The PositionProgram Management Officer (PMO) Job Overview:As a member of R&D PMO, and the Agile PMO (APMO) function in SAFe (Scaled Agile Framework), you will play an integral role contributing to the effective performance of one or more Value Streams in the Portfolio as well as of Global Research and Development as a function, through:
  • Providing Agile Portfolio Operations by fostering decentralized program execution and operational excellence as part of RDC Scaled Agile transformation
  • Contributing to Lean Governance



Main Responsibilities
  • Help bring visibility to the Value Stream activities including timelines, budgets, scope, risks, and interdependencies at the different Portfolio Events (Portfolio Sync, etc.) and whenever necessary
  • Drive the harmonization of business operations and processes, and cultivate and apply successful program execution patterns across all Value Streams
  • Contribute to strategic initiatives that allow to improve overall program efficiency and productivity and foster overall operational excellence
  • Monitor demand and capacity management in the Value Stream and bring visibility to the relevant stakeholders
  • Ensure that the Value Stream resources information is always up to date in the Resource Management Tool (Planview)
  • Drive the establishment of standard program metrics and ensure visibility over them
  • Establish a process and a set of KPIs/OKRs to track the progress against strategic goals and objectives in line with supporting the vision and mission of Global R&D and Roche Diabetes
  • Help drive continuous flow improvement together with other key stakeholders in order to improve the flow at all levels (Agile team, ART, Solution and Portfolio)
  • Help drive the successful implementation of a Portfolio and Program Management tool allowing to connect the strategy to delivery – linking strategic and product portfolios, programs, and projects to Agile teams
  • Contribute to continuous harmonization and simplification of program management tools landscape for more accurate and agile operations and reporting
  • Actively promote and enforce the use of the relevant Issue and Project Tracking tool in the Value Stream, as well as Portfolio and Program Management tool at the Value stream and Portfolio level, in collaboration with other stakeholders, in order to help harmonize business operations, and cultivate and apply successful program execution patterns across all Value Streams
  • Establish and maintain the processes in the relevant Portfolio and Program Management tools, the data integrity in them and the reporting capabilities
  • Vendor Management: Manage relationships with R&D vendors and maintain long lasting partnerships
  • Are responsible for Monitoring the R&D budget in the Value Stream and ensure clear understanding of deviations to the budget
  • Understand the scope and critical chain for delivery of the Value Stream and cross Value Stream features
  • Contribute to the elaboration of portfolio roadmaps by streaming upwards the main information and the milestones from the Value Streams
  • Help uncover cross Value Stream dependencies in close collaboration with other stakeholders
  • Help the Value Stream in solving issues, removing impediments and driving improvement actions (coming from retros among others), when needed
  • Act as a project manager for high-priority and strategically important projects, when needed
  • Work closely with development teams, the Lean Agile Center of Excellence (LACE), communities of practice, and Release Train Engineers (RTEs)
  • Partner closely with the different organizations (RDCS, GO&Q, IT, OneMedical, Finance, etc.) to provide agile Diabetes Care portfolio operations
  • Contribute to continuously improve on R&D business processes and other business processes when needed, feeding into the overall End to End Process
  • Demonstrate a special care for establishing a reputation for R&D PMO of being a reliable partner organization who is there to help in any way possible, meets commitments and delivers value while focusing on people
  • Act in a manner that is consistent with the Roche Values and Operating Principles
Qualifications:
  • Bachelor’s degree in a technical discipline (engineering or science)
  • Knowledge of product development lifecycle: a minimum of 5 years of product development experience with an additional 5+ years of Project Management related experience in a highly regulated product development environment operating with Design Control procedures, preferably within the medical device industry
  • Strong analytical and system thinking skills, deductive reasoning with ability to synthesize information quickly, critical thinking, problem-solving, and prioritization skills
  • Demonstrated aptitude for successfully managing multiple projects, of varying complexity, within the specified guidelines, timeframes, and budgets
  • Deep and proven strength in persuasive communication and negotiation skills, with the demonstrated ability to drive and facilitate cross-functional discussions and to effectively and successfully manage stakeholders
  • Ability to present complex solutions and methods to the general community
  • Proven skills and practice in use of agile methods in difficult multidisciplinary context
  • Proficient in SAFe and agile methodologies with proven skill set in scrum and lean principles
  • Extensive technical, business acumen, and customer acumen with strategic, conceptual and holistic thinking
  • Experience in implementing processes and in continuous improvement cycles
  • Knowledge of Portfolio and Program Management software such as Planview and Jira Align, as well as Issue and Project Tracking Software for Agile team such as Jira
  • Demonstrated effective leadership with capability to guide, coach, motivate, influence and empower others across different hierarchical levels within international project set-up
  • Strong reputation for integrity and ethics
  • Advanced written and verbal communication skills are a must
  • A self-starter with ability to work autonomously and deal with ambiguity
  • Business level fluency in English
