Phase 1

Expected results:

i) Advice and support to the Senior National Consultant for the preparation of the technical assessment report of the current municipal waste management and infrastructure in place in Azerbaijan is provided;

ii) Advice and support to the Senior National Consultant for the preparation of the technical report on the current waste management and infrastructure for specific waste streams (including industrial waste, construction and demolition waste, hazardous waste, etc.) and waste that falls under the extended producer responsibility (EPR) in place in Azerbaijan is provided.

Objectives: To undertake 1 Phase of activities in support of the elaboration of the National Program for Waste Management and National Waste Action Plan 2023-2028 in Azerbaijan.

Duties and Responsibilities

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action.

The EU-funded “European Union for Environment” (EU4Environment) aims to help the six partner countries: Armenia, Azerbaijan, Belarus, Georgia, Republic of Moldova, Ukraine preserve their natural capital and increase people’s environmental well-being, by supporting environment-related action, demonstrating and unlocking opportunities for greener growth, and setting mechanisms to better manage environmental risks and impacts.

UNEP is one of five partner agencies implementing the EU-funded EU4 Environment (2019 – 2023) programme. This regional programme supports six countries (Armenia, Azerbaijan, Belarus, Georgia, the Republic of Moldova, and Ukraine) in making policy planning and investment greener, stimulating the uptake of innovative products and technologies, and raising awareness about benefits of environmental action. The application of strategic approaches to waste management can assist in addressing countries’ overarching waste management challenges. To this end, within EU4Environment’s component 2.4 on “The use of strategic approaches on waste management” UNEP will support countries in promoting development of comprehensive sustainable waste management policies and policy instruments. Addressing countries’ overarching waste management challenges, it will contribute to develop comprehensive sustainable waste management policies and policy instruments, responding to the request of countries. More specifically, under Activity 2.4.1 Develop draft action plan for national waste management, UNEP will provide technical assistance and stakeholder consultation in Azerbaijan through developing a National Program for Waste Management and a National Waste Action Plan for the implementation of a National Program for Waste management in Azerbaijan.

The Order of the President of the Republic of Azerbaijan on approval of Azerbaijan 2030: National Priorities for Socio-Economic Development - 02 February 2021, sets out the broad vision for the future.

In 2018, the National Strategy for Improving Solid Waste Management in the Republic of Azerbaijan for 2018-2022 was adopted. One of the main results expected from the implementation of the National Strategy is the improvement of processes for the collection, transportation, processing and neutralization of solid waste. The document also contain the introduction of Extended Producer Responsibility (EPR) mechanism. However, the National Strategy has limited reference to the society and the sorting at source and separate collection. There are also no targets with a timeframe for the improvement of the waste management (recycling, diversion from landfilling, energy recovery).

The Action Plan to Reduce the Negative Impact of Plastic Packaging Waste on the Environment in the Republic of Azerbaijan for 2019-2020 was approved. The Action Plan includes measures to improve plastic packaging waste management and to expand the use of alternative packaging materials.

The draft Packaging Law has been developed and is the main tool intended for the management of packaging. However, in the absence of supporting regulations and bylaws, the draft Packaging Law is more of a framework law that describes the key issues rather than the details. In 2021, with the support of UNEP, under the EU4Environment Programme, a set of recommendations were developed to improve the draft Packaging Law.

In light of the above, the proposed National Waste Management Program will cover management of municipal waste and the existing specific waste streams and infrastructure (including industrial waste, construction and demolition waste, hazardous waste, etc. and waste that falls under EPR) and any waste streams covered by prevention activities. It will include an analysis of the current situation of waste management in the country, measures to be taken to improve environmental conditions in preparation for reuse, recycling, recovery and disposal of waste, and an assessment of how in which the program will assist in the implementation of the objectives and provisions of relevant legislation.

To assist UNEP in the implementation of the aforementioned activities a support of an International Consultant is required to support and advise the work of a Senior National Consultant for the implementation of activities for the elaboration of the National Program for Waste Management and National Waste Action Plan in Azerbaijan.

The International Consultant will work home-based under the guidance and oversight of UNEP’s Regional Office for Europe in Geneva. The International Consultant will also work in close coordination with EU4Environment national focal points in Azerbaijan and the Senior National Consultant.

During The Phase 2, The Following Results Will Be Prepared

The International Consultant will be initially contracted to deliver the 1st phase of the implementation plan. The implementation of the 2nd phase will be subject to extension of the overall EU4Environment programme and based on the results of Phase 1.

i) Support, Advice to the Senior National Consultant, and contributions to the preparation of the section for the scoping report/road map of the National Waste Management Program development for the specific waste streams is provided;

ii) Advice and measurable contributions to the draft National Waste Management Program prepared by the Senior National Consultant are made;

iii) Advice and measurable contributions to the draft National Waste Action Plan 2023-2028 prepared by the Senior National Consultant; and

iv) Contributions to facilitate the validation workshops are made.

