Context:
Under the overall supervision of the Inspector General and direct supervision of the Deputy
Inspector General, the Chief of Investigations will oversee investigations into alleged violations
of IOM’s regulations, rules and relevant administrative instructions, such as but not limited to,
fraud, theft and embezzlement, corruption, sexual exploitation and sexual abuse, abuse of
privileges and immunities or of authority, workplace harassment, bullying, whistle blower
retaliation or other acts or omissions in conflict with the general obligations of IOM personnel.
The successful candidate will conduct investigations of high-risk areas in order to minimize the
risk of fraud and misuse of resources. The Office of the Inspector General (OIG) is seeking
applicants with experience in conducting such investigations of an administrative nature. The
position requires international travel on an ad hoc basis and of irregular frequency.
Core Functions / Responsibilities:
1. Plan, organize, and direct the conduct of investigation of alleged violations of IOM’s
regulations, rules and relevant administrative instructions. Conduct investigations of high
priority, sensitive and/or complex nature as necessary.
2. Ensure that investigations are carried out in accordance with the highest professional
standards and in a timely fashion and that the resulting reports are of a high quality and issued
in a timely manner.
3. Assign tasks, supervise, evaluate and provide guidance to investigators, experts and
consultants to ensure that their work conforms to established standards, policies and
procedures.
4. Maintain a system for prioritizing, managing and allocating cases to individual investigators
and producing statistical reports for stakeholders.
5. Identify systematic weaknesses and deficiencies encountered in investigations and submit
draft management letters with recommendations.
6. Formulate and implement policies for the management of investigations and develop and
implement internal guidelines and practices for the conduct of effective investigations in
accordance with generally accepted standards for investigations in international organizations.
7. Keep abreast of investigation standards and practices in other international organizations and
participate in the annual meetings of the Conference of International Investigators and the UN’s
Representatives of Investigation Services;
8. Supervise the forensic work of OIG, stay up-to-date with current tools and methodologies
related to digital forensics, and identify best practices for implementation; and
9. Oversee administrative tasks and perform such other duties as may be assigned.

Required Qualifications and Experience:
Education
- Master’s degree in law, political science, human resources, criminology and/or accounting or a
related field from an accredited academic institution with ten years of relevant professional
experience in investigation, law enforcement, prosecution and/or similar function; or,
- University degree in the above fields with twelve years of relevant professional experience in
investigation, law enforcement, prosecution and/or similar function.
Experience
- At least eight years of professional experience related to administrative and/or criminal
investigations, with a proven track record in planning, leading and executing investigations;
- Experience in conducting high priority, complex and/or sensitive investigations (such as sexual
harassment or sexual exploitation and abuse) will be highly regarded;
- Experience in managing and/or conducting digital forensic examinations within an
administrative and/or criminal investigation context; and
- Previous experience in conducting investigations of an administrative nature with a UN
organization, intergovernmental organization or similar, and working in developing countries a
distinct advantage.
Languages
IOM’s official languages are English, French, and Spanish.
For all applicants, fluency in English and working knowledge of French and/or Spanish is
required (oral and written). Working knowledge of an additional IOM official language is a
distinct advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process,
which may include written and/or oral assessments.

Internationally recruited professional staff are required to be mobile.
