United Nations Development Programme (UNDP) is the knowledge frontier organization for sustainable development in the UN Development System and serves as the integrator for collective action to realize the Sustainable Development Goals (SDGs). UNDP’s policy work carried out at HQ, Regional Hubs and Country Office levels, forms a contiguous spectrum of deep local knowledge to cutting-edge global perspectives and advocacy. In this context, UNDP invests in the Global Policy Network (GPN), a network of field-based and global technical expertise across a wide range of knowledge domains and in support of the signature solutions and organizational capabilities envisioned in the Strategic Plan.

Within the GPN, the Bureau for Policy and Programme Support (BPPS) has the responsibility for developing all relevant policy and guidance to support the results of UNDP’s Strategic Plan. BPPS’s staff provides technical advice to Country Offices, advocates for UNDP corporate messages, represents UNDP at multi-stakeholder fora including public-private dialogues, government and civil society dialogues, and engages in UN inter-agency coordination in specific thematic areas. BPPS works closely with UNDP’s Crisis Bureau (CB) to support emergency and crisis response. BPPS ensures that issues of risk are fully integrated into UNDP’s development programmes. BPPS assists UNDP and partners to achieve higher quality development results through an integrated approach that links results-based management and performance monitoring with more effective and new ways of working. BPPS supports UNDP and partners to be more innovative, knowledge and data driven including in its programme support efforts.

The 2030 Agenda for SDGs and the pledge to leave no one behind reflect the interconnectedness of health and sustainable development, including widening economic and social inequalities, the climate crisis, rapid urbanization, the continuing burden of HIV and other infectious diseases (e.g., malaria, tuberculosis), the growing burden of non-communicable diseases and the emergence of health threats. The scope and scale of delivering health and well-being for all demands innovative partnerships and financing. As affirmed in the Political Declaration of the 2019 High-Level Meeting on Universal Health Coverage (UHC), the Global Fund to Fight AIDS, Tuberculosis and Malaria (Global Fund), Gavi, the Vaccine Alliance (Gavi) and others are critical partners for delivering on the health-related goals of the 2030 Agenda. Stronger Collaboration, Better Health: Global Action Plan for Healthy Lives and Well-being for All outlines how a dozen multilateral health, development and humanitarian agencies, including UNDP, the Global Fund, Gavi and others will collaborate to be more efficient and effective in supporting countries to deliver UHC and achieve the health-related SDG targets.

UNDP’s partnership with the Global Fund, in line with UNDP’s HIV, Health and Development Strategy 2016-2021: Connecting the Dots, makes a vital contribution to UNDP’s Strategic Plan 2018-2021, the 2030 Agenda for Sustainable Development, the SDGs and the pledge to leave no one behind.

As a long-standing partner of the Global Fund, UNDP’s value proposition lies in providing an integrated package of development solutions to strengthen institutions to deliver health services. Through its contributions as interim Principal Recipient (PR) and provider of technical assistance to Global Fund grants in 53 countries since 2003, UNDP’s provision of integrated policy, implementation and capacity development support to countries has yielded significant health and development results in challenging operating environments. Proactive risk management and investing in sustainability are the cornerstones of UNDP’s portfolio management approach in supporting to countries with significant national capacity constraints to manage large-scale health programmes. By providing technical assistance to national counterparts during all phases of implementation, strengthening legislation, policies and regulatory frameworks, and building capacities across key functional areas, including financial management, health information systems, procurement and supply chain management, UNDP is able to deliver results whilst sustainably transitioning to national entities. UNDP’s track record as PR over the last 17 years and capacity to deliver in challenging operating environments has been critical for strengthening its positioning as a health implementation support partner.

Based on demand from Country Offices, and building on the relationships, expertise, systems, partnerships, including across the UN family, and comparative advantage established through the Global Fund partnership, the GPN/BPPS/Global Fund Partnership/Health Implementation Support Team, HIV, Health and Development Group, BPPS/GPN (GF/HIST, Global Fund Partnership Team) is providing support to Country Offices through three overarching modalities: 1) the Global Fund portfolio, 2) health procurement and supply chain management support, and 3) other health implementation support beyond the Global Fund, including Gavi-funded activities and Solar for Health. The GF/HIST provides its support through a country team approach to strengthen and integrate the different functional capacities (e.g. programmatic, procurement/SCM strengthening, finance, capacity development), leveraging technical assistance and policy support from the HHD Group and other GPN teams.

Under the direct supervision of the Manager, Global Health Partnership Team, the Programme Associate ensures effective and efficient administrative and operational support to the Global Fund Partnership Team. The Programme Associate also provides programme and operational support ensuring high quality, accuracy and consistency of work. The Programme Associate works in close collaboration with the Finance and Operations Teams, project staff in Country Offices, HHD HIV Group staff and other UN agencies staff to exchange information and ensure consistent service delivery.

