ORGANIZATIONAL UNIT


The Telecommunication Standardization Bureau (TSB) fulfills the objectives of the Union relating to telecommunication standardization, by providing secretariat support to groups studying technical, operating and tariff questions and facilitating the adoption of Recommendations in these areas with a view to standardizing telecommunications and information technology on a global basis. In order to achieve these objectives, the Telecommunication Standardization Bureau works in accordance with the instructions of the World Telecommunication Standardization Assemblies (WTSA), Telecommunication Standardization Study Groups and the Telecommunication Standardization Advisory Group. TSB, headed by an elected Director, provides the technical, administrative and logistic support for the assemblies and for the meetings of the groups mentioned.


The Operations and Planning Department (OPD), is responsible for coordinating and planning support for the activities of the Telecommunication Standardization Sector. It does this through managing the Bureau’s activities for organization and planning of assemblies and logistical support to meetings. The Department oversees document processing and provides IT services and solutions for electronic working methods and the development of ITU-T databases. The Department also provides administrative and secretarial support for intellectual property matters and manages the technical editing and final production of ITU-T recommendations and publications as well as ISO/IEC common texts. The Department collaborates closely with the Departments of the General Secretariat and the Bureaux which are responsible for providing support services.

DUTIES AND RESPONSIBILITIES

Under the direct supervision of the Head of the Editing, Publications and Documents Unit (EPD), the incumbent performs the following duties:

  • Initiates, maintains and monitors the publication workflows for normative and non-normative publications and informs the Head of the Unit of inconsistencies; assesses the work procedures and makes proposals for improvements.
  • Registers documents received for publication; verifies completeness and quality of the materials received and initiates the publication process in the relevant electronic platforms; follows-up on text publication procedures and ensures that these are correctly applied.
  • Manages and maintains the Unit’s workflow database information; performs analyses on the data; compiles key performance indicators and prepares statistics on the status of work.
  • Coordinates and distributes editing work among the editing assistants in close cooperation with the Head of the Unit, ensures the liaison between the Editing Unit and the General Secretariat services concerned, and manages the delays.
  • Controls processing, posting and publishing delays and takes appropriate measures to resolve problems in close coordination with the Head of the Unit.
  • Identifies and prepares the drawing work required for publication, including presentations, and communicates it to the technical designers; verifies the accuracy of drawings intended for publication, and performs the necessary corrections.
  • Acts as focal point for the operation of all publication and other related electronic platforms within OPD.
  • Plays an active role in digital transformation projects within OPD.
  • Performs other related duties as assigned.

  • Excellent knowledge of Word.
  • Good knowledge of Excel.
  • Knowledge of Corel Draw or other vector graphics editors.
  • Knowledge of SAP CRM would be an advantage

QUALIFICATIONS REQUIRED


Education:

Complete secondary education with a diploma OR complete equivalent technical or commercial studies with a diploma. For internal candidates, obligatory schooling in combination with thirteen years of qualifying experience may be accepted in lieu of complete secondary education with a diploma for promotion or rotation purposes.


Experience:

At least eight years of experience in administrative, editing or publishing work. (A maximum of three years of studies in the field of the post and in a recognized school may replace the required experience on the basis of one year of education for one year of experience).

At least three years of experience in the use of text- and data-processing computer equipment.

End-user experience with databases and computer applications is required.


Languages:

Knowledge of English at advanced level and knowledge of a second official language of the Union (Arabic, Chinese, French, Russian, Spanish) at intermediate level. Knowledge of a third official language would be an advantage.
