The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

This position is located in the Governance Branch of the Secretariat of the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and their Disposal, the Rotterdam Convention on the Prior Informed Consent Procedure for Certain Hazardous Chemicals and Pesticides in International Trade and the Stockholm Convention on Persistent Organic Pollutants, in Geneva.

Under the overall supervision and guidance of the Chief of Branch and within delegated authority, the incumbent will be responsible for the following duties:

Responsibilities

1. Contributes substantively to the development of assigned programmes and projects based on the relevant work programmes of the three conventions; coordinates, elaborates, monitors and evaluates programme/project implementation; may serve as team leader/coordinator on crosscutting components within the broader programme/project.

2. Reviews relevant outputs and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties and other stakeholders; identifies and tracks follow-up actions; arranges for completion of projects and ensures all outputs are finalized and made available.

3. Coordinates and facilitates the work of scientific and technical bodies of the conventions (e.g. expert groups, inter-sessional work of subsidiaries bodies).

4. Coordinates activities related to the budgeting and financing of assigned programmes and projects (preparation of progress reports, financial statements, etc.); prepares related documents/reports work programme, programme budget).

5. Provides administrative and operational support as needed to regional centres in their delivery of technical assistance to the Parties of the three conventions.

6. Coordinates the design, development, implementation and maintenance of databases to manage data and information provided by and/or to stakeholders (e.g. Parties, other international organizations).

7. Performs consulting assignments, upon request, with Parties, intergovernmental bodies, international organizations, secretariats of other multilateral environmental agreements and other stakeholders, as appropriate, with the aim of assisting in the implementation of the three conventions.

8. Participates in or leads field missions, including provision of guidance to government officials and other stakeholders, as appropriate, and drafting mission reports.

9. Contributes to policy development through review and analysis of relevant issues and trends, preparation of impact evaluations and equivalent studies.

10. Researches, analyzes and presents information gathered from diverse sources.

11. Undertakes survey initiatives; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions and/or follow-up actions.

12. Prepares various written outputs, e.g. drafts background papers, analysis, sections of reports and studies, inputs to publications.

13. Coordinates and participates in the organization of meetings of the Conference of the Parties (COPs), their subsidiary bodies and other meetings; provides substantive input through the preparation of documents, presentations and other activities; coordinates inter-sessional work of the COPs and their bureaux, including follow-up on decisions and related actions.

14. Undertakes outreach activities upon request; conducts training workshops, seminars, etc .; makes presentations on assigned topics/activities; engages and provides guidance to experts and consultants.

15. Performs other duties as required.

Education

An advanced university degree (Master’s or Doctorate degree, or equivalent) in physical or environmental sciences, chemistry, public policy, business or public administration, or related fields is required. A first-level degree (Bachelor’s degree or equivalent) in the specified fields of studies with two (2) additional years of relevant work experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five (5) years of progressively responsible experience in project or programme management in environmental sciences, chemical safety, waste management, law, management or related areas is required.

Work experience in multilateral environmental agreements and the subject related to chemicals and waste management is desirable.

Experience organizing international negotiations, meetings and conferences, involving national governments and other stakeholders is desirable.

Experience with preparing formal meeting documents and reports is required.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is desirable.

Note: "Fluency equals a rating of "fluent" in all four areas (read, write, speak, understand) and "knowledge of" equals a rating of "confident" in two of the four areas.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
