The Value for Money (VFM) Auditor is an experienced professional who will be part of a broader audit team comprising experienced professionals in the Audit Unit of the OIG. The VFM Auditor will work on VFM specific reviews and performance audits and may also lead smaller engagements.

Key Responsibilities

Under the general supervision of the Audit/Advisory Manager and while working on specific engagements under the supervision of the Lead Auditor/Engagement Lead, Advisory, the VFM Auditor will:

  • Lead or function as a team member to plan and implement VFM specific reviews, performance audits and advisory reviews both at Global Fund headquarters and in implementing countries in accordance with industry standards; this will include:
  • Preparing or supporting the preparation of VFM specific & broader performance audit risk assessments to define the scope and objectives of VFM specific reviews, performance audits and advisory engagements
  • Apply internationally recognized VFM principles and concepts to Global Fund Programs and Processes to assess performance
  • Preparing working papers for review by the Lead Auditor/Engagement Lead, Advisory, or Audit Manager/Advisory Manager and ensure VFM review and audit procedures are evidenced and documented in line with industry standards
  • Reviewing working papers prepared by assisting auditors or external consultants for subsequent review by the Lead Auditor/Engagement Lead, Advisory, or Audit Manager/Advisory Manager
  • Lead or support the management of external consultants when required on VFM specific reviews, performance audits and advisory reviews.
  • Identify potential VFM risk areas and related VFM related findings in the course of VFM specific reviews, performance audits and advisory reviews.
  • Lead or support the process to debrief key stakeholders on key VFM review, audit and advisory findings.
  • Draft portions of the reports for assignment or portion of assignment.
  • Monitor actions taken by management in response to VFM review, audit and advisory work and reviews, ensuring effective follow up.
  • Take initiative in identifying appropriate audit tools, best practices, and identify/perform tasks aimed at ensuring that the assignments are conducted in accordance with IIA and/or ISSAI standards.
  • Support the training and induction of staff and consultants.

Qualifications

Essential:

  • University degree or equivalent in Accounting/Business Administration, Economics or related fields.

Desirable:

  • Internal audit certification and/or certification from an internationally recognized accountancy body.
  • Accredited training in VFM principles and VFM Auditing techniques

Experience

Essential:

  • Solid experience in conducting VFM specific reviews, performance audits or a related area such as finance, accounting, business administration/analysis, program/project evaluation and monitoring;
  • Experience working with multiple sectors, such as international organizations, governments, civil society and the private sector;
  • Experience in using multiple VFM frameworks and principles; and
  • Experience in leveraging VFM related analytic skills, including detailed familiarity with data analytics tools, processes and quantitative as well as qualitative analytic methods, including design and use of survey tools, benchmarking, modeling, statistical analysis, etc.

Desirable:

  • Five years’ experience in conducting VFM specific reviews, performance audits or a related area such as finance, accounting, business administration/analysis, program/project evaluation and monitoring;
  • Experience conducting VFM specific reviews and performance audits in developing countries and/or in international and national public sector institutions;
  • Experience in international development; and
  • Experience and knowledge related to public health, AIDS, tuberculosis and malaria.

Special Travel requirements:

The position may require frequent travel and stays of sometimes up to one month conducting VFM specific reviews, performance audits and advisory reviews covering program and project sites in developing countries. Depending on specific assignments and time of the year, travel may be up to 50% of the time.
