Technical assistance provided to Gecol assists in the operation and reform of the Libyan electrical grid generation fleet.

Duties and Responsibilities
1.1 The United Nations Environment Programme (UN Environment) is the lead agency on energy issues in the Libya UN Country Team and has been providing technical assistance to the GoL on this topic since Q1 2020. In 2021 this assistance has been expanded and formalized into the UNEP Libya Electricity Sector Stabilization and Transition Support Project (LESST). The LESST project will continue until at least 2023 and is currently funded by the EC and the UK.

UNEP has developed the scope of its ongoing and planned TA with Gecol and other national partners, with four planned major themes:

1. National grid stabilization
2. Energy efficiency
3. Renewable energy project development in Southwestern Libya
4. Renewable energy project development in coastal and Eastern Libya

Energy transition education and capacity building of national stakeholders is a crosscutting theme of all TA activities.

The responsibilities of the consultant are focused on technical assistance provision to the Government Libya on themes 1, 3 and 4. The support will be delivered both remotely and directly via a mission to Tunisia and Libya.

The precise scope of the assignment will evolve over time in response to GoL support requests and positive and negative changes in the national context. The scope confirmed to date includes:

  • Support the development of the Gecol led grid stabilization programme at several levels:
I. Assessment of the technical conditions of Gas & Steam Turbines Power Plant Fleet, identification of the issues and elaboration of maintenance scope and schedules
II. Financial evaluation of the required repair and maintenance activities
III. Proposals for further development of energy sector of Libya
  • Lead the digitalization and monitoring of the power production and energy distribution facilities reporting to the project team
  • Lead the implementation/restoration of Product Data Management system for tracking the pool of contracts and services in the energy sector of Libya
  • Provide the conceptual and detailed design of renewable energy system including hardware requirements definition, installation, and software implementation.
  • Develop the implementation strategy of remote monitoring for energy production facilities (including, but not limited to fuel consumption monitoring, power and energy real-time measurements, power quality measurements, solar PV and generators online remote monitoring, data gathering and analysis tools, customer detailed energy consumption profiling).
  • Support the Gecol procurement process for energy equipment and services.
  • Write technical reports, including field assessment of energy system installations and their results.
  • Support online, web-based software implementation for remote monitoring, including data storage servers, user interface software and implementation
Qualifications/special skills

Advanced degree in electrical or electronic engineering
At least 10 years of professional experience
At least 3 years working for the UN or other multilateral organization in fragile state setting
At least 5 years experience in the design, commissioning and maintenance of gas turbine generators.
At least 2 years experience in power sector digital control systems
At least 2 years experience in energy project economic modelling
At least 2 years experience in mobile and online database design
