Eligible Applicants

We are seeking a dedicated and motivated person with strong editorial and communication skills, as well as an understanding of the situation of refugees and asylum-seekers in Europe, to support the setup 10 country-specific UNHCR HELP pages in Europe.

You will be responsible for compiling information for refugees and others persons of concern in each of the 10 countries, drafting the content for each of the country-specific UNHCR HELP page, and coordinating their launch. You will also be conducting a quality review of all UNHCR HELP pages across Europe in terms of content quality, accessibility, and available languages.

You will work closely with the Senior Community Based Protection Officer in UNHCR¿s Regional Bureau for Europe and the Digital Engagement Section (DES) in UNHCR¿s Division of External Relations. You will also be liaising closely with a number of UNHCR country offices.

Procedures and Eligibility

UNHCR, the UN Refugee Agency, is looking for a Digital Communications with Communities (CWC) Advisor to support its country operations in Europe to set up country-specific HELP pages as a means of information sharing and communication with refugees, asylum-seekers and stateless persons across the region.

Organisational Context

Accurate, updated and reliable information is essential for refugees, asylum-seekers and stateless persons to be able to access rights and services. This information needs to be made available in ways and formats that are accessible to all, including children and youth, persons with disabilities and persons with reduced literacy, and in languages they are comfortable with.

For UNHCR, communication and transparency is one of the core actions of its 2019 Age, Gender and Diversity Policy, which commits the organisation, as part of its accountability to affected people, to ensure that women, men, girls, and boys of diverse backgrounds in all operations have access to timely, accurate, and relevant information on their rights and entitlements, as well as information about UNHCR and its partners¿ programmes.

Within the Europe region, communication and information to refugees and other persons of concern is part of UNHCR¿s core protection activities. The main objectives are to complement government efforts by identifying and filling any information gaps among refugee and stateless communities, and to counter any harmful rumours or misinformation. In addition, information to persons of concern supports transparency, as it clarifies UNHCR¿s role in each context, and helps manage expectations and direct persons of its concern to relevant partners and services.

As part of these efforts, and in line with the increasing use of digital means of communication, the Digital Engagement Section (DES) in UNHCR has designed the UNHCR HELP platform as a corporate tool and a central source of relevant protection information for refugees and other persons of concern in online form.

As of January 2022, the platform has been rolled out in 24 countries in Europe. For the remaining 10 countries, there is a need for short-term and targeted support from a Digital CWC Advisor to help UNHCR develop the content and establish country-specific HELP pages.

The Digital CWC Advisor will support this by reviewing and compiling existing information for refugees, asylum-seekers and stateless persons at country level, map out available services and partners (where needed) and coordinate the review and launch of 10 country-specific UNHCR HELP pages.

The Digital CWC Advisor will also support a quality review of all the UNHCR HELP pages across Europe in terms of content quality, accessibility, and available languages.

Duties And Qualifications

The Digital CWC Advisor will support 10 UNHCR country operations in the European region to establish country-specific UNHCR HELP pages as a means of information sharing and communication with refugees, asylum-seekers and stateless persons across the region.

In doing so, the Digital CWC Advisor will be responsible for:
  • Compiling and reviewing existing information targeting refugees, asylum-seekers and stateless persons in each of the countries;
  • Mapping the contact details and websites for government counterparts, service providers and other relevant partners in each country (where this is not available);
  • Drafting the content for the first UNHCR HELP page for each country, using a standard content template provided by UNHCR¿s Digital Engagement Section;
  • Liaising with protection, communications and IM in the relevant country office to review the draft, including the final clearance by the Country Representative before going live;
  • Closely coordinating the review and upload of all content and the launch of individual country page with the focal points in the Regional Bureau for Europe and the Digital Engagement Section
The Digital CWC Advisor will also support the Regional Bureau for Europe, in collaboration with the Digital Engagement Section, to conduct a quality review of the UNHCR HELP pages across Europe in terms of content quality, accessibility and languages, and make concrete recommendations for improvements.

The Ideal Candidate Will Have

Essential minimum qualifications and professional experience required:

¿ Excellent drafting, editorial and communication skills (in English);

¿ A minimum of 2 years of experience with refugee issues, and a basic understanding and knowledge of the situation of refugees, asylum-seekers and stateless persons in Europe;

¿ Demonstrated ability to conduct independent research and review and consolidate large amounts of information from different sources;

¿ Demonstrated knowledge in online communication;

¿ Strong interpersonal skills and ability to work in collaboration with different stakeholders.
