Job Purpose

Under the supervision of the Manager, Global Mobility, Emergencies and National Society Engagement, the Officer , Talent Acquisition, Onboarding and Offboarding, supports the execution of end-to-end talent acquisition, onboarding and exit processes with a view to enhancing the experience of IFRC personnel, including employees, Seconded Staff, Interns and Volunteers. The incumbent also serves as the first point of contact for new joiners and provides day-to-day administrative as well as operations support throughout the employee lifecycle and is responsible for researching and proposing innovative ways to communicate processes and procedures to a global, multi-lingual workforce.

Job Duties And Responsibilities

Talent Acquisition
  • Coordinate the end-to-end recruitment process.
  • Accompany candidates throughout the selection process by establishing rapport and contributing to an excellent overall candidate experience.
  • For a variety of roles in Geneva, including interns, assistants, senior assistants, and assistants recruited through employment agencies, provide quality HR services to Line Managers, ranging from identifying suitable candidates, developing interview questionnaires, and participating in interviews, to providing support as well as advice to managers and staff in recruitment; calculate daily allowances or salaries and issue offer letters to candidates; escalate complex matters as appropriate.
  • Support the establishment, management, and implementation of IFRC talent initiatives, as appropriate.
  • Support efforts to engage with National Societies, as appropriate.
  • Contribute to the development, review, and improvement of recruitment tools.

Employee Lifecycle Administration
  • Contribute towards employee lifecycle administration by providing effective onboarding and offboarding support. Work closely with other members of the Global Mobility, Emergencies and National Society Engagement Unit and the HR Solutions, Services and Systems Unit to plan the onboarding and offboarding of staff, as required, monitor mobility flows, and align expectations accordingly.
  • Coordinate with the HR Solutions, Services and Systems Unit in facilitating travel and visa logistics, connecting with relocation agents, and ensuring timely communication at all times.
  • In collaboration with the Officer, HR Solutions and Liaison Services, and the Staff Learning and Development Team, coordinate onboarding formalities, including the induction of new joiners.
  • Administer and deliver new hire documentation to facilitate the completion of administrative formalities, including verification of employment as well as reference, background, and conduct checks.
  • Help ensure an effective and professional integration of new personnel and proactively update onboarding and offboarding tools and documentation, seeking inputs from concerned stakeholders.
  • Provide the requisite information and documentation to the HR Solutions, Services and Systems Unit for the drafting of employment contracts and acceptance letters for new joiners as well to the Pension Fund
  • Contribute to accurate position management in D-365 as well as to the clarification or resolution of issues relating to position management data in the system.
  • Contribute to the maintenance of an efficient, confidential filing system for all personnel files (both physical and electronic), including relevant correspondence and other HR documentation.
  • Liaise with other units including the HR Solutions, Services and Systems Unit as well as the Pension Fund to ensure that personnel records are updated regularly, and that data are stored securely and accurately.
  • Respond to customer queries relevant to the area of responsibility.
  • Initiate offboarding processes as appropriate and provide advice to departing personnel, in close collaboration with the HR Solutions, Services and Systems Unit.
  • Contribute to the creation, review, and improvement of onboarding and offboarding procedures and processes.

HR Communications and Outreach
  • Research available, global and specialist job portals, listservs, and networks to attract interest of talent to IFRC.
  • Draft proposals for advertisement on such sites and monitor and report on return on investment.
  • Participate, as requested and appropriate, in job fairs and contribute to the design and development of partnerships with universities and academic institutions to broaden the pool of junior or emerging talent, adhering to guidance provided by HRMD management.
  • Advise colleagues and Line Managers on possible cost-effective websites for advertisement of positions.

Contribution to the overall work of the Global Mobility, Emergency and National Society Engagement Unit
  • Support the development, implementation and communication of policies, procedures, and processes.
  • Keep abreast of developments and latest trends in the areas of talent acquisition, outreach, recruitment, selection, onboarding, and offboarding and inform hiring managers of findings and recommendations.
  • Contribute to the design and implementation of the department’s talent acquisition and management strategies.
  • Be actively involved in broader projects as assigned and contribute to wider process improvement initiatives.
  • Provide advice to HRMD colleagues with regards to talent acquisition, onboarding, and offboarding and refer concerned staff to relevant contact points.
  • Contribute to the design and implementation of diversity and engagement initiatives and reports.

Contribution to the building of an effective, high-quality, fit-for-purpose HRMD

  • Provide back-up support in the absence of other team members.

Education

Required

At least a first-level university degree in a Social Science (e.g., Business Administration, Human Resources Management, Public Administration, International Development or Public Policy, or similar field) from a recognized academic institution. Equivalent experience may be accepted in lieu of a first-level university degree.

Preferred

HR Professional Qualification.

Qualification or Certification in Project Management.

Experience

Required

At least 3 years of professional experience, preferably in the field of human resources.

At least 3 years of prior working experience in an international, NGO or other relevant cross-cultural or multicultural environment.

Practical knowledge of HR principles.

Preferred

RC/RC experience and demonstration of Movement values.
