UNHCR, the UN Refugee Agency, is looking for a consultant to support the roll out of GBV Safety Assessments in Europe in 2022.

UNHCR¿s Regional Bureau for Europe is seeking a dedicated and motivated person with knowledge, understanding, and experience in working on GBV prevention, mitigation, and response, and an understanding of the protection context of refugees and asylum-seekers in Europe, to support GBV Safety Assessments in three selected European countries in 2022.

You will be responsible for compiling information during the desk review phase, providing continuous support to the selected country operations during the planning stage, conducting missions and trainings to different European countries, and producing a final report.

You will work closely with the Community-Based Protection Officer in UNHCR¿s Regional Bureau for Europe (RBE) and liaising with selected UNHCR country offices in Europe.

Organisational Context

Gender-based violence (GBV) is a serious violation of human rights and a life-threatening health and protection issue. It is estimated that one in three women will experience sexual or physical violence in their lifetime. During displacement and times of crisis, the threat of GBV significantly increases for women and girls.

Gender-based violence is preventable and UNHCR is committed to promoting gender equality and human rights and to protecting refugees and other persons of concern from GBV.

Building on the activities implemented and the achievements in the field of GBV prevention, response, and risk mitigation in 2021, the Regional Bureau for Europe will roll-out GBV Safety Assessments in three selected European countries in 2022.

The GBV Safety Assessments are a means to bring together relevant stakeholders and further enhance collaboration and advocacy around GBV risk mitigation, prevention, and response. They contribute to the implementation of the Core Action 1 (Prevention), Core Action 2 (Risk Mitigation), and Core Action 5 (Assessment and Monitoring) of UNHCR¿s Policy on the Prevention of, Risk Mitigation and Response to Gender-based Violence of 2020.

Duties And Qualifications

The GBV Safety Assessments will be implemented by selected UNHCR country operations, with your support, both remotely and in person (on mission).

In Doing So, You Will Be Responsible To
  • Conduct a desk review of the available information on GBV against refugees and asylum seekers in the reception centres in which the GBV Safety Assessments will be conducted.
  • Establish a mission plan in consultation with the relevant country operations, the Regional Bureau for Europe and HQ focal points to provide in person support to the process.
  • Conduct a remote training on the UNHCR GBV Safety Assessment tools and facilitate a discussion to help each office/operation design the assessment algorithm most appropriate to that operation.
  • Conduct missions to each of the locations for the GBV Safety Assessments and provide on-site training for UNHCR and partners that will take part in the GBV Safety Assessment.
  • Support the first draft of the Safety Assessment report in each reception centre, in cooperation with the country offices/operations.
  • Provide feedback to the Regional Bureau on the usefulness and feasibility of the existing GBV Safety Assessment tools in the context of reception centres in Europe, and recommendations for further roll-out in the European context.
  • Suggest adjustments to the tools to make them more useful for the future use in European context, in consultation with HQ, Bureau and country operations involved in the pilot.
The Ideal Candidate Will Have

Essential minimum qualifications and professional experience required

¿ Degree in human rights, social anthropology, social work, international development, social sciences or other relevant field, with demonstrated experience working on GBV prevention, mitigation and response, including protection or social work, empowerment of women and girls, gender equality, child protection, mental health, counselling and working with survivors, within a humanitarian or development context.

¿ Applied experience with a survivor-centred approach, the GBV guiding principles and case management principles related to GBV programmes.

¿ Demonstrated knowledge of gender equality and the empowerment of women and girls and the ability to apply, promote and integrate gender analysis into humanitarian programming.

¿ Demonstrated knowledge and application of GBV prevention theory and appropriate GBV prevention and behaviour change strategies at different stages of the humanitarian response.

¿ A minimum of 5 years of experience with refugee issues, and good understanding and knowledge of the situation of refugees, asylum-seekers and stateless persons in Europe, and GBV context in particular.

¿ Excellent English drafting and communication skills.

¿ Demonstrated ability to conduct independent research and review and consolidate large amounts of information from different sources.

¿ Strong interpersonal skills and ability to work in collaboration with different stakeholders.

Location:

Home based with travel to 2-3 countries in the Europe region.

Conditions

The contract is for six months, and the expected start date is 1 March 2022.
