The duration will be one year with the possibility of extension up to a maximum four years, subject to availability of funds and incumbent’s level of performance.The Secretariat of the WTO is seeking to fill a position of e-Learning & Multimedia Specialist in the e‑Learning Unit of the Institute for Training and Technical Cooperation.The Institute for Training and Technical Cooperation (ITTC) designs, coordinates and implements trade-related technical assistance activities. With support across the WTO Secretariat, the ITTC delivers specific technical assistance products as mandated by WTO members in the regularly updated Technical Assistance and Training Plans. These plans focus on strengthening the ability of beneficiaries to understand their rights and obligations within the multilateral trading system, to take full advantage of the rules-based system, to participate effectively in trade negotiations, and to develop, on a long-term basis, their capacity to adjust to WTO rules and disciplines.General FunctionsWorking closely with other members of the e-Learning Unit in the Institute for Training and Technical Cooperation (ITTC) and under the general supervision of the Head of the Unit, the e-Learning & Multimedia Specialist will undertake the following duties:
  • Instructional Design of e-Learning courses
Main Tasks IncludeUnder the guidance of the Head of Unit and in coordination with experts from the WTO Secretariat, design e-Learning courses for adult learning.
  • Design the broad outlines of e-Learning courses, identify the appropriate pedagogical approaches, and create the instructional material in accordance with the latest e-Learning tools and standards.
  • Update existing e-Learning courses to improve interactivity and engagement of learners including scenarios for pedagogical games and other multimedia components, exercises, quizzes, and learning-by-doing elements.
  • Create and convert storyboards and other training materials into engaging and interactive learning experiences through e-Learning and multimedia softwares.
  • Develop and update multimedia material including video, audio files, games, animations, and other training components.
  • Multimedia and related responsibilities
  • Prepare promotional material and tutorials for e-Learning Courses.
  • Identify opportunities for improvement and development of existing digital content creation processes such as new e-Learning and multimedia tools and new trends in communication and pedagogic methodologies in the field of distance-learning.
  • Provide guidance to Secretariat staff on e-Learning pedagogical approaches and multimedia tools and methodologies.
  • Organise and manage video recordings with speakers and provide guidance in the use of the ITTC Recording Studio and the use of multimedia technology for virtual training.
  • Other tasks
  • Contribute to the preparation of the e-Learning objectives, expected outputs as well as other information relevant for the Results-Based Management (RBM) framework implementation.
  • Provide multimedia inputs for the biennial Technical Assistance Plan.
  • Assist in the development of briefing notes and information material on WTO e-Learning.
  • Help with the management of the e-Learning Help Desk.
  • Participate in the selection and supervision of interns.
EducationREQUIRED QUALIFICATIONSAdvanced university degree in education sciences, learning and teaching technologies, distance learning, multimedia or another relevant area, or basic university degree combined with proven professional expertise equivalent to an advanced university degree in these fields, is required. A qualification in multimedia, digital media technologies, graphic/web design, interactive digital media or a related field is desirable.Technical Knowledge And SkillsProven experience in instructional design of e-Learning content and understanding of the pedagogy of adult learning.Significant experience in creating multimedia-rich content to enhance learning experiences using authoring tools such as Articulate Package, Animaker, Genially, Vyond, Adobe Package, Video Editor, Canva and/or other.Knowledge of Moodle LMS, H5P and HTML would be an advantage. Working knowledge of video conferencing platforms such as ZOOM, Webex, Teams, and others is also desirable.Knowledge of the WTO and the multilateral trade system would be an advantage.Behavioural SkillsThe following interpersonal capabilities are required: planning and organization skills including the ability to manage workload and meet deadlines; relate to and build relationships with colleagues, both inside and outside the organization; communicate and understand clear factual information; present technical facts to knowledgeable specialised audiences; and work as a member of a team, relating to others, while working independently to achieve his/her objectives.Work ExperienceAt least two years of relevant work experience in e-Learning instructional design and multimedia content creation, preferably in an international and/or multi-cultural environment.LanguagesAn excellent knowledge of English (at a level corresponding or equivalent to a minimum of C1 according to the Common European Framework of Reference for Languages (CEFR)) and a very good working knowledge of either French or Spanish (minimum B2 of the CEFR) are required for this job.
