementation of preventative measures and prepare reports. Develop and support the implementation of a research agenda on CVDs and Diabetes including promoting operational research on cost effectiveness of community based interventions for CVDs.5. Coordinate the development of work plans and budgets including resource mobilization for the work programme and follow up on the implementation of planned activities.6. Oversee the development and implementation of innovative guidelines and tools for CVD and Diabetes health interventions using an integrated approach and in consultation with other WHO programs and partners to assist Member States in identifying and implementing key interventions aimed at curbing the current trend and managing the burden of CVDs and Diabetes and to also promote the use of relevant national health policies, strategies and programs relating to management of chronic diseases by Member States.7. Monitor and evaluate progress made in the implementation of the CVD and Diabetes strategic work plans in the assigned countries and publish and disseminate best practices and partners’ experiences in implementing CVD and Diabetes prevention and control strategies.8. Ensure and strengthen capacity building in the area of CVDs and Diabetes. To promote and develop training programmes for all categories of health personnel, including those of district and local levels, in the domain of CVDs and Diabetes.9. Act as a technical advisor to the public concerning CVD and Diabetes in the country(ies); respond to inquiries and provide detailed and technical information concerning related principles, practices, issues, measures, techniques and procedures.10. Develop, implement and conduct a variety of community outreach activities concerning the prevention, diagnosis and treatment of CVDs and Diabetes; prepare and deliver oral presentations; compile, prepare and distribute related informational materials.11. Advocate with, and coordinate national counterparts, technical departments at HQ and negotiate with donor and development partners (UN and bilateral) to harmonize recommendations on policies and strategies related to CVD, Diabetes and resolve issues or concerns.12. Work with partners and donors, manage grants and collaborative arrangements and lead the work on monitoring and timely reporting.13. Responsible for the review and quality assurance and relevance of contractual engagements with partners and institutions and make recommendations regarding WHO’s support.14. Represent WHO at various meetings.
  

Required Qualifications

Education

Essential: Advanced level university degree in medicine with post graduate degree in internal medicine, family medicine or cardiology.

Desirable: Degree in public health or epidemiology.

Experience

Essential: At least 10 years’ experience in implementing and/or advising on cardiovascular diseases and diabetes management programmes. At least 10 years of clinical experience in managing cardiovascular diseases and/or diabetes. Demonstrated international experience of which at least 3 years of documented experience working in or with low- and middle-income countries.

Desirable: Working experience in UN agencies.

Skills

Excellent analytical and organizational skills. Able to coordinate, plan and implement projects and activities with minimum supervision but work equally well as part of a team. Manage and expand global partnerships and programme implementation in countries through partners.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 89,837 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 6259 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
