Johnson & Johnson is currently recruiting for a Health Policy Director (New Consumer Health Company). This position will be located in Skillman NJ; Zug, Switzerland; or in additional consumer sites within the North America and EMEA Regions.

Johnson & Johnson announced plans to separate our Consumer Health business to create a new publicly traded company. The process of the planned separation is anticipated to be completed within 24 months, and it will be subject to legal requirements including consultation with works councils and other employee representative bodies, as required, and other customary conditions and approvals.    

 It is anticipated that, following conclusion of the transaction, this position may be conveyed with New Consumer Health. In that case, details of any planned changes would be provided to the successful candidate by New Consumer Health at an appropriate time and would be subject to any necessary consultation processes.     

Position Description

The Health Policy Director is responsible for creating strategy and driving global policy development for engagement with governments, policy makers, and other external stakeholders on health policy issues, including the role and value of self-care, skin health and beauty, oral health, wound care, baby care, and women’s health. The position develops and implements a coordinated, strategic, global approach to priority consumer health policy issues, monitors and communicates internally key national, regional, global and intergovernmental policy developments. It ensures prioritization of issues across a continuum of policy topics, including self-care as a means to enabling sustainable and resilient healthcare systems, ensuring appropriate access to and effective regulation of consumer health products (e.g. OTC designation, Rx to OTC switch, regulatory reform), advancing tobacco control and smoking cessation policy, skin cancer prevention, oral health, maternal health and improving health literacy. The role also supports global policy development and engagement with governments and external stakeholders on policies on product and ingredient resiliency as related to consumer/patient safety and access.

Key Responsibilities
  • Lead establishment of a coordinated, global, strategic policy agenda related to consumer health, identifying and managing priority health policy issues and opportunities across the entirety of the global Consumer Health portfolio.
  • Drive a strong policy voice in advising business partners on relevant threat/opportunity level and communicating emerging issues. Drive policy position development and create effective approaches for engaging with governments, multi-lateral organizations, policy makers and policy influencers to ensure priority policy issues are addressed.
  • Analyze and shape policies globally with the potential to impact the research and development and marketing of company products and services, through a coordinated approach to engagement with governments such as the US, EU,European Member States and ASEAN, trade associations such as the Global Self Care Federation, multi-lateral organizations such as the World Health Organization, and prioritized policy influencers.
  • Partner with Public Affairs and Government Affairs colleagues to enhance company credibility, thought leadership, and reputation by driving a coordinated and forward-looking policy agenda and relationships with government officials and external policy makers and influencers.
  • Serve as leader and global resource in health and regulatory policy development, relevant to the global Consumer Health portfolio, supporting global, regional and local engagement.

Key Working Relationships
  • Internal: Government Affairs, Public Affairs, Communications, R&D, Regulatory Affairs, Medical Affairs/Safety, Supply Chain, Law Department, Finance, Regional/G9/Lead Market Commercial Leaders and Global Franchises.
  • External: Key global, regional and national policy making and influencing stakeholders across our G9/Lead markets including trade associations, industry peers, elected and government officials and staff, regulatory authorities and agencies, NGOs, alliance partners and consumer advocates.

Qualifications

Position Requirements:
  • Bachelor’s degree required.
  • Minimum of 10 years of experience in public or private sector public policy development, preferably in government affairs.
  • Understanding of the Consumer Healthcare inustry and the healthcare environment.
  • Strong understanding of the legislative and regulatory making processes in key markets and the global geopolitical environment.
  • Ability to convey complex technical issues in layman’s terms.
  • Demonstrated ability to deliver business-relevant policy analysis and recommendations.
  • Recognized ability to build and maintain strong networks and relationships within a complex business environment in order to ensure alignment on priorities and global strategies for policy development and advocacy.
  • Navigate complex, high-impact issues and situations.

Preferred Requirements/Competencies
  • Advanced degree preferred.
