Education Cannot Wait (ECW) is the first global fund dedicated to education in emergencies and protracted crises. It was established in 2016 during the World Humanitarian Summit by international humanitarian and development aid organizations, along with public and private donors, to help reposition education as a priority on the humanitarian agenda, usher in a more collaborative approach among actors on the ground and foster additional funding to ensure that every crisis-affected child and young person is in school and learning.

Based on the recognition that continuous access to quality learning is a priority for children and families affected by conflicts, natural disasters and displacement and that no programme nor organization can do it alone, ECW comes as a ground-breaking initiative bringing together public and private partners eager to work together differently and mobilize the funding required to deploy immediate and sustainable solutions.

ECW’s Mandate Is Articulated Around Five Core Functions
  • Inspire political commitment so that education is viewed by both governments and funders as a top priority during crises.
  • Plan and respond collaboratively, with a particular emphasis on enabling humanitarian and development actors to work together on shared objectives.
  • Generate and disburse additional funding to close the $8.5 billion funding gap needed to reach 75 million children and youth.
  • Strengthen capacity to respond to crises, nationally and globally, including the ability to coordinate emergency support.
  • Improve accountability by developing and sharing knowledge, including collection of more robust data in order to make better-informed investment decisions, and knowledge of what works and does not.
ECW’s day-to-day work is managed by a Secretariat that is hosted and administered by UNICEF.

How can you make a difference?

The incumbent will be stationed in Geneva, and will work under the overall leadership of the ECW Director and the direct supervision of the Chief of Strategic Partnerships.

The purpose of the position is to support the ECW secretariat in deepening collaboration with key partners and helping to provide an interface for environmental scanning, knowledge exchange, resource mobilization, and policy influence within the scope of assignment. The key result is to ensure greater visibility for ECW and influence in support of its mission.

Positions at the P2/NOB level are considered as supportive roles to higher level professionals that are centered on providing research, analysis and recommendations . Therefore, while these positions contribute substantively to organization-wide strategies, they should also be considered as opportunities for incumbents to acquire professional expertise, organizational knowledge and exposure for further career advancement.
  • Contribute to the implementation of the work plan for assigned area, to ensure timely and cost effective delivery of results, in accordance with the ECW Resource mobilization plan and strategy.
  • Build and maintain ECW partnerships, by supporting the development and implementation of the standards and guidance for the ECW Strategic Plan and Operatonal Manuarl; formulation of work plans and strategies.
  • Support the development of frameworks and templates and review partner agreements and amendments for senior staff approval, ensuring compliance with ECW/UNICEF rules and regulations.
  • Maintain up-to-date information on partner and income trends, analyse development assistance policies and keep resource partner profiles updated.
  • Help supervisor maintain effective relationships with member states, UN agencies, NGOs, host government and other partners, in order to keep them informed on important, strategic operational ECW issues.
  • Attend meetings and coordinate with the UN and other multilateral bodies, NGOs, member states, taking notes, sharing information to support Multi-Year Resilience Programs in a number of countries to increase ECW effectiveness.
  • Assist with the preparation of information to provide to member states, UN agencies, NGOs, host government and other partners on the strategy, design, relevance and impact of programmes, to advocate the work of ECW .
  • Gather inputs that will contribute to inter-governmental/inter-agency work, to ensure that ECW’s positions are properly explained and taken into account in decision making
  • Maintain awareness of current activities, political and social events of UN and other multilateral bodies/governments, conduct analysis to understand how they may impact ECW activities.
  • Conduct research on perspective new partners for ECW , and provide analysis of the areas of work, outreach, financial based and reputation of prospective partners.
The incumbent gathers, analyses and reports information in a manner that draws out fact-based insights to inform approaches to partner relationships and support substantive discussion with partners. S/he captures relevant information and progress, and ensures internal information sharing.

Accurate and timely information to partners will strengthen the credibility of the organization which in turn will result in trust and increase resources to the organization. Well analyzed and support to senior management can result in an increase of funding opportunities.

To qualify as an advocate for every child you will have…
  • Norwegian Citizenship
  • A university degree is required in one of the following fields: international relations, political science, communications, international development, or another relevant technical field.
  • A minimum of two years of professional experience in one or more of the following areas is required : public affairs, programme management, resource mobilization, external relations, or other relevant area.
  • Current knowledge of development issues, strategies, as well as programming policies and procedures in international development cooperation.
  • Strong communications skills, verbal and written.
  • Strong networking and negotiation skills
  • Strong familiarity with political and governmental processes
  • Ability to work in a multicultural environment and establish harmonious working relationships, both within and outside the organisation.
  • Advanced knowledge of partnership development and resource mobilization.
  • Ability to conduct sound policy analysis.
  • Ability to contribute to formulation of strategies and policies.
  • Fluency in English is required. Knowledge of another official UN language or local language of the duty station is considered as an asset.

  • The JPO position includes a Duty travel and training allowance (DTTA) of $4000 per year which may be used for learning activities related to the assignment and career development.

Your appointment is limited to ECW, a UNICEF hosted fund. While UN staff regulations and rules, as well as UNICEF policies and procedures, apply to you during your appointment, certain provisions therein may apply to you differently due to the limited scope of your appointment. In particular, you will not be subject to rotation exercise as per the Executive Directive on Staff mobility and rotation (CF/EXD/2015-002) or any revision thereof. In addition, during your appointment in ECW, you will not be considered eligible for conversion to a Continuing Appointment as per UNICEF Administrative Instruction on Continuing Appointment (CF/AI/2017-002) or any revision thereof. In the event that your post is abolished, the priority granted and other support provided to staff on abolished posts in staff selection processes will only be extended to posts within ECW and not to other posts in UNICEF.

External Candidates:To securea UNICEF appointment outside ECW, you will need to be selected in a competitive recruitment exercise. Upon selection for a UNICEF post outside of UNICEF hosted funds, the period you have served with the UNICEF hosted fund will count towards the calculation of the tour of duty in your duty station and eligibility for a continuing appointment.
