1. Organizational Context


  • Organizational Setting

The post is located in the Regional Division for Latin America and the Caribbean in the Regional and National Development Sector at WIPO. The Sector provides a diplomatic, political and operational gateway for all Member States (MSs) of the Organization; facilitating two-way communication and cooperation across WIPO; supporting MSs in the development and implementation of policy in the context of effective IP ecosystems; and strengthening the capacity of MSs and stakeholders in the use of IP as a tool for growth and development. The Regional Division for Latin America and the Caribbean, is the focal point for the provision of technical assistance and capacity building programs to the 33 WIPO MS from Latin America and the Caribbean region (LAC). These activities are provided in close cooperation with relevant sectors within WIPO. They are aimed at facilitating the use of IP by businesses and innovators for social, cultural and economic development.


  • Purpose Statement

The incumbent’s role consists of four principle pillars of work. The first of these is to contribute the strategic thinking and advice on the formulation and implementation of the cooperation agenda in line with WIPO’s vision and mission. Secondly, working closely with the Director, s/he designs and manages both the financial and human resources of the Regional Division. A third responsibility involves proposing and managing development cooperation initiatives, leading the design and implementation of multiple projects. The forth pillar concentrates on a permanent and carefully managed political and diplomatic engagement with Member States to ensure that a meaningful and adequate cooperation platform is delivered.


  • Reporting Lines

The incumbent works under the supervision of the Director of the Regional Division for Latin America and the Caribbean.


2. Duties and Responsibilities


The incumbent will perform the following principal duties:


a.Contribute to the strategic thinking of the Regional Division including by designing and implementing the evaluation, monitoring and feedback mechanisms that measure the degree of success or failure of past or current activities and initiatives for purposes of promulgating improvements and innovations;


b.Lead project teams in the design, management and implementation of new path-breaking multi-dimensional development cooperation initiatives and projects, in order to tailor-fit to selected countries and/or situations and test its feasibility, with the end in view of refining the concept or improving the project before replicating to more countries or possible mainstreaming to the Organization’s regular work;


c.Develop and manage strategic partnerships through the engagement with regional or sub-regional organizations, both in the public and private sectors, in order to, promote and deliver cooperation in various areas of IP and innovation, and facilitate the creation of value among users, including, SMEs, innovators, creators, and communities;


d.Oversee the preparation of budget proposals, annual work plans, Performance Reports, and other official reports and documents as well as the management of the administrative and financial resources for the final approval of the Director;


e.Guide and supervise the work of junior officers and administrative staff;


f.In collaboration with the Regional Division Director, oversee the management of extra-budgetary resources or Funds-in-Trust, negotiate with funders, and reconcile funder’s goals with the development priorities of countries in the region as well as the Program and Budget targets and performance goals of the Organization;


g.Develop the public relations, communication and media or information activities of the Bureau’s work in order to promote the Organization’s image and programs, and identify and recognize best practices in delivering development cooperation initiatives;


h.Represent the Organization at regional and international conferences and meetings, make speeches, and promote and advance the programs, services and activities of the Bureau;


i.Prepare regular and special narrative, impact, policy, financial, evaluation and statistical reports;


j.In his/her absence, represent the Director in managing the affairs of the Regional Division and participate in discussions and meetings within and outside the Organization in a manner that is consistent with the Division’s mandate and strategies; and


k. Perform other related duties as required.


3. Requirements


Education (Essential)

Advanced university degree in law, economics, international relations, development studies or a related field. A first-level university degree plus two years of relevant professional experience in addition to the years of experience mentioned below may be accepted in lieu of an advanced university degree.


Education (Desirable)

University degree with a specialization in IP and project management certification.


Experience (Essential)

At least 10 years’ relevant professional experience at the national and international level of which six years in the field of technical assistance, capacity building or development programs and activities.


Experience with and knowledge of the social, economic and legal systems of developing or least-developed countries in the region.


Senior level operational experience in an intellectual property institution or a United Nations agency.


Experience working in the field of IP and project management as well as building IP institutions and formulating IP policies and strategies at the national level in developing or least-developed countries in the region.


Experience (Desirable)

Experience with and understanding of Results-Based Management.


Language (Essential)

Excellent level of written and spoken English and Spanish.

Knowledge of IP institution building in least-developed or developing countries in the region.

5. Information


Mobility:WIPO staff members are international civil servants subject to the authority of the Director General and may be assigned to any activities, office or duty station of the Organization. Accordingly, the selected candidate may be required to move from time to time to new functions and/or to another duty station.


Annual salary:

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment. Please note that this estimate is for information only.The post adjustment multiplier (cost of living allowance) is variable and subject to change (increase or decrease) without notice. The figures quoted below are based on the February 2023 rate of 79.7%
