OBJECTIVES OF THE PROGRAMMEThe department of Information Management and Technology has an operational and strategic role. On the one hand, the department provides relevant, quality, reliable, and cost-effective IT services in order for the Organization to achieve its health mandate. On the other hand,it aims to be a strategic enabler for WHO by creating partnerships with business units (administrative and health technical), capturing business needs,establishing and managing projects to address these requirements. The department leads all WHO IT teams globally inensuring IT modernization, cost efficiencies through savings, increased staff productivity, harmonization across the Organization whilst being supported by project management practices, performance monitoring and reporting processes.Services which are common to all WHO offices are standardized, operated, and supported from a central yet cost-effective location. The business model requires leadership, close collaboration and active engagement with key stakeholders both in Headquarters and in the regions.The Project Management Office and Governance (PMO) is the Department’s centre of excellence that ensures properset-up of programmes and projects, application of organizational change management, assignment of capable project managers (and other resources) to agreed initiatives, establishment of proper project governance structures, and timely monitoring of financial and technical progress. More importantly, the PMO ensures that all projects are managed according to the triple constraint of“scope-time-resource” in order to deliver them according to expectations, on time, and on-budget with an appropriate and effective change management approach. The Project Management Office and Governance (PMO) also leads the institutionalization of a Project Management and Change Management discipline and helps build capacity and capability in these areas across the Organization.Description Of Duties
  • Manage a sizable programme consisting several simultaneous projects a year. Manage all projects and services with a focus on delivering value through effective portfolio and programme management, ensuring all projects align to programme vision as well as benefits realization.
  • Manage his or her own projects effectively according to the triple-constraint of ”scope-time-resource”to ensure that the projects under her/his responsibilities remain at optimum efficiency and organization. Comply with the expected deliverables as prescribed by established methodologies and frameworks. Communicate issues to relevant stakeholders in a timely manner, and ask for interventions when and where necessary.
  • Act as business engagement partner with the assigned division/department and coach stakeholders to align their business capability targets with technology, develop their technology roadmap, assess and constantly review their priorities, and provide financial forecasting vis-a-vis IT initiatives.Establish governance mechanisms for all new technology, demands, projects, and products. Help prepare business cases, functional requirements, and cost estimates.
  • Perform critical business analysis on initiatives to determine viability, relevance,and success. Facilitate the process of recommending options to improve business processes (with or without technical solutions). Work closely with architects to determine the most appropriate solutions. Work closely with Change Management team to determine appropriate ways to help business units manage change, improve customer experience and drive adoption.
  • Manage a team of project managers and business analysts (and other resources) assigned to the programme or projects. Set and continually manage project and program expectations while delegating and managing deliverables with team members,vendors, and stakeholders. Coach, mentor, motivate, and supervise the project team.
  • Promote and adhere to the methodologies and frameworks established by the Project Management Office and Governance of the IMT department. Ensure that all initiatives comply with standards such as business process management, solution architecture, change management, cybersecurity assessments, digital accessibility, and operational procedures.
  • Work closely with administration, procurement, contract management, and other IT teams both in headquarters and regions to ensure delivery as per rules, procedures, standards, and expectations.
  • Actively manage the engagement contract(s) with vendors. Lead and/or drive feasibility studies, vendor selections and proposals for evaluation by appropriate key stakeholders. Actively manage the work and deliverables of the vendors; i.e.challenging work estimates, reviewing their deliverables, monitoring the work of resources on-site, near-shore, & offshore, and removing bottleneck to delivery. Assist in dispute, negotiation, and arbitration, as needed.

Required QualificationsEducationEssential
  • Advanced level university degree (Masters level or above) in Business Administration, Project Management, Engineering, Computer Science, Information Management or related discipline.
  • Foundation certification in project management methodologies such as PMI’s PMBOK, Prince 2, Scrum/Agile, or Safe.
Desirable: Certified Change Management Professional (CCMP) and/or Prosci Change Management, and/or Certification (ADKAR Model) Certification on BRMP, Lean, Six Sigma, or ITIL v.4EssentialExperience
  • At least 7 years of professional experience in programme / project management and successful delivery (and operations) of complex cross functional or interdependent IT-related projects.
  • In the last 5 years, has demonstrated and verifiable experience of managing and delivering multi-million dollar IT-related projects, with direct-report delivery teams (developers, analysts, etc), with proper governance structures, in a global or international environment with a significant user base; i.e. 500 users and above.
  • At least 3 years of delivery experience of SaaS solutions such as Salesforce, Appian, ServiceNow, Workday, Sitefinity, or other low-code platforms.
  • Has demonstrated and verifiable experience in professional business services such as management business consulting, account management, or business engagement partner.
  • Has demonstrated and verifiable experience of vendor management, contract negotiations, and acquiring/ managing augmented resources near-shore and off-shore.
  • Experience in leading or being an active member of a project management office (PMO).Proven experience in writing business plans and strategies, governance-related documentation, or technical papers.
Desirable
  • Experience in leading and managing corporate applications, infrastructure, health, and emergency-related projects within the public (UN, international, other governmental) and/or private sector (e.g. multinational organizations).
  • Experience with leading change management, quality assurance, or business transformation.
  • Experience in delivering ERP-related projects or initiatives on Oracle, SAP, Peoplesoft, etc.
  • Experience in IT Service Delivery that included establishment of SLAs, OLAs and monitoring of KPIs.

Use Of Language SkillsEssential: Expert knowledge of English.Desirable: Beginners knowledge of French.REMUNERATIONWHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 75,602 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4845 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.Additional Information
