OBJECTIVES OF THE PROGRAMMEThe HQ Operations Support& Logistics team (OSL) is part of Strategic Health Operations (SHO),division of Emergency Response (WRE), WHO Health Emergencies Programme (WHE). The mission of WHE is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations. The objective of the Strategic Health Operations Department is to ensure the establishment of strong emergency management system at all three levels of the Organization (based on incident management), implementation of operations and services according to agreed standards, and availability of a strong logistics and operational support capacity. The Department prioritizes support to the most vulnerable and low capacity countries.Description Of Duties
  • Consolidate country-level and/or regional-level demand forecast at regular intervals and during health emergencies in collaboration with the Team Lead, with support from OSL Logistics Officer who has field knowledge and Planning counterpart in Regional OSL.
  • Plan upcoming supply requirements by analyzing gap between forecasted demand and stockholding (physical hub stockpile and ongoing Purchase Orders) and develop a procurement plan - product list, volume and budget requirements - that is then communicated and aligned with WHO Procurement counterpart.
  • Devise mitigating action plan when there is perceived risk of supply shortages, communicate risk root causes and mitigation plan with relevant party in OSL (incl. Logistics Officer, Country Support Officer, Hub Officer), execute mitigation plan, then follow-up to ensure risk resolution and define global safety stock level for key product categories, and review regularly or after a major emergency, to identify adjustments to improve stockpiling actions.
  • Capture lessons learnt, elaborates, and submits approaches for final approval in accordance with comprehensive technical requirements.
  • Participate actively in WHO’s OSL network, building regional and national supply planning capacity, while facilitating the rollout of systems, tools and policies.
  • Perform any other related incident-specific duties, as required by the functional supervisor.
Required QualificationsEducationEssential: An advanced level university degree in Procurement or Supply, Engineering, Logistics, Finance, Business Administration, Management, or in another related field.ExperienceEssential: At least 7 years of relevant experience in the specific business area, some exposure of which must be at international level. Experience in analyzing Health Commodities Supply chain. Experience in demand forecasts to support planning component in changing context (e.g. Public Health Emergencies). Experience working within a team environment across business functions.Desirable: Previous experience in UN organizations/agencies, health cluster partners, recognized humanitarian organizations, international institutions or nongovernmental organizations, particularly in developing countries. Experience in WHO rules and procedures. Experience in WHO computing environment. Experience in ERP OneNetwork.Skills
  • Planning expertise of supply chain management, and proven ability to successfully multi-task.
  • Detailed knowledge of the business environment and direct business experience.
  • Some knowledge of relevant management and business change techniques such as business process modeling and re-engineering.
  • Capable of prioritizing own workload in a high pressure and time-constrained environment.

The remuneration for the above position comprises an annual base salary starting at USD 77,326 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 5039 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.Additional Information
