ORGANIZATIONAL UNIT


The General Secretariat directs all the administrative and financial aspects of the Union’s activities, including the implementation of the provisions of the administrative regulations on operational questions, the dissemination of information on telecommunication matters for operational and other purposes, the provision of legal advice to the Bureaux of the Union and the departments of the General Secretariat, logistic support to the Union’s activities including conferences, the coordination of the work of the Union with other international organizations, the dissemination of information to the Member States and Sector Members, press, corporate and individual users of telecommunications and the general public. The General Secretariat is also responsible for the organization of world telecommunication exhibitions and forums.


Within the General Secretariat, the Human Resources Management Department (HRMD) advises the Secretary General on human resources management. It manages ITU’s resources ensuring consistency with ITU strategies, policies, regulations and rules as well as UN Common System policies. It efficiently manages the human capital of the Union; creates a stimulating and supportive work environment and encourages organizational creativity and performance measurement based on results.

DUTIES AND RESPONSIBILITIES


Within the Human Resources Management Department, under the supervision of the Head, Organizational Design and Recruitment Service and the day-to-day supervision of the HR and Partnerships Programme Officer, the incumbent will perform the following duties:


  • Prepare and publish multi-lingual vacancy notices in coordination with Bureaux and Departments; verify the content of each vacancy notice and enter into conversations with HR Focal Points and managers to modify as needed; maintain a catalogue of responses and guidance.
  • Prepare lists of applicants, CVs and all documents necessary for the various stages of the selection process, such as initial filtering, internal review and recommendation boards; track and follow-up on correspondence and actions taken; alert supervisor to any potential concerns.
  • Arrange internal review and recommendation boards for all vacancies, including the logistics, availability and participation of panel members, Staff Council and candidates; ensure clear communication, timely follow-up, alternative proposals and conformity to legal requirements.
  • Analyze recommendations and initiate conversations with managers on content, discussing more complex issues with supervisor while maintaining a solutions-oriented approach. Process recommendations for selected candidates and liaise with colleagues as necessary.
  • Review test and interview questions in advance, propose changes to ensure consistency in approach and adherence to guidelines; highlight irregularities for supervisor, providing solutions. Manage correspondence in English and French with candidates, hiring managers and HR Focal Points throughout the entire recruitment process; draft official replies and archive guidance given.
  • Prepare statistics and collaborate in drafting reports or inputs on recruitment matters; propose changes to current documentation and templates to simplify; participate actively in cross-functional human resources projects.
  • Identify solutions and recommend areas to streamline and improve related to the recruitment management system, procedures and processes, including the optimal application of tools to maximize the benefits of the recruitment platform and systems; conduct necessary testing and provide ongoing support to ensure continued functionality.
  • Provide training and assistance to colleagues on recruitment and related matters.
  • Perform any other related duties as required.

TECHNICAL COMPETENCIES

Knowledge of standard human resources principles and practices as well as a solid understanding of the recruitment life cycle. Familiarity with various electronic tools and data processing systems to administrate recruitment processes, track information and to produce statistics. Knowledge of SAP is desirable. Knowledge of recruitment in an international or large multi-national organization would be an asset as well as familiarity with SharePoint and different sourcing and outreach methods.

QUALIFICATIONS REQUIRED


Education:

Complete secondary education with a diploma OR complete equivalent technical or commercial studies with a diploma. For internal candidates, obligatory schooling in combination with thirteen years of qualifying experience may be accepted in lieu of complete secondary education with a diploma for promotion or rotation purposes.


Experience:

At least eight years of experience in the field of the post. (A maximum of three years of studies in the field of the post and in a recognized school may replace the required experience on the basis of one year of education for one year of experience.) Experience in the use of an Enterprise Resource Planning (ERP) human resources module is required. Experience in administrating recruitment processes is required. Experience in human resources in an international organization is desirable.


Languages:

Knowledge of one of the six official languages of the Union (Arabic, Chinese, English, French, Russian, Spanish) at advanced level and knowledge of a second official language at intermediate level. Knowledge of a third official language would be an advantage.