Phase 1

Outputs/deliverables:
  • Advice, support and contribution made to the preparation of the Technical report on the current waste management and infrastructure in place in Azerbaijan.
Technical report to be prepared in English, 30-45 pages in total.

1.1 Support provided to the Senior National Consultant for the preparation of the assessment of the current municipal waste management and infrastructure in place in Azerbaijan. Report to be prepared in Azeri, in MS Word format, 20-25 pages.

1.2 Advice and support to the Senior National Consultant for the preparation of the assessment of the existing specific waste streams management and infrastructure (including industrial (, construction, demolition and hazardous waste, etc. and waste that falls under EPR) in place in Azerbaijan is provided and incorporated into the Technical report.

Report shall be prepared in Azeri, in MS Word format, 10-20 pages.

All materials prepared must be in line with the graphic identity of the EU4Environment project (logos will be provided by UNEP).
  • Specific tasks and responsibilities
Phase 1

Under overall guidance of UNEP and in close cooperation with the Ministry of Ecology and Natural Resources of the¿Republic¿of Azerbaijan and Senior National Consultant, the International Consultant will conduct the following tasks:

i) Provide recommendations and advice to the Senior National Consultant to conduct assessment of the current municipal waste management and infrastructure

The International Consultant will advise the Senior National Consultant and will make measurable contributions to conduct assessment of the current municipal waste management and infrastructure in Azerbaijan and the planned future infrastructure development according to the Feasibilities studies / Environmental Impact Assessment Studies / Environmental Permits. The consultant shall determine the current status of municipal solid waste management, focusing on six major aspects, i.e. generation, storage, collection, transportation, process/treatment and disposal. An initial assessment of current waste prevention performance, using available data on waste and waste prevention, will be an important starting point.

The following statistics are helpful in assessing the current status of waste prevention and for creating baselines:
  • Quantities of collected waste per person, quantities of hazardous waste generated per person;
  • Public awareness of and declared actions for waste prevention;
  • Percentage of citizens covered by collection schemes;
  • Products covered by producer responsibility schemes, etc.
Analysis of current status shall also include, but not limited to:
  • Government policies, programs and projects that has bearing on solid waste management as a whole.
  • Legal, administrative and organizational system of solid waste management.
  • Resources that are currently incurred by the government and the local authorities and the level/grade of infrastructure and facilities developed for the provision of solid waste services.
  • Cost and efficiency of the present services provided by the local authorities.
  • Allocation and financing of solid waste management as a whole.
  • Research and development programs carried out by the local and international institutions relevant to solid waste management activities and program in Azerbaijan.
Technical report shall be prepared in Azerbaijani, in MS Word format, 20-25 pages.

ii) Preparation and review assessment of the existing specific waste streams management and infrastructure in Azerbaijan.

The International Consultant will work with the Senior National Consultant to support the preparation and review assessment of the existing specific waste streams management and infrastructure including industrial, construction, demolition and hazardous waste, etc. and waste that falls under EPR in Azerbaijan.

This work will be incorporated into the Technical report on the current waste management and infrastructure in place in Azerbaijan.

Report shall be prepared in Azeri, in MS Word format, 10-20 pages.

All materials prepared must be in line with the graphic identity of the EU4Environment project (logos will be provided by UNEP).

Implementation Modality

The International Consultant contracted will carry out activities in cooperation and with technical support from UNEP.

Performance Indicators
  • Quality assessment of the current waste management and infrastructure in place in Azerbaijan is available;
  • Suitable roadmap for the National Waste Management Program development is identified;
  • Quality and timely communication and reporting delivered.
Academic Qualifications

Qualifications/special skills
  • University degree in the field of environment protection, economy, management and other related field.
Experience
  • Minimum 7 years of international consulting experience and/or policy drafting and analysis in the field of environment and waste management, specifically industrial waste, hazardous waste, construction and demolition waste, and waste streams falling under EPR and other related fields;
  • Hands-on experience in environment policy drafting and analysis, strategic planning and monitoring.
Skills
  • Experience in preparation waste management studies, reviews, sectoral recommendations, preparing regulatory impact assessment;
  • In-depth knowledge of international best practice in waste management, including management of industrial, construction, demolition and hazardous waste;
  • Knowledge of EPR for different waste streams in EaP Countries;
  • Familiar with current status of the waste management in Azerbaijan;
  • Experience in conducting market review, reports and assessments
  • Excellent analytical and communication and reporting skills;
  • Excellent computer skills (MS Word, Excel, etc);
Language
  • An excellent command of written and spoken English.
