ORGANIZATIONAL SETTING:

The Office of the Executive Director is responsible for corporate policy, operational and
strategic planning, evaluation, monitoring, communication and ensuring that trade development
contributes to achieve the Sustainable Development Goals. The OED planning, monitoring and
reporting function has a critical role within ITC, helping to frame the direction, the approach and
monitoring progress. The post is set within one of ITC’s core processes. The work will be
demanding and stimulating. The incumbent will be expected to contribute to the overall design
of the planning, monitoring and reporting processes as well as their promotion throughout all
divisions in ITC.
MAIN PURPOSE AND KEY RESULTS EXPECTED:

The goal of this job function is to enhance SPPG capacity to develop, diffuse and maintain
systems in the areas of planning and monitoring.
The outputs expected from this job are monitoring systems designed to develop, diffuse and
maintain planning, monitoring and reporting within ITC. Provide thorough, well-reasoned
written contributions, e.g., background papers, analysis, sections of reports and studies, inputs
to publications, etc.



RESPONSIBILITIES:

Under the direct supervision of the Chief, SPPG and under the general guidance of the Deputy
Executive Director, the incumbent will:
  • Provide technical policy and planning guidance to ITC professional staff in all Divisions;
  • Support development of ITC’s systems ensuring coherence between ITC programme

documents, the Strategic Plan and the Operational Plan and monitoring and reporting
documents, in particular the reports to the Consultative Committee for ITC’s Trust Fund.

  • Ensure the deployment and the maintenance of these planning, monitoring and reporting
systems;
  • Contribute to the ITC Annual Report, and other stakeholder reporting, concerning planning
and performance aspects;
  • Contribute to the development of ITC’s annual Operational Plan;
  • Liaise within SPPG, OED (Cabinet, Independent Evaluation Unit, Communication &
Events,) and with Divisional Directors’ Offices and Sections;
  • Undertake monitoring of ITC plan and policy implementation and support the drafting of
progress reports with data collected through Planning and Monitoring Systems;
  • Contribute to upgrading of planning and forecasting processes, tools and documents
(including Project Cycle Management, and with particular reference to the MDGs);
  • Participate in Planning and Policy meetings and prepare documentation for discussion and
decision-making;
  • Prepare briefing notes, PowerPoint presentations, promotional materials and other

documentation requirements for internal or external use, providing editing support, as
relevant;

  • Ensure the maintenance of a well-organized intelligence documentation for planning and
policy work within OED;
  • Perform other duties as required.

EDUCATION:

A first-level university degree in business administration, management, economics or a related
field.

Note: Candidates who have completed an advanced university degree (Masters or equivalent)
in in business administration, management, economics, or a related field may be accepted with
a total of five years of relevant professional experience.

WORK EXPERIENCE:

A minimum of 7 years of relevant experience in project/programme management,
administration or related area.
Institutional or corporate experience in policy and planning is highly desirable. Working
experience in development cooperation and project management would be an asset.

LANGUAGES:

Advanced English with a working knowledge of French or Spanish. Knowledge of other UN
official languages is an asset.
