Background and Scope of Work

The Centers for Disease Control and Prevention (CDC), the Global WASH Cluster (GWC) and UNICEF have partnered since June 2017 to strengthen the knowledge of Water, Sanitation and Hygiene (WASH) practitioners on epidemiology and improve the relevance of the specific WASH sector response within the multi-sectoral response during public health emergencies. A one-week face-to-face training package on “Epidemiology and Data Collection Methods for WASH in Emergencies” was developed and implemented, targeting WASH staff working in humanitarian emergencies. The current training package includes presentations, case studies and a simulation exercise using epidemiological data collection methods. The core objective of this training is to build epidemiological capacity in the WASH sector and improve programming and response efforts.

The Project Rolls Out As Follows
  • Support CDC to deliver the GWC/ UNICEF/ CDC face-to-face training package on “Epidemiology and Data Collection Methods for WASH in Emergencies”
  • Develop a Training of Trainers (ToT) package on “Epidemiology and Data Collection Methods for WASH in Emergencies”
  • Conduct a Training of Trainer
  • Conduct a pilot training delivered by trained trainers.
In the meantime, the GWC will organize several knowledge managements, capacity development and learning events:
  • World Water week in August 2022: convenor session on Market Based Programming in WASH
  • Information Management training in November, in coordination with DSS Water in The Hague
  • Facilitate online or in-person Cash and Market WASH trainings for National Coordination Platforms where needed.
The WASH training Programme Assistant will support the GWC to achieve these deliverables.

Main Responsibilities And Tasks

The purpose of the consultancy is to support the GWC CAST team to strengthen the capacity of WASH practitioners working in emergencies on epidemiology and data collection methods.

The Scope Of Work Consists Of The Following Aspects
  • Assist the GWC CAST in the organization and preparation of the WASH Epi field training and ToT:
  • Liaise with UNICEF Country Office to procure for the venue arrangements
  • Prepare a welcome pack and administrative note
  • Coordinate with agencies for participants selection
  • Any other administrative / logistic tasks
  • Support GWC to organize in-person or on-line trainings and events:
  • Liaise with participants for administrative and logistics issues
  • Liaises with facilitation teams for administrative and logistics issues
  • Any other administrative / logistic tasks

Estimated Duration of the Contract

6 months (part-time; between August 2022 and January 2023)

Individual Contractor’s Work Place and Official Travel

The assignment will be home-based. The Individual Contractor must observe the same working hours as the Office of Emergency Programmes (EMOPS) in Geneva.

This assignment may involve field travel as needed (ad-hoc country support). All travel expenses will be paid by UNICEF. The Individual Contractor will travel by the most direct and economical route in economy class. UNICEF will pay the daily subsistence allowance as per UN-approved rate. The consultant must be fit to travel, be in a possession of the valid UN DSS Basic and Advanced Security certificates, obligatory inoculation(s) and have a valid own travel/medical insurance and an immunization/vaccination card.

Estimated Cost of the Consultancy & Payment Schedule

Payment will be made on submission of an invoice and satisfactory completion of the above-mentioned deliverables within the set timelines. Please indicate a monthly fee based on 6 months (part-time) to undertake this assignment.

To qualify as an advocate for every child you will have…
  • Bachelor’s degree or higher in Epidemiology, WASH and/or Adult training delivery, Humanitarian, Development and/or International Relations;
  • At least 2 years experience with program management, coordination and partnerships, monitoring and reporting. Knowledge of the Cluster system and the IASC is desirable;
  • Strong analytical, problem solving, and synthesis skills are an asset;
  • Experience with information management, knowledge management or communications are also an asset;
  • Excellent communication skills (written and verbal) in English is required.
  • Fluency in French, Spanish are an asset.
  • Proficient in a range of IT software.
  • Proven ability to manage the available time and resources and to work to tight deadlines, with minimal supervision.

It should be noted that selected candidate will be responsible for arranging for their own health and medical insurance. This consultancy does not provide any other benefits other than the consultancy fee and 1.5 days leave entitlement per month and the UN official holidays. Selected consultant will be responsible for complying with local tax requirements and any tax liabilities that may arise as a result of the consultancy with UNICEF.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