Duties and Responsibilities
  • Provides effective administrative and operational support to the Global Fund Partnership Team with the achievement of the following results:
  • Ensures administrative and operational support in compliance with UN, UNDP rules, regulations and policies, and corporate operational strategies;
  • Under the guidance of the Deputy Manager, Finance, QA and PSM Advisors, supports the development of operational and business processes and standard operating procedures for Team administration;
  • Supports the monitoring of the Team’s administrative activities in compliance with the annual workplan and budgets, and a timely readjustment as required;
  • Under the guidance of the Manager, supports the Team’s human resources management, including the development of Job Descriptions, recruitment strategies in close coordination with relevant HR units and Operations Adviser, HHD Group;
  • Supports procurement processes, including preparation of CAP and ACP submissions;
  • In consultation with the Manager, serves as the Team’s focal point for all interactions with the Geneva Office on all programme and operational support;
  • Coordinates and maintains the calendar of meetings, missions and leave for the Team;
  • Supports in the maintenance of the GPN Expert Roster for the categories relevant to the work of the Team, including, receiving requests from Country Offices, verifying consultants for inclusion in the Roster;
  • Collate background information for formulation of Team’s project documents, work plans, budgets, and proposals;
  • Coordinates and maintains the calendar of meetings and activities of the Manager and the organization of meetings, distribution of background materials, drafting of minutes and follow-up with focal points;
  • Follow-up on deadlines, commitments made actions taken and coordination of collection and submission of reports.
  • Provides effective support to the management of the Global Health Partnership Team’s activities in the achievement of the following results:
  • Supports the Team in organization of conferences, workshops and other events, assessing resources requirements (staff and financing), preparing budgets, securing venues and organizing logistics;
  • Collaborative arrangements with Central Travel Desk to ensure effective delivery of travel services in line with the provisions of the Service Level Agreement;
  • Processes official mission travel requests, including timely follow-up action on medical/security clearance, claims, signatures as appropriate and ensuring preparation of the necessary documents in ATLAS, collaborating with BPPS ROM as needed;
  • Supports the Finance Adviser in the administration of Team’s office rent and common services payments;
  • Maintenance of administrative control records, commitments and expenditures;
  • Follows the established filing and archiving standards and procedures, organizes, updates and maintains all project/programme-related documents;
  • Prepares information for the audit of projects and follow-up/support to the implementation of audit recommendations; and
  • Scans and ensures proper digital filing of all Team’s documents that must be retained in support of corporate policies.
  • Support the implementation in the management and monitoring of the Team’s portfolio, in the achievement of the following results:
  • Creating and managing projects in ATLAS;
  • Providing COA authorizations; creating requisitions, raising receipts; implementing budget and project award revisions; and project status; determination of unutilized funds, maintaining the internal expenditures control system;
  • Tracking, monitoring and reporting on the use of project resources;
  • Conducting budget checks for accuracy of Requisitions, Purchase Orders and Payment Vouchers;
  • Ensures the compliance of arrangements for project approval, implementation, general operations, and closure of projects with UNDP policies and regulations;
  • Generates reports and information on routine implementation of projects and programme/project status;
  • Reviews, verifies and reconciles financial data and reports to ensure accuracy and conformity with UNDP financial and administrative rules and regulations;
  • Provides operational support to the Team in implementing and monitoring programmes and projects in line with corporate guidelines for finance, procurement, and project administration;
  • Performs buyer role in ATLAS system, creation of requisitions and purchase orders and reconciliation of settlements to be paid by Finance Unit; and
  • Performs timely corrective actions on unposted vouchers including the vouchers with budget check.
  • Facilitates knowledge building and knowledge sharing for the achievement of the following results:
  • Develops and maintains document management systems;
  • Supports knowledge building and sharing with regards to administrative and operational management, including human resource management, roster of experts, and IPSA (international, national);
  • Leads on the organization of Team trainings;
  • Prepares reports synthesizing lessons learnt and good practices;
  • Synthesis of lessons learnt/best practices, and sound contributions to UNDP knowledge networks; and
  • Supports the Deputy Manager in the interpretation of all administrative and operational matters and sharing with the Team.
  • Any other duty assigned by the Manager.

Education

Required Skills and Experience
  • Secondary Education preferably with specialized certification in Business or Public Administration; or
  • University degree in Business or Public Administration, Political Sciences and Social Sciences with at least 4 years of relevant experience would be given due consideration

Experience
  • Minimum 7 years of relevant experience with Secondary Education, or 4 years of experience with a Bachelor’s degree, progressively responsible in administrative, programme or operational management experience, is required at the national or international level;
  • Knowledge of the Global Fund programmes is an asset;
  • Knowledge of UN/UNDP human resources and procurement policies and procedures is an asset;
  • Work experience in a developing country;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and knowledge of spreadsheet and database packages, including the handling of web-based management systems, especially as related to the ERP management and financial control system;
  • Successfully passed the United Nations Global General Service Test (GGST), waived if completed with a Bachelor’s degree or higher.

Language Requirements
  • Fluency in oral and written English and French is required;
  • Working knowledge of another UN official language would be an asset.
