Asia Pacific GPP practitioners and policy makers will have access to a new GPP training tool kit and to the 2022 SPP Global Review which will help them improve their knowledge and performance. They will also be able to present their GPP policies to their peers and learn from each other through a series of webinars.

Duties and Responsibilities
A consultant is required from 25 October 2021 to – 24 February 2022 to assist the UN Environment Sustainable Public Procurement Programme Officer in the delivery of specific SPP outputs related to the Asia Pacific GPP Network.

1. An updated GPP training toolkit for the Asia Pacific GPP Network
2. Updated communication material for the Asia Pacific GPP Network
3. A set of webinars presenting the progress of Asia Pacific countries on GPP implementation
4. The Asia Pacific inputs for the 2022 Global SPP Review

Background information on the Asia Pacific GPP network

UNEP has been supporting Asia Pacific countries in their efforts to embark on GPP. In 2013, UNEP launched the GPP and Ecolabelling Network with the support of the Korea Environmental Industry and Technology Institute (KEITI) and the Chinese Ministry of Environmental Protection.

The Asia Pacific GPP Network project supported by KEITI (2020-2022) aims to strengthen the capacity of national governments in the Asia-Pacific region in implementing green public procurement via the establishment of a collaborative network.

The following activities will be organized in the framework of the network: monitoring of the progress of GPP in the region through the development of fact sheets and case studies, information of the members on the progress of GPP through the dissemination of the fact sheets, case studies and relevant news, Asia Pacific inputs for the 2022 SPP Global Review and capacity building through in-person trainings and the participation in webinars.

Objectives, output expectations and performance indicators

The consultant will assist the UN Environment Sustainable Public Procurement Programme Officer in
developing a GPP training tool kit for the Asia Pacific Network, delivering webinars and developing communication material for the Asia Pacific GPP Network and the Asia Pacific inputs for the 2022 SPP Global Review.

Indicators for delivery:
  • Timely and quality-driven contributions to the Asia Pacific GPP Network

Specific Tasks and Responsibilities

Assist the Programme Officer with the production of the following:

1. An updated GPP training toolkit for the Asia Pacific GPP Network
2. Updated communication material for the Asia Pacific GPP Network
3. A set of webinars presenting the progress of Asia Pacific countries on GPP implementation
4. Draft Asia inputs to the 2022 SPP Global Review
Qualifications/special skills
Skills: Other Skills:
  • Strong writing skills are needed for the assignment
  • Knowledge of and/or experience in using the current SPP Approach is an advantage.
Academic Qualifications: Master degree in social sciences, public administration, sustainable development, environmental studies and related areas.
Experience: A minimum of 5 years’ experience in project management and at least 18 months of work experience in the implementation or support to the implementation of SPP policies and action plans in developed or developing countries. Experience with the United Nations is an advantage. A sound understanding and knowledge of sustainable consumption and production (SCP) and SDGs will also be an asset.
Language: All outputs shall be drafted in English. Excellent proven written and spoken communication skills in English are therefore required. Good command of French, Spanish or Russian is a strong asset.
