Gavi is a co-convener of COVAX, the vaccines pillar of the Access to COVID-19 Tools (ACT) Accelerator, together with the Coalition for Epidemic Preparedness Innovations (CEPI), United Nations Children’s Emergency Fund (UNICEF) and the World Health Organization (WHO). In its role Gavi is focused on procurement and delivery for COVAX: coordinating the design, implementation and administration of the COVAX Facility and the Gavi COVAX AMC and working with its Alliance partners UNICEF and WHO, along with governments, on country readiness and delivery.

Working as an alliance, Gavi achieves objectives in support of its mission that no single agency or group alone could realise. These include cooperating to accelerate access to underused and new vaccines; innovative performance-based financing and programming approaches to international development aid; strengthening national health and immunisation systems; and introducing innovative immunisation technology. By pooling demand for vaccines from the world’s poorest countries, securing long-term funding and shaping vaccine markets, Gavi is accelerating access to life-saving vaccines in the countries that need them the most.

Gavi has begun implementation of its fifth strategy for the period 2021-2025 (‘Gavi 5.0’). This five-year strategy has a vision of ‘leaving no one behind with immunisation’ and a mission to save lives and protect people’s health by increasing equitable and sustainable use of vaccines. Building on the success of the previous strategic periods, Gavi 5.0 has a core focus on reaching zero-dose children and missed communities, with equity as the organising principle. It has four strategic goals focusing on (i) introducing and scaling-up vaccines, (ii) strengthening health systems to increase equity in immunisation, (iii) improving sustainability of immunisation programmes, and (iv) ensuring health markets for vaccines and related products.

Given the context of the ongoing COVID-19 pandemic, Gavi’s mission is more relevant than ever. As an Alliance, Gavi is working to safeguard routine immunisation and scale its reach to zero-dose children and missed communities, while continuing to fight the COVID-19 pandemic and integrate COVID-19 vaccination into its core programming.

Gavi is now seeking to appoint an Ombudsperson, who will provide informal, independent, impartial/neutral and confidential services to assist internal stakeholders with resolution of issues or concerns. They will also contribute to promoting a healthy and productive organisational culture.

THE ROLE

Please note this is a fixed term of 5 years role with the possibility to renew once.

The Ombudsperson is a critical role within Gavi, complementing other avenues available to assist internal stakeholders (defined widely as all staff members, individual consultants, and interns providing services to Gavi) and the organisation in facilitating the informal resolution of issues or concerns and contributing to a healthy and productive work environment.

The mandate of the Ombudsperson covers:

  • Provision of an informal, independent, impartial/neutral and confidential process through which to seek assistance for any work-related issues or concerns, including by redirecting internal stakeholders to relevant alternative mechanisms;
  • Making recommendations to Senior Management, where appropriate, for changes in Gavi policies and procedures and to promote discussion on institution-wide concerns; and
  • Promotion of healthy engagement and dialogue to inform Gavi’s organisational culture;

Main Duties/Responsibilities
The Ombudsperson is expected to undertake the role in accordance with the International Ombuds Association (IOA) Code of Ethics and Standards of Practice, specifically the United Nations and Related International Organizations (UNARIO) group of organisations and particularly the Geneva network of Ombuds practitioners. The four main pillars of practice are independence, confidentiality, neutrality / impartiality, and informality.

The Ombudsperson is expected to be available in person and virtually to provide informal, independent, impartial/neutral and confidential services

In accordance with the mandate above, and consistent with best practice in the field, the Ombudsperson is expected to support:

  • Internal stakeholders by:
  • Offering a safe place that permits confidential communications;
  • Providing a place to discuss options and processes to inform actions;
  • Listening and helping frame issues to navigate a broad spectrum of situations and issues;
  • Offering a confidential resource to discuss options for reporting misconduct or managing and resolving conflicts;
  • Conducting coaching, mediation and dispute resolution.

  • Gavi by:
  • Proactively anticipating risks related to organisational culture, reputation or legal/compliance;
  • Conducting training, education, coaching and facilitation;
  • Supplementing traditional HR, legal and compliance channels and departments;
  • Building employee engagement and informing organisational culture;
  • Identifying systemic trends and risks to help senior management make informed business, policy and management decisions;
  • Building and strengthening productive and effective relationships between employees and supervisors, as well as across departments and functions;
  • Performing outreach to diverse constituencies and stakeholders about alternatives to traditional conflict resolution;
  • Acting as a listening post and sounding board for new ideas, initiatives and proposed actions.

The Ombudsman works closely with different areas of the organisation, including the Executive Office, HR, management, Staff Council, Leadership Assistant Network, as well as staff-led initiatives focusing on diversity, equity and inclusion, and staff health and wellbeing. For administrative purposes, the Ombudsperson will report to the CEO/COO.

QUALIFICATIONS & EXPERIENCE
The successful candidate will be an experienced and respected professional. The new Ombudsperson will provide an informal, confidential, independent and impartial/neutral channel through which Gavi’s internal stakeholders may seek assistance for any work-related concern or conflict, as well as identifying broader systemic issues and trends to the organisation, and promoting healthy engagement to inform Gavi’s organisational culture.

Work Experience
  • Minimum 15 years of professional experience, with substantial experience in providing Ombudsperson services to international organisations, ideally with experience of working in diverse and complex operating environments;
  • Extensive operational experience of working within international organisations;
  • Experience with frameworks and approaches for Prevention of Sexual Exploitation, Abuse and Harassment (PSEAH) an asset.

  • Excellent written and verbal communication skills with fluency in English and preferably in French;
  • Excellent presentation skills at all levels both formal and informal;
  • Role model the values of the organisations at all times.


Languages
  • Written and spoken fluency in English;
  • Fluency in French desired.

Academic Qualifications
  • University degree in a relevant field such as law, mediation, conflict resolution, social sciences, international relations, etc.;
  • Advanced degree preferable;
  • Certified Organisational Ombudsman Practitioner (CO-OP) or equivalent higher level qualifications preferable.
