ORGANIZATIONAL UNIT


The Telecommunication Development Bureau (BDT) is responsible for the organization and coordination of the work of the Telecommunication Development Sector (ITU-D) of the Union which deals mainly with ICT-focused development policies, strategies and programmes, as well as technical cooperation activities, to promote digital inclusion and drive digital transformation at community, country and regional levels. To effectively and efficiently serve the needs of ITU members, BDT is organized into four functional areas:

  • Office of the Deputy to the Director and Field Operations Coordination Department
  • Partnerships for Digital Development Department
  • Digital Networks & Society Department
  • Digital Knowledge Hub Department

The Digital Networks & Society Department is responsible for BDT activities in the areas of spectrum management, network development, cybersecurity and emergency telecommunications. This department is also responsible for supporting ITU Member States in their transition to digital societies by providing tools and guidelines to address environmental challenges (in particular, climate change and e-waste), and for promoting innovation, ICT applications/services, digital inclusion and ecosystems, with the ultimate goal to ’leave no one behind’.

BACKGROUND INFORMATION

The Digital Networks & Society Department spearheads BDT activities in the domains of spectrum management, network development, cybersecurity, and emergency telecommunications. This department within BDT is committed to assisting ITU Member States in their transition towards digital societies by providing tools and guidelines to address environmental challenges (specifically, climate change and e-waste), promoting innovation, ICT applications/services, digital inclusion, and ecosystems, with the ultimate objective of ’leaving no one behind’. The focus is on Cybersecurity Capacity Building across two projects: Cyber for Good and Her Cyber-Tracks.
Cyber for Good is an ITU project that aims to bridge the cybersecurity capacity gap in the Least Developed Countries (LDCs) through fostering safe and meaningful connectivity enabling digital transformation efforts globally by supporting developing countries’ cybersecurity improvement through a facilitated support and access to ITU Members’ experience, expertise, services, tools, and products. Her Cyber-Tracks project, supported by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH and commissioned by the Federal Foreign Office of Germany, strives for equal and meaningful women representation in cybersecurity, fostering a resilient cyberspace. Building on ITU Women in Cyber Programme’s experience, the project empowers women in the Global South through an integrated curriculum offering capacity building, mentoring, employment, and networking. The first year features the Policy & Diplomacy Track, enhancing women’s participation in international cybersecurity processes and organizations. The Her Cyber-Tracks Project is crucial, as it serves as the entry point to a three-year initiative centered on the same topic, emphasizing its significance in driving long-term progress and sustainable impact in the field and it is in line with the implementation of Resolution 45 of WTDC 2022.

DUTIES AND RESPONSIBILITIES

The position is under supervision of the Senior Coordinator (Cybersecurity) working in coordination with other relevant substantive divisions and departments, to contribute to the organization, planning, and coordination of the implementation of the cybersecurity activities undertaken by ITU within the framework of the ITU-D priority on “Inclusive and secure telecommunications/ICTs for sustainable development” as per the Kigali Action Plan, with a focus on the Cybersecurity Capacity Development. To this extend, the incumbent will perform the following duties:

  • Assist in organizing, planning, and coordination of the implementation of the cybersecurity activities undertaken by ITU within the framework of the Kigali Action Plan ITU-D priority on “Inclusive and secure telecommunications/ICTs for sustainable development,” with a focus on the Cybersecurity Capacity Development.
  • Provide support to the cybersecurity team members in Headquarters, Geneva and cybersecurity regional lead focal points and the membership to ensure the execution of projects related to cybersecurity capacity development aligned to the Cyber for Good project, including gender inclusion and workforce development in cybersecurity.
  • Ensure the successful implementation of the Her Cyber-Tracks project and Women in Cyber Mentorship Programme, ensuring that project activities are delivered on time, within budget, and aligned with project goals, objectives, and targets.
  • Deliver training programs for women in cyber, ensuring that they are tailored to the needs of the target audience and that they meet the program’s objectives and targets.
  • Provide support and align activities to the Cyber for Good project, namely related to cyber capacity development and workforce development.
  • Liaise and maintain relationships with project partners, including government agencies, non-governmental organizations, and other stakeholders, to ensure their active participation and support.
  • Provide support to the Cybersecurity Team by liaising and exchanging of information on speakers, session moderators and follow-up on the content, preparation of relevant materials, deadlines, delegates’ registration, and logistics as well as update website content.
  • Draft and provide presentations, briefings, background papers to assist in the coordination of the cybersecurity related activities, operational aspects of events’ planning, design, preparation, implementation and respond to external and internal queries on ITU cybersecurity capacity building.
  • Coordinate related projects and ensure the effective delivery of support services by carrying out ITU internal coordination and liaising with staff across the organization as requested.
  • Undertake travel missions and perform other related duties as assigned.

Exhibits excellent communication, coordination, and editing skills, producing high-quality reports and documentation in English.

QUALIFICATIONS REQUIRED

Education:
University degree in international relations, information management or a related field OR education from a reputed college of advanced education with a diploma of equivalent standard to that of a university degree in one of the fields above.


Experience:
At least three years of progressively responsible experience in the field of the post. An advanced degree in a related field can be considered as a substitute for one year of working experience. A Doctorate in a related field can be considered as a substitute for two years of working experience. Adequate experience in cybersecurity capacity development is necessary.


Languages:
Knowledge of one of the six official languages of the Union (Arabic, Chinese, English, French, Russian, Spanish) at advanced level and knowledge of a second official language at intermediate level. Knowledge of a third official language would be an advantage. (Under the provisions of Resolution No. 626 of the Council, a relaxation of the language requirements may be authorized in the case of candidates from developing countries: when candidates from such countries possess a thorough knowledge of one of the official languages of the Union, their applications may be taken into consideration).

BENEFITS AND ENTITLEMENTS

Salary:

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment (PA) (cost of living allowance). The PA is variable and subject to change without notice in accordance with the rates as set within the UN Common System for salaries and allowances.
