1. Organizational Context


  • Organizational Setting

The position is located in the Safety and Security Coordination Service (SSCS) in the Security and Information Assurance Division (SIAD), Administration, Finance and Management Sector.


The Division is responsible for the management of all aspects of WIPO’s information and security risk management and ensures that appropriate policies and procedures are in place and effective measures and controls are established to assess threats and mitigate risks to the Organization.


  • Purpose Statement

In the context of a dynamic international and local security environment, WIPO is continuously seeking to apply the highest standards of security threat and risk management. Conferences and events hosted at WIPO’s premises at Headquarters or internationally are the primary means to engage with the public, our constituents and member states. It is therefore paramount that conferences and events are conducted in a safe and secure manner, identifying, addressing and mitigating risks. The incumbent will manage the conferences and event security management services both at Headquarters and internationally, in close coordination with internal business and external stakeholders. Additionally, the incumbent will also be responsible for the management of the locks and keys service at WIPO.


The role is expected to provide services primarily on premises at WIPO’s headquarters in Geneva, with occasional international travel, as needed. The incumbent is expected to be on call outside business hours on a regular basis as part of the WIPO’s Security Duty Officer arrangements.


  • Reporting Lines

The role reports directly to the Head of Safety and Security Coordination Service (HSSCS).


2. Duties and Responsibilities


The incumbent will perform the following principal duties:


a.Manage the conference and event security management services in and outside WIPO Headquarters. This includes the:


  • Development, maintenance and communication of the policies and procedures for conferences and events security management.

  • Timely and advanced planning and management of conference and event security in close coordination with other SSCS services, conference and protocol services, and business stakeholders.

  • Assessment of the guard force requirements, including surge capacity. Supervision of the assigned guard force for conferences and events, as the Security Duty Officer, briefing them on roles and responsibilities, and acting as the escalation point for issues.

  • Managing the implementation of regular and specialized security measures identified from threat and risk assessments for conferences and events.

(e) Management of VIP protective services including but not limited to direct liaison with Member State permanent missions, the Swiss Diplomatic Police as well as internal stakeholders.


b.Manage the locks and keys service, including defining and executing the policy and procedures for cost-efficient administration, verification and technical support related to locks and keys.


c.Perform regular analysis, measurement and reporting of performance indicators on the effectiveness and efficiency of the conference and events security services to the HSSCS and internal governance bodies.


d.Develop annual budgets for the conferences and events security and locks and keys services, including regular reporting on spending.


e.Develop and implement risk management measures from routine and ad-hoc security assessments and analysis of security threats related to conferences and events, using UNSMS Security Risk Management (SRM) processes and procedures.


f.Develop and maintain security information-sharing network with local authorities, UNDSS and permanent missions for events and conferences.


g.Develop and deliver event and conference security training and awareness programmes within SSCS.


h.Perform other assignments and duties as required.


3. Requirements


Education (Essential)

A first-level university degree in Security Management, Risk Management, Public Policy, International Relations, Business, Law, Law Enforcement, Political Science, Military Science, or a related discipline.


Education (Desirable)

UN Security Management System certification (Security Certification Program and / or Security Analysis Practice and Process).


Experience (Essential)

At least six years of experience in security and protective services, dealing with high-level diplomats and delegates.


Experience (Desirable)

Experience in managing conference/event security, and protective services within the UN common system.


Experience managing a contracted, armed security guard force.


Experience in locks and key systems and their management.


Language (Essential)

Excellent knowledge of written and spoken English or French and good knowledge of the other.


Language (Desirable)

Good knowledge of any other UN official languages.

5. Information


Mobility:WIPO staff members are international civil servants subject to the authority of the Director General and may be assigned to any activities, office or duty station of the Organization. Accordingly, the selected candidate may be required to move from time to time to new functions and/or to another duty station.


Annual salary:

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment. Please note that this estimate is for information only.The post adjustment multiplier (cost of living allowance) is variable and subject to change (increase or decrease) without notice. The figures quoted below are based on the November 2022 rate of 78.6%

  • Initial period of two years, renewable, subject to satisfactory performance. No fixed-term appointment or any extension hereof shall carry with it any expectancy of, nor imply any right to, (further) extensions or conversion to a permanent appointment.
