Functional Responsibilities:

Under the guidance of the Stop TB Partnership’s Head of the EASI team, the incumbent will serve as a Programme Management Consultant to be responsible for, leading, managing, and coordinating the team’s workstream and activities including, but not limited to:

Programme planning, budgeting, and operations
  • Responsible for developing actionable work plans and budgets that integrate applicable objectives, milestones, and deliverables across the EASI team’s various workstreams and activities.
  • Responsible for tracking and reporting progress of delivery against the actionable work plans and budgets, and proactively highlighting issues, risks and areas requiring resolution, and/or re-planning while also providing corrective actions if needed.
  • Responsible for the timely engagement with various UNOPS/Stop TB Partnership teams to ensure availability of funds for timely payment disbursements to selected suppliers and grantees in accordance with UNOPS/Stop TB Partnership policies and procedures.
  • Responsible for ensuring the EASI team’s workstream and activities are in accordance with the UNOPS/Stop TB Partnership Operational Instruction, Standard Operating Procedures, etc.
  • Responsible for enhancing and further developing the EASI team’s planning and operations systems, processes, and tools based on best practices and latest approaches and technologies.
  • Act as the Officer-in-Charge in the Head of the EASI team’s absence.
Contract and grant making (external)
  • Responsible for proactively identifying the EASI team’s contract and grant-making needs, managing and coordinating the procurement and call for proposal processes in accordance with the UNOPS/Stop TB Partnership policies and procedures, and keeping abreast of changes with the UNOPS/Stop TB Partnership policies and procedures and ensuring the EASI team is updated accordingly.
  • Responsible for the timely engagement with potential suppliers and/or grantees in the development, finalization, and implementation of contracts and/or grants.
  • Responsible for managing and coordinating the timely payment disbursements to selected suppliers and grantees in accordance with the UNOPS/Stop TB Partnership policies and procedures.
  • Responsible for the timely engagement with the applicable UNOPS/Stop TB Partnership teams.
Proposal development and grant and financial management (internal)
  • Responsible for managing and coordinating the proposal development preparation and processes, including the development of concept notes, presentations, proposals, and budgets in collaboration with the applicable UNOPS/Stop TB Partnership teams.
  • Responsible for managing and monitoring the donor agreement implementation, including the development of compliance plans and monitoring frameworks, to meet the agreed upon key performance indicators and deliverables.
  • Responsible for managing and coordinating the preparation and submission of monthly, quarterly, and/or annual donor and/or financial reports in collaboration with the applicable UNOPS/Stop TB Partnership teams.
  • Lead the timely engagement with the applicable UNOPS/Stop TB Partnership teams.
Risk management, quality assurance, and knowledge management
  • Responsible for developing the risk assessment and mitigation strategies in accordance with the UNOPS/Stop TB Partnerships policies and procedures.
  • Responsible for ensuring risk analysis and mitigation strategies are integrated into the EASI team’s work streams and activities.
  • Responsible for ensuring the EASI team’s workstreams and activities are in accordance with the UNOPS/Stop TB Partnership audit requirements.
  • Responsible for ensuring the EASI team’s documentation management is in accordance with the UNOPS/Stop TB Partnership policies and procedures.
  • Lead the timely engagement with the applicable UNOPS/Stop TB Partnership teams.
The Programme Management Consultant will also be expected to represent the EASI team on applicable internal and external calls, events, and meetings, and support the Head of the EASI team on other related responsibilities as required.

  • Increased resource mobilization and public-private sector partnership opportunities for the Stop TB Partnership and the TB community-at-large.
  • Increased access to and provision of differentiated and integrated care for TB affected people and communities for TB and across diseases.
  • Rapid roll-out of digital health solutions for TB and across diseases in TB affected countries.
  • Reduced financial and human resource burden for country programmes and healthcare providers in TB affected countries.

Advanced university degree (master or equivalent) degree with five (5) years of relevant professional experience is required.

Alternatively, University degree (bachelor or equivalent) degree with seven (7) years of relevant professional experience is required.

Professional Experience requirements:

Minimum 5 years of relevant professional experience in programme management, and/or planning, and/or budgeting and/or operations at either public sector organizations and/or private sector companies.

Experience with grant management and public procurement would be considered a strong asset, especially within the context of the UN.

Prior professional experience in TB or global health and/or working in low- and middle-income countries and emerging markets, including TB affected countries, would be desirable.

Language requirements:

Fluency in English is required.

Fluency of another UN official language, particularly French, would be desirable.
