ORGANIZATIONAL SETTING

The Division of Country Programmes (DCP) houses ITC’s five Regional Offices: the Office for Africa
(OA), the Office for Arab States (OAS), the Office for Asia and the Pacific (OAP), the Office for
Eastern Europe and Central Asia (OEECA) and the Office for Latin America and the Caribbean
(OLAC). The country desks are responsible for country intelligence, developing and maintaining close
relations with partners in ITC programme countries and for coordinating ITC’s various activities at the
country and regional levels. Further, the regional offices take the lead in resource mobilization and
project design for country and regional projects and share project management responsibilities with
other technical sections. This function is supported by a programmatic framework. Two ITC
programmes – the “Boosting Regional Trade Programme” and “South-South Linkages Programme” –
are managed by DCP.

Apart from the regional offices, DCP also houses the Project Design Taskforce which assures
effective and responsive design of large and integrated trade-related technical assistance (TRTA)
projects, the Poor Communities and Trade Unit which connects people at the bottom of the pyramid
to markets, and ITC’s Innovation Lab, which fosters the culture of innovation, and spurs and
mainstreams innovation in ITC’s projects and services. In connection to its thematic responsibility
related to the Poor Communities and Trade Programme, DCP spearheads ITC’s work on vulnerable
migration and forced displacement. Given this, the work on Vulnerable Migration and Forced
Displacement also sits in DCP.

RESPONSIBILITIES:

Under the direct supervision of the Associate Programme Officer in the Office of the Director, Division
of Country Programmes, and the overall supervision of the Director, Division of Country Programmes,
the Associate Programme Officer, Innovation, will be responsible for the following duties:

  • Works with key clients to facilitate the development, implementation and evaluation of assigned
programmes/projects related to innovation and trade, and innovative solutions for vulnerable
communities, etc.; monitors and analyzes specific aspects of programme/project development
and implementation; reviews relevant documents and reports; identifies problems and issues to
be addressed and recommends corrective actions; liaises with relevant parties; identifies and
tracks follow-up actions.
  • Carries out basic research on selected aspects of innovation and trade-related programmes,
operations and other activities, etc., to include collecting, analyzing and presenting statistical data
and other information gathered from diverse sources.
  • Provides substantive support for policy coordination and evaluation functions on Innovation Lab
related activities, including the review and analysis of emerging issues and trends, particularly
linked to innovation in trade.
  • Assists in performing consulting assignments, in collaboration with the client, by planning and
facilitating innovation-related workshops, through other interactive sessions and assisting in
developing the action plan the client will use to manage the change.
  • Participates in survey initiatives; assists with design of data collection tools; issues data collection
tools, reviews, analyzes and interprets responses, identifies problems/issues and prepares
preliminary conclusions.
  • Contributes to the preparation of various written outputs, e.g. draft background papers, analytical
notes, sections of reports and studies, inputs to publications, etc.
  • Provides administrative and substantive support to consultative and other meetings linked to
Innovation Lab or innovation-related activities, conferences, etc., to include proposing agenda
topics, identifying and proposed participants, preparation of background documents and
presentations, handling logistics, etc.
  • Undertakes outreach activities; participates in the development of training workshops, seminars,
etc.; participates in and makes presentations on assigned topics/activities.
  • Participates in field missions, including provision of substantive and administrative support, data
collection, etc.
  • Coordinates activities related to budget funding (programme/project preparation and
submissions, progress reports, financial statements, etc.) for the Innovation Lab and preparation
of related documents/reports (pledging, work programme, programme budget, etc.).
  • Performs other duties as required.


ELIGIBILITY CRITERIA

EDUCATION:Advanced university degree in business administration, or management, economics or
a related field such as innovation.

Note: A first-level university degree in business administration, management, economics, or a related
field such as innovation may be accepted with an additional two years of relevant professional work
experience.

WORK EXPERIENCE:A minimum of two years of experience in project/programme management,
support and/or administration.
Experience in a TRTA context desirable.
Experience working in trade-related innovation design and programming desirable.
Experience facilitating innovation and human centered design (HCD) workshops within the UN
system desirable.
Experience working on the development of innovation projects in the context of vulnerable
communities, such as refugees or migrants, targeting the development of economic opportunities is
desirable.


LANGUAGES:Advanced knowledge of English and French is required. Knowledge of other UN
languages is desirable.
