OBJECTIVES OF THE PROGRAMME


The mission of WHO’s Health EmergenciesProgramme (The Programme) is to build the capacity of Member States to managehealth emergency risks and, when national capacities are overwhelmed, to leadand coordinate the international health response to contain outbreaks and toprovide effective relief and recovery to affected populations.


DESCRIPTION OF DUTIES


The incumbent will:

  • Assist in or with the facilitation of the monitoring of the pandemic: design methodologies, tools for monitoring the implementation of projects and operations; evaluating the quality of outputs including the management, coordination, effectiveness and resource mobilization of multisectoral emergency prevention, preparedness, response and recovery action plans and programmes.
  • Support the 3-month review process of the M&E Framework and work with relevant stakeholders to adjust indicator Support the design and/or improve methods of capturing and consolidating evidence-based health interventions and document lessons learnt, best practices and trend analyses for promoting accountability, responsiveness and transparency.
  • Identify gaps in monitoring and evaluation mechanisms at global level, recommend capacities required to improve effectiveness.
  • Assist with or provide assistance through the preparation of background documents, concept papers, situation analysis, the development of monthly technical reports compiling inputs from the regional level and HQ focal points, and periodically support development of features in the Weekly Operational Update (WOU).
  • Support country case study development or subnational case studies, documenting actions, challenges, lessons learned and country impact.
  • Support M&E coordinator with relevant monitoring and evaluation coordination of partners, M&E Network and other relevant stakeholders.
  • Perform any other related incident-specific duties, as required by the functional supervisor.
  • Participate in any other activity that may be required in connection with the incident data management and perform any other incident-specific related duties, as required by the functional supervisor.

REQUIRED QUALIFICATIONS


Education


Essential:

  • First level university degree in information management, public health, epidemiology, international development, from an accredited/recognized institute

Desirable:

  • Advanced university degree (Masters level or above) in public health, epidemiology, international development from an accredited/recognized institute.


Experience


Essential:

  • A minimum of two years’ relevant experience combined at the national and international levels in project implementation, data and/or information management, including experience in supporting data and monitoring operations in a public health international context.

Desirable:

  • Prior emergency disaster and health outbreak response or humanitarian working experience at field level, with WHO/UN, health cluster partners, recognized humanitarian organizations or with an international nongovernmental organization.

  • Experience in developing social media products that relate to emergency response


Skills


  • Excellent organizational and analytical skills with ability to multi-task and produce results under pressure.
  • Strong coordination skills and ability to analyse and synthesize information from multiple sources to support understanding from wide audiences.
  • Knowledge of M&E concepts for application in emergency preparedness and response settings.Professional skills in the development of reports and informative documents.
  • Knowledge of the functioning of WHO and the UN system is an asset.
  • Tact, discretion and diplomacy.

REMUNERATION


WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 48,805 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3551 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
