Job Purpose


Under the guidance of Unit Manager, National Society and Government Partnerships, , the Senior Officer, National Society and Government is to provide leadership, entrepreneurship and innovation for IFRC’s engagement strategy with National Society and Government partners, in collaboration with the Regional Offices, to realize targets set in the IFRC Plan and Budget including both flexible regular resources, as well as funding for specific thematic initiatives.


Job Duties & Responsibilities 1


Lead Partnership and Resource Development

  • Represent IFRC at a senior level in National Society and Government outreach, dialogue, strategic meetings, events and consultations to influence National Society and Government policies, priorities and budget allocations in support of IFRC objectives.
  • Stay abreast of relevant government policies and decisions for the files assigned; ensure systematic analysis of funding trends, develop funding targets and forecast income projections to ensure successful achievement of results to identify opportunities for partnership for files assigned.
  • Develop Government engagement strategies together with NSs, identify and engage with key centres of Government support, influential government actors and institutions, to broaden National Society and Government advocates for IFRC’s work and to broaden multi-year flexible core support for the IFRC Secretariat and its members.
  • Prepare tailored investment and partnership cases to target relevant prospects. Initiate and negotiate MOUs, multi-year un-earmarked grant and partnership agreements and renewals. Anticipate the evolving funding landscape. Prepare reports, analysis, updates on the results of partner engagement strategies.

Manage Network Development relevant for the Region

  • Provide key strategic advice and support to anchor IFRC leadership in public sector influencers networks, high level meetings and other strategic fora and prepare briefing notes, talking points and reports for high level meetings with NS/Government partners.
  • Serve as the Secretariat focal point for dialogue with Geneva-based diplomatic missions and provide accurate information by organizing regular briefings, bilateral meetings, etc.
  • Ensure that interactions with these partners are guided by organizational objectives and that information related to portfolio NS/Governments is shared within the organization ensuring the Global PRD Team are systematically briefed on any new developments.

Guide and support engagement for assigned partner files

  • Provide Regional Offices and National Societies with guidance needed to engage with National Society and Government partner representatives at country level, as well as to initiate and negotiate partnership agreements.
  • Provide guidance to technical teams on engagement with National Society and Government partners that this position manages.

Manage PRD Tools and Systems according to IFRC quality standards

  • Facilitate where relevant, partner evaluations, assessments, reviews and/or audits to ensure IFRC systems and operations are accurately represented and partner requirements are successfully met.
  • Monitor the effective stewardship of National Society and Government partner funds received in line with partner expectations related to implementation, results-based reporting and visibility. Monitor progress and performance towards deliverables, identify risks and inform senior management of actions to be taken to mitigate risks.
  • Ensure appropriate levels of partner visibility is reflected in IFRC publications, website, media and online presence, in collaboration with the Communications Department.

Education


Required:

  • University degree or equivalent in a relevant discipline.
  • Relevant post-graduate degree.
  • Relevant professional training courses.



Experience


Required:

  • Minimum of 10 years of experience in leading government partnerships and resource development functions at a global level for an international organisation.

  • Proven track record and credibility in public partnerships and in achieving results in increasing partner base and raising public sector funds at levels over CHF 10 million.

  • Experience managing government partner and resource development relations within a country where humanitarian and/or development programmes are being implemented.



Knowledge, Skills and Language


Required:

  • Proven ability to translate strategy into action.

  • Advanced level of understanding of public sector aid architecture and ODA trends, humanitarian and development aid debates, SDG multi-stakeholder funding instruments.

  • Results oriented and demand driven individual, entrepreneurial, ability to lead in unprecedented and/or ambiguous situations.

  • Demonstrated ability to negotiate funding agreements.

  • Outstanding networking, representational, communication and negotiation skills contributing to a client-focused culture. An ability to be proactive and persuasive.

  • Capacity identifying and articulating strategic issues, risks and priorities to provide sound advice to senior management.

  • Track record in producing high quality work within short deadlines and ability to make effective, timely decisions.

  • High degree of discretion, tact and sensitivity in dealing with internal and external clients and stakeholders at all levels.

  • Ability to work within a multi-cultural, multilingual, multidisciplinary environment.

  • Fluently spoken and written English.
  • Good command of another IFRC official language (French and Spanish is an asset).
