BACKGROUND
The ITC Poor Communities and Trade Programme (PCTP) and its Ethical Fashion Initiative (EFI) aim to
reduce global poverty by involving micro-entrepreneurs from the developing world in international and
regional trade. In other words, the Programme enables marginalised communities of micro-entrepreneurs
to be part of the international fashion value chain through a business infrastructure, tailored around a
unique system of work that enables these communities - mostly women - to thrive in association with the
talents of the fashion world. This system of work also involves consumers, through the application of a
specific communication strategy, geared to increase awareness on the story behind each product and
allowing people to make informed choices in their purchasing behaviour.

To successfully enable these marginalized communities to work with international fashion companies, the
PCTP created a social enterprise according to an inclusive business model, which acts as an interface with
the industry and coordinates the work on the ground. All the operations follow a rigorous ethical agenda
under the guidance of the Fair Labour Association and their Code of Conduct, which guarantees labour
practices are fair and that wages are above the national minimum wage. The programme also includes a
strong environmental component and all activities starting from the choice of materials, production process,
freight and management of the operations take into account the impact on the environment.

EFI’s project, “EU Identity Building and Sharing Business Initiative: An ethical and ‘glocal’ approach to Job
Creation and Sustainable Development”, financed by the European Union (EU), by supporting the creation
of a new market for creative goods in these countries, thus contributing to job creation and poverty
reduction. As part of this EFI runs a Designers Accelerator (EFI Accelerator) through which it supports
designers in production management, marketing and business planning, with the objective of making them
investment-ready. The Accelerator includes a very concrete and business-oriented training to enable
Accelerator participants to learn the technical skills as well as the soft-skills required to work in the
international value chain of fashion and lifestyle goods. This ToR relates to a Programme Assistant who
can support EFI in implementing the Accelerator and activities, events and trainings related to the
Initiative’s work in the lifestyle sector.



FUNCTIONS
Under the general guidance of the Chief Technical Advisor, Poor Communities and Trade Programme
and direct supervision of the Senior Programme Officer, the incumbent will undertake the following tasks:

  • Independently provides full range of project management and implementation assistance at all phases

of the project cycle for the development of innovative collaborations with designers and creative minds
from the project countries of the EFI, in addition to existing work related to the EFI Accelerator, seeking
guidance only in exceptional circumstances.

  • Researches, compiles, analyses, summarizes, and presents basic information/data on the EFI
Accelerator(s) projects and the fashion landscape today, highlighting noteworthy issues/trends for
consideration by appropriate parties.
  • Reviews, appraises and revises, as necessary, all submissions for substantive projects, ensuring
compliance with guidelines and project objectives; identifies problems/issues, seek clarification from
departments, assess replies, and prepares a summary for the manager with suggestions for further
action.
  • Serves as focal point for coordination, monitoring and expedition of implementation activities and
participates in project evaluation; monitor implementation at all stages to ensure work is proceeding
according to established plans, including analysing implementation difficulties and initiating remedial
action; liaises with diverse organizational units to initiate requests; prepares standard terms of
reference against project objectives, obtains necessary clearances, processes and follows-up on
actions and resolves issues related to project implementation, e.g. recruitment and appointment of
personnel, travel arrangements, organization of and participation in training/study tours, authorization
of payments, disbursement of funds, procurement of equipment and services, etc.
  • May undertake field work in support of above activities.
  • Establishes internal databases - specifically on fashion and lifestyle; sets up, files, stores and manages
data and information relevant to the scope of the project activities.
  • Supervises office support staff, including distribution and review of work assignments, training, and
inputs to performance evaluation.
  • Performs other duties as assigned.

RECRUITMENT QUALIFICATIONS
Minimum education and qualifications (level and field of study)
High school diploma or equivalent. Training in fashion would be an advantage.

Minimum experience (nature, length and field of experience)
A minimum of nine years of experience in programme or project administration, technical cooperation or
related area. Experience working in the fashion industry, sales and merchandising desirable.


Minimum language requirement
Advanced knowledge of English. Another UN language is an asset.

Mandatory skills and knowledge
Knowledge of fashion ecosystem, sales (wholesale and retail), merchandising and creative direction
